Jhpiego seeks a Health Systems Strengthening (HSS) Advisor to provide technical leadership and project oversight of health systems strengthening activitiesfor an upcoming $35 million USAID-funded malaria project in Cameroon. TheHSSAdvisor will be responsible for capacity building initiatives of the Cameroonian government, private sector and local NGOs to plan, coordinate and implement malaria activities at the regional, district and community levels.

The Program Finance Manager is part of the Global Programs Finance Team and works closely Program Staff, Contracts, Global Human Resources, and Jhpiego’s Country offices to ensure accurate financial, contractual and administrative reporting to management teams and agencies external to Jhpiego.
The Program Finance Manager will primarily provide management and oversight of the financial and contractual aspects of supported countries and assigned project areas. This includes proposal support, start-up, implementation and control, monitoring and evaluation, close-out and cross-cutting Global Program Operations (GPO) functions.
The Program Finance Manager ensures financial systems and reports are compatible with standard Jhpiego accounting practices and adhere to donor rules and regulations. Additionally, this position provides capacity building, coaching and mentoring of junior finance staff and local partners by developing learning activities and materials to support capacity building.
Jhpiego seeks a Technical Director to provide technical leadership and project oversight in the areas of maternal and child health, family planning, malaria, and nutrition health services for an upcoming USAID-funded project in Ghana. The Technical Director will provide technical assistance at the at all levels of project implementation. The $22.5 million project aims to integrate health services focusing on preventing maternal, newborn and child deaths consisting of maternal and child health, family planning, nutrition, and malaria focused activities to reduce preventable deaths in northern Ghana. The project will operate over a five-year period.
The position will operate under the leadership of the Chief of Party and Jhpiego’s senior management team, and will oversee and ensure the technical and methodological soundness of all project activities. In collaboration with project team and partners, the position will support the design and implementation of service delivery strategies based on scientific evidence and best practices.

The Global Reach II project is a five-year global HRSA-funded project, which started in October, 2021. It employs an iterative approach based on a country’s needs, informed by clients and beneficiaries, targeting high-priority populations and low-coverage and poor-performing areas to achieve HIV epidemic control. In Sierra Leone, Global Reach II works with government and builds local capacity to identify and implement proven solutions where they exist and develop innovative solutions to overcome persistent barriers that affect HIV services. Global Reach II will develop the capacity of the interdisciplinary health workforce to provide quality, client-centered care, ensuring that individuals will be informed and empowered to access services, receive high-quality care, adhere to treatment and remain in care, ultimately contributing to achievement of HIV epidemic control in Sierra Leone.
Job Overview:
Jhpiego seeks a Director – Finance and Operations to provide financial and, operational management for the Jhpiego Sierra Leone country program. The Jhpiego country program has multiple projects that work to accelerate reductions in maternal, newborn, and child mortality and morbidity by increasing the capacity of the Government of Sierra Leone institutions and local organizations to introduce, deliver, scale up, and sustain the use of evidence-based, quality maternal, newborn, and child health (MNCH) services, malaria, voluntary family planning (FP), reproductive health (RH) care for adults and the youth, and HIV prevention and treatment.
The Director – Finance and Operations (DFO) will oversee financial, operational and administrative matters within Jhpiego Sierra Leone. The DFO will supervise financial staff and ensure adherence to Jhpiego and funder policies and procedures. They will be accountable to perform and ensure management of financial systems, develop budgets for country office operations, generate financial reports, administer subawards, use of information technology, and procurement, including management of vendors, monitor project supply chain and inventory systems and supervise supporting finance staff in remote offices. The position will play a key role directing program operations, work with local partners to build their capacity, and provide expert sub-grant management.
The Director – Finance and Operations (DFO) will ensure compliance with Jhpiego and Johns Hopkins University operational policies and regulations, as well as compliance with all donor rules and regulations for financial management and reporting. They will ensure all staff follow United States Government (USG) cost principles, including GAAP accounting rules and grants contract management. The DFO will serve as the primary finance and operations liaison with the Jhpiego Baltimore office and other partners in the Sierra Leone country program. As a member of the senior management team the Finance and Operations Director will contribute to the Country Office’s strategic leadership. Additionally, the Finance and Operations Director will develop, implement and strengthen Jhpiego’s in-country financial and operational processes.
The Project Finance and Administration Director will oversee the financial planning, management and reporting activities in support of an anticipated five-year, multi-country, PEPFAR / CDC-funded project to strengthen the capacity of host-country governments and non—governmental organizations to sustainably combat HIV/AIDS and tuberculosis. The primary objective of this project is to support countries to sustain low levels of HIV incidence while supporting greater ownership and management of projects. The Project Finance and Administration (F&A) Director will work closely with the Project Director, Senior Management Team, Global Program Staff, and project country offices to ensure timely and accurate financial, contractual and administrative management, representation, analyses and reporting to the project management team, partners and agencies external to Jhpiego. This position is directly accountable for the financial, contractual and administrative compliance of the award. The F&A Director will be based in Jhpiego’s Baltimore office and international travel will be required.

Jhpiego seeks a Capacity Building Director to support an anticipated five-year, multi-country, PEPFAR/CDC-funded project to strengthen the capacity of host-country governments and non- governmental organizations to sustainably combat HIV/AIDS and tuberculosis. The primary objective of this project is to support countries to sustain low levels of HIV incidence while supporting greater ownership and management of projects. The Capacity Building Director will have the overall responsibility of leading the design and implementation of programs to advance the CDC’s goal of transitioning local PEPFAR and other health partners to direct awards. They will regularly work with PEPFAR stakeholders and local institutions to develop individual, organizational and systems learning initiatives that best position local organizations to support transition, assume leadership as prime implementing partners, MEL, and award management activities. The position will oversee the technical work of Jhpiego staff and subcontractors and will contribute to task order proposal development as required. The Capacity Building Director will be based at one of Jhpiego’s country-based offices in sub-Saharan Africa and international travel will be required.

The primary objective of this project is to support countries to sustain low levels of HIV incidence while supporting greater ownership and management of projects. The MERL Director will supervise and manage the project’s M&E team and oversee the collection, management, analysis, and use of project data, ensuring that lessons learned are integrated into project implementations to continuously improve quality of interventions and outcomes. The MERL Director will also be responsible for designing and conducting assessments, operations research and evaluations to address project needs. The MERL Director will be based within one of Jhpiego’s country offices in Africa and international travel will be required.

They will be responsible for making key decisions and solving problems in short timeframes while ensuring operational and project quality and integrity. They will serve as the project’s main point of contact with CDC on routine and strategic matters. They will also ensure effective organizational management and communication with the host country government at all levels, and international partners and agencies. Jhpiego is a non-for-profit Organization and a global leader in improving health care in developing countries to prevent the needless deaths of women and their families. Since 2008, Jhpiego has worked closely with the Ministry of Health (MoH) in Liberia to help improve the health of Liberians.Jhpiego Liberia currently implements three projects: USAID-funded STAIP, CDC-funded Enhancing Global Health Security (EGHS) and PEPFAR-HRSA-funded GR-II. The US-CDC funded EGHS project supports the MOH and NPHIL to improve prevention of preventable epidemics, including naturally occurring epidemics and those due to the intentional or accidental spread of dangerous pathogens, strengthen the ability to detect threats early, including detecting, characterizing, and reporting emerging public health threats and respond quickly and effectively to public health threats of international concern. Through the GFTA mechanism, the Jhpiego EGHS project will recruit a COVID 19 senior epidemiologist to support NPHIL and MOH in the surveillance data collection, analysis and use.
The National Public Health Institute of Liberia (NPHIL) was conceived and launched by the Government of Liberia to be the institution responsible for public health services in Liberia. NPHIL’s mission is to strengthen existing infection prevention and control efforts, laboratories, surveillance, infectious disease control, public health capacity building, response to outbreaks, and monitoring diseases with epidemic potential. Due to the rapid and unexpected escalation of the COVID-19 pandemic in Liberia, a parallel COVID-19 surveillance, analytic, and response structure was established. Three years later, NPHIL has indicated that integration of COVID-19 platforms into the routine integrated disease surveillance and response (IDSR) platform that NPHIL relies on for all other public health events of emergency concern is a priority consideration as the country enters the next phase of the pandemic. Corresponding, other aspects of the COVID-19 response (such as the vaccination pillar) are being incorporated into the Ministry of Health’s routine immunization platform.
As the COVID-19 pandemic evolves, Liberia’s readiness to detect COVID-19 likely will be integrated into routine and pre-pandemic platforms for surveillance and reporting. A more effective surveillance and testing strategy may be helpful to increase Liberia to increase its vigilance for the earliest evidence of the emergence of a new COVID-19 genetic variant of concern or a seasonal spike in COVID-19 transmissibility. The skills of a senior public health epidemiologist who has established successful surveillance systems will benefit MOH and NPHIL in defining and standing-up COVID-19 sentinel surveillance, while also transitioning routine COVID-19 testing and surveillance reporting protocols into Liberia´s regular Integrated Disease Surveillance and Response platform.
This position will be either six-month fixed term appointment or consultancy.
The Project Director will provide vision, overall technical and programmatic leadership, and managerial oversight for the PEPFAR/CDC-funded technical assistance project: Strengthening of the Kingdom of Eswatini's Voluntary Medical Male Circumcision (VMMC) Program. The Project Director will provide day-to-day oversight and management and serve as the lead staff member for Jhpiego’s program team in country, including ensuring the timely, efficient, and cost-effective implementation of project activities and reporting, as well as the strategic, programmatic, technical, and financial integrity of the project. The CDC project is expected to last through September 2025 and is contingent upon annual funding from CDC. The Project Director will also serve as the senior most organizational representative of Jhpiego in country, with support from Jhpiego’s program and technical teams at headquarters. When needed, the Project Director will also support identification and development of new project opportunities. The position will be based in Mbabane, Eswatini.
