Through funding from the Centers for Disease Control and Prevention (CDC), Jhpiego is implementing the project,  ‘Enhancing Global Health Security: Expanding Efforts and Strategies to Protect and Improve Public Health Globally’. This award builds on ongoing CDC funded investments to support the Global Health Security Agenda (GHSA) through implementation of programs focused on protecting and improving health globally. Through this grant, Jhpiego will support Uganda to strengthen surveillance data management by creating a centralized data warehousing, conducting analysis and visualization at designated national and sub-national levels, developing policies, procedures and relevant MoUs for surveillance systems integration, and implementing targeted capacity building to data end-users on how to think about data. The Business Analyst is a leading professional who is expected to deliver new insight and lasting business value by leveraging the many systems, analytics and business opportunities offered by cutting edge technology. Jhpiego seeks a Technical Director to provide technical leadership and project oversight in the area of Urban Health for an upcoming USAID-funded Urban Health Activity in Uganda. The Technical Director will provide technical assistance at the national, district and community level. The project aims to strengthen urban health systems, to improve equitable health outcomes among all urbanites by working with municipalities and city corporations on strengthening urban health systems to provide quality, equitable public health, optimize available resources and strengthen private sector capacity as part of sustainability efforts.  The Uganda Urban Health Activity will address poor quality of care, congested public health facilities, uncoordinated referral system, weak community structures, limited private sector capacity, and gaps in enabling environment results in poor health outcomes in Kampala, Mukono and Wakiso. The project will have a geographical scope covering the Kampala metropolitan area comprising of Kampala city, Mukono, and Wakiso districts. The project is expected to operate over a five-year period.     The position will operate under the leadership of the Chief of Party and Jhpiego’s senior management team and will oversee and ensure the technical and methodological soundness of all project activities. In collaboration with project team and partners, the position will support the design and implementation of service delivery strategies based on scientific evidence.   This position is contingent upon award of the project by the donor. The project will operate over a five-years period.   The M&E Advisor will provide technical leadership to develop project framework, M&E systems and indicators to capture performance results and provide effective, accurate and timely monitoring, evaluation and reporting of all project activities. The M&E Advisor will supervise and manage the M&E team and oversee the collection, management, analysis and use of project data, ensuring that lessons learned are integrated into project implementation to continuously improve quality of interventions and outcomes. The M&E Advisor is responsible for documenting and disseminating project successes, challenges and lessons learned to USAID. The M&E Advisor will also be responsible for designing and conducting assessments, operations research and evaluations to address project needs. The M&E Advisor will liaise with and support consortium partners and the Ministry of Health to implement monitoring and evaluation (and learning) activities.     This position is contingent upon award from USAID. The project aims to strengthen urban health systems, to improve equitable health outcomes among all urbanites by working with municipalities and city corporations on strengthening urban health systems to provide quality, equitable public health, optimize available resources and strengthen private sector capacity as part of sustainability efforts. The Uganda Urban Health Activity will address poor quality of care, congested public health facilities, uncoordinated referral system, weak community structures, limited private sector capacity, and gaps in enabling environment results in poor health outcomes in Kampala, Mukono and Wakiso. The project will operate over a five-years period. The Finance and Administration Director (FAD) will provide financial and administrative management, overseeing all financial, contractual, information technology, human resources, and procurement aspects for the project. The FAD will ensure that the financial reports are compatible with standard accounting practices and follow Jhpiego and USAID rules and regulations.   This position is contingent upon award from USAID. The project is expected to operate over a five-year period.   The Chief of Party (COP) will be responsible for leadership, management and reporting of all project activities. The COP will be responsible for making key decisions and solving problems in short timeframes while ensuring operational and project quality and integrity. He/she will serve as the project’s main point of contact with USAID and the Uganda Ministry of Health on routine and strategic matters. He/she will be responsible for routinely examining data to identify outliers and use statical methods to provide potential explanations. He/she will explore potential applications of advanced analytics including forecasting, predictive analytics, and AI/ML approaches.   This is a contract position and is renewable annually based on availability of funding and scope of work.
