The M&E Manager will work for the USAID-funded, Strengthening the Provision of Primary Health Care (SPPHC) project, overseeing MER for Key Populations (KP) The position will be responsible for the design and development of monitoring and evaluation systems and procedures for the project providing technical assistance and M&E support to local structures delivering services in compliance with Strengthening the Provision of Primary Health Care (SPPHC) project’s Key populations activities.   South Sudanese nationals who are qualified and currently provide services in the same facilities and have previous experience working with an international organization are preferred.

The Strengthening the Provision of Primary Health Care Services for HIV (SPPHC-HIV) project is a 5-year HIV Care and Treatment mechanism, implemented by Jhpiego since 2015. In COP20, starting from 1 October 2020, the SPPHC project will also implement activities to ensure that Key Populations (KP) and Priority Populations (PP) in South Sudan are reached with essential and life-saving HIV prevention, testing, care and treatment services, as well as post-GBV clinical response. Jhpiego will implement KP programming for clients in located in six counties. The project will provide increased access to quality HIV prevention, treatment, care, and support services to key populations and their clients. In COP20, interventions will target Key Populations (specifically Female Sex Workers (FSWs), including brothel based FSWs) and Priority Populations (specifically clients of FSWs, vulnerable Adolescent Girls and Young Women (AGYW)) in Juba, Nimule, Yambio, Wau, Bor, and Rumbek.   The Project Manager will provide technical and programmatic leadership to the SPPHC project’s KP component in South Sudan. The Project Manager will also work closely with SPPHC care and treatment staff in the Jhpiego office in Juba, as well as liaise with other PEPFAR-partner clinical staff. The primary responsibility of the Project Manager is to ensure successful technical implementation of the work plan, to ensure successful achievement of the project’s targets and goals, and to ensure that the agency of key populations is supported through program implementation. The Project Manager will provide technical guidance and oversight related specifically to female sex workers, and represent the project and Jhpiego’s approach in meetings with key stakeholders. The position will be based in Juba, South Sudan, with frequent travel to supported regions.   South Sudanese nationals who are qualified and currently provide services in the same facilities and have previous experience working with an international organization are preferred.

Jhpiego is partnering with ThinkWell to hire a Health Financing Advisor for the four-year USAID Liberia Strategic Technical Assistance for Improved Health System Performance and Health Outcomes (STAIP) project.  The STAIP Activity aims to improve health system performance and strengthen the delivery of primary health care services.  A major focus of this program includes support to meaningful reforms in the area of health financing including delivery of selected priorities in alignment with the MOH’s Liberia Health Equity Fund (LHEF) to ensure quality and equitable access to health services without undue financial burden to patients.  Health Financing Advisor will lead the technical assistance support to the Ministry of Health (MoH) and will report the Chief of Party, while also receiving line management support from ThinkWell’s HF Program Lead based in Washington DC.     ThinkWell is a health systems development organization that is in a major growth phase. Sr. Finance Manager will provide leadership in overseeing the financial and contractual aspects of Jhpiego’s global programs finance unit, including leads and proposals, start-up, implementation and control, monitoring and evaluation, close-out and cross-cutting GPO functions. The Sr. Finance Manager is part of the Global Programs Finance Unit Management Team working closely with the Director of the Global Programs Finance Unit, Program Staff, and Jhpiego’s Country offices to ensure accurate financial, contractual and administrative reporting to the management team and to agencies external to Jhpiego. This includes ensuring financial systems and reports are compatible with standard Jhpiego accounting practices and follow donor rules and regulations.   Sr. Finance Manager provides financial guidance to the GPO Management Team, Jhpiego’s Program Managers, Country Directors, and agencies external to Jhpiego, particularly partner organizations. Work closely with both the Global Programs Finance Unit’s leadership to ensure that resources are appropriately allocated and tracked (including earmarks) and that expenditures are in line with available funding. Provide capacity building, coaching and mentoring of junior finance staff and local partners by developing learning activities and materials to support capacity building.
