To assess the organizational capacity of top state-level health-related agencies in FCT focusing on leadership, accountability and responsiveness of senior officials and decision makers. The assessment will also include a Capacity Index Survey targeting mid-level stakeholders to provide a balanced and evidence based picture of institutional performance.
