Jhpiego seeks a Monitoring, Evaluation, and Learning Advisor to provide technical leadership, oversight and strategic direction for monitoring, evaluation, and learning (MEL) activities for an upcoming USAID-funded family planning (FP) and reproductive health (RH) project in multiple countries in West Africa. The $40 million project aims to increase access to and uptake of FP, and will operate over a 5-year period.   The Advisor will provide technical leadership to develop project framework, M&E systems and indicators to capture performance results and provide effective, accurate and timely monitoring, evaluation and reporting of all project activities. The MEL Advisor will supervise and manage the MEL team across multiple countries and oversee the collection, management, analysis and use of project data, ensuring that lessons learned are integrated into project implementation to continuously improve quality of interventions and outcomes. The MEL Advisor is responsible for using diverse CLA approaches and documenting and disseminating learning portfolios for complex activities across multiple countries. The MEL Advisor will also be responsible for designing and conducting assessments, operations research and evaluations to address project needs. The MEL Advisor will be skilled at communicating results to technical and non-technical audiences and through varying channels, and will liaise with and support consortium partners, USAID missions, Ministries of Health, and other stakeholders to implement MEL activities.   This position is contingent upon award from USAID. Jhpiego seeks a Deputy Chief of Party (DCOP) and Senior Scale-Up Advisor to provide project and technical guidance for an upcoming USAID-funded family planning (FP) and reproductive health (RH)project covering multiple countries. The $40 million project aims to increase access to and uptake of family planning services.  The project will operate over a 5-year period.    Reporting to the Chief of Party, the DCOP will work closely with technical implementation teams to ensure the project is progressing towards expected results, and have strong project management and advocacy skills. They will be responsible for preparing, planning for, and taking innovations and approaches to scale.The DCOP will work withmonitoring, evaluation, and learning (MEL) staff to ensure project deliverables are monitored and course corrections are identified and implemented as appropriate. The DCOP will have a demonstrated ability to establish and sustain professional relationships with government counterparts and other national, regional, and district-level counterparts.Other responsibilities will include supervising project management or operational staff, overseeing annual work planning, leading the design, implementation and reporting of project activities, and the management of projects as required.  In the absence of the Chief of Party, the DCOP may be required to undertake the responsibilities of that position on a temporary basis.    This position is contingent upon award from USAID. USAID Adolescent Reproductive Health (ARH) is an adolescent co-led initiative to empower girls and boys, 10-19 years and including the most marginalized, to attain their adolescent reproductive health (ARH) rights. The goal of the USAID ARH is to support adolescents to reach their full potential by; ensuring they receive correct and appropriate reproductive health (RH) information and guidance to decision-making skills, creating an environment conductive to making healthy reproductive health decisions and facilitating translation of these decisions into healthy behaviors.USAID ARH operate over a five-year period.   The ARH Quality Assurance (QA) Officer will support and encourage technical leadership in the areas of family planning (FP) and reproductive health (RH) with specific focus on ARH Service and Quality Assurance (QA) for the project in coordination with Health Directorate, Health Offices, Health Section of municipalities and health facilities. The ARH QA officer will be posted within district and operate from the USAID ARH District Office. The position will support number of health facilities of the program municipalities of the district.   The position will operate under the leadership of the Province ARH Services and Quality Assurance Specialist technically and in coordination with District ARH and QA Coordinator (District Lead) and the district-based officers. In collaboration with USAID ARH team and partners, the position will support implementation of ARH technical and service delivery strategies based on evidence, best practices and lessons learned focusing toward local level / municipalities. The Senior Program Coordinator will work under the general guidance of, and in close collaboration with the Program Officer, and representatives from different Jhpiego departments (e.g. Finance, Contracts Management Compliance Division [CMCD], Travel, Procurement, Global External Communications Office [GECO]) to support country teams and global projects to successfully implement projects.  The Senior Program Coordinator is responsible for ensuring that administrative tasks are completed. The exact support needed will vary by country, but will likely include: US-based procurement, processing contracts, setting up payments from US, setting up meetings, taking notes, reviewing/editing reports for completeness, minor translation needs for certain countries.    This position will support countries in our francophone portfolio.   This is a hybrid role based out of our Baltimore, MD office.

Jhpiego is seeking a Help Desk Assistant to support its enterprise management systems.   Jhpiego is developing an enterprise program management system which will be integrated with the Jhpiego Enterprise Management System (JEMS). The systems will be used throughout the organization and developed and managed by the Information Services and Technology Support department. The core team is comprised of members from Kenya, US, and Mozambique Jhpiego offices. From March 16, 2020 when the first case of COVID-19 was recorded in Liberia to date, 7998 cases have been confirmed, including 294 deaths, 412 health worker infections, while 7,696 patients have recovered. Currently, there are 8 active cases under home based care (COVID 19-SitRep-October 28, 2022).  The burden of COVID 19 has reduced in Liberia (like in many parts of Africa), and frontline healthcare workers continue to work tirelessly to scale up COVID-19 vaccination. Most of the deaths in the course of the COVID outbreak in Liberia were reported during the 3rd wave which started in May 2021. The 3rd wave was propagated by the Delta variant of SARS-CoV-2, poor compliance to public preventive measures and inadequate capacity for oxygen supply and therapy, and contributed to severe-critical COVID-19 and high case fatality rate. Many of the patients who were admitted at the national COVID-19 TU required oxygen therapy- at least 10-15 LPM (i.e. at least 6 cylinders daily- 2,200 psi) In response to the unprecedented demand for oxygen to treat COVID patients, as well as critically ill patients in routine care, the government of Liberia, with support from WHO and other partners, conducted an assessment to understand the Country’s oxygen production capacity. The assessment team (led by a TA from WHO) developed a roadmap and a costed plan to improve oxygen production and distribution in Liberia. The results from this assessment have motivated the government to set up 8 oxygen plants. Some of the progress made by the MOH along partners to improve oxygen availability included assessment of oxygen needs at 55 health facilities, establishment of oxygen technical group, identification of oxygen production plans, quantification of oxygen demand, initiation of procurement and shipment of oxygen plans, commissioning of two oxygen plans recently and training of health care workers on oxygen therapy. Thus, Jhpiego through CDC EGHS GFTA funding mechanism is recruiting a biomedical engineer to provide technical support to the government of Liberia through the Emergency Medical Response Unit of the Ministry of Health to improvement the availability and management of medical Oxygen in the country.

The Program Finance Manager is part of the Global Programs Finance Team and works closely with Program Staff, Contracts, Global Human Resources, and Jhpiego’s Country offices to ensure accurate financial, contractual, and administrative reporting to management teams and agencies external to Jhpiego. The Program Finance Manager will primarily provide management and oversight of the financial and contractual aspects of supported countries and assigned project areas. This includes proposal support, start-up, implementation, and control, financial monitoring, close-out, reporting, audit and cross-cutting Global Program Finance (GPF) functions. The Program Finance Manager ensures financial systems and reports are compatible with standard Jhpiego accounting practices and adhere to donor rules and regulations. Additionally, this position provides capacity building, coaching, and mentoring of junior finance staff and local partners by developing learning activities and materials to support capacity building.   This is a hybrid role based out of our Baltimore, MD or Washington DC office.
