The Project Finance and Administration Director will oversee the financial planning, management and reporting activities for an upcoming USAID health services project in Madagascar. The project will operate over an anticipated five-year period.   The Project Finance and Administration (F&A) Director will work closely with the Chief of Party, Senior Management Team, Global Program Staff, and project country office to ensure timely and accurate financial, contractual and administrative management, representation, analyses and reporting to the project management team, partners and agencies external to Jhpiego. The Finance and Administration Director  will be responsible for the oversight of budgeting, monitoring and performance of all funding streams for the project. The  Finance and Administration Director will also ensure financial systems and reports are compatible with standard accounting practices and follow Johns Hopkins University and Jhpiego policies, as well as USAID rules and regulations.  The Finance and Administration Director will provide capacity building, coaching and mentoring of finance staff worldwide, and local partners, by developing learning activities and materials to support capacity building. This position is directly accountable for the financial, contractual and administrative compliance of the award.   Malagasy nationals are strongly encouraged to apply.

The Chief of Party (COP) will provide vision, leadership and direction to ensure the strategic, programmatic, technical, and financial integrity for an upcoming USAID-funded health project in Madagascar.  The project will operate over a 5-year period.   The COP will have the overall responsibility for leadership, management, and reporting of project activities. The COP will be responsible for making key decisions and ensuring that the program produces the results specified in the annual workplans, to the required standard of quality and within the specified constraints of time and cost.  The COP will serve as the project’s main point of contact with USAID on routine and strategic matters, and the key liaison between USAID and other program implementation stakeholders. The COP will also ensure effective organizational representation, management and communication with USAID, the Government of Madagascar, and other key donors and stakeholders.      This position is contingent upon award from USAID. USAID’s Momentum Country and Global Leadership (MCGL) award is a USAID funded global award, that works in tandem with country governments and local nongovernmental organizations to provide targeted technical and capacity development assistance and contribute to the global technical leadership and policy dialogue on improving measurable outcomes for maternal, reproductive, newborn and child health, and voluntary family planning.  MCGL seeks an IT Officer to support the East Jerusalem Hospital Network (EJHN) Project.  EJHN comprises six non-profit, charitable hospitals that have a long history of providing services to patients from East Jerusalem, the West Bank and Gaza.  The position will report to the Finance and Operations Manager.   The IT Officer is responsible for the effective running of the technology infrastructure, providing IT support to users, and making recommendations for the improvement of IT services as required. Jhpiego will also partner with the Government of Botswana (GOB), particularly ministries at the national level and district government offices to prioritize and strengthen their capacity for leadership, coordination of orphans and vulnerable children (OVC) and gender-based violence (GBV) response strategies, and monitoring. The initial period of performance is two years with the possibility of three-one year renewal periods. The Program Assistant will provide programmatic and administrative support to project activities to ensure that they are designed and implemented with high quality and meet project targets. With the Project Director, the Program Assistant will support the development of the annual work plan and budgets to ensure project design is in line with project and donor-designated strategies. The Project Assistant will work with the Project Director to determine operation needs based on plans. In collaboration with the Project Director, they will develop detailed feasible implementation plans monitor progress during implementation, and provide administrative support to the project inclusive of vendor management, contracts, purchasing, travel, document compilation, editing, and proofreading.

The initial period of performance is two years with the possibility of three, one-year renewal periods.   HIV Clinical Advisor will serve as the subject matter expert for the HIV clinical continuum including testing, linkage, treatment, and viral suppression services for OVC; and pre-exposure prophylaxis (PrEP), post-exposure prophylaxis (PEP), contraception, sexually-transmitted infection (STI) screening and treatment, post-GBV care, and other clinical services as part of primary health care. They will advise on how to best reach and retain vulnerable and priority populations based on evidence-based practices and will provide direct technical assistance and training to Components A & B partners responsible for direct service delivery on prevention (i.e. PrEP), HIV testing services (HTS)/HIV diagnosis, linkage to treatment, retention in care, and achieving/maintaining viral suppression for those at risk of HIV and those living with HIV/AIDS. The HIV Clinical Advisor will also provide input on the development of guidelines, standard operating procedures (SOP), and training materials. Reporting to the Senior HIV Technical Advisor, the HIV Clinical Advisor will work closely with technical representatives of USAID, GOB at the national and district levels, NAHPA, Components A&B, and other key stakeholders.

Jhpiego seeks a Senior Monitoring and Evaluation (M&E) Advisor for the newly awarded PEPFAR/USAID-funded Comprehensive Community Prevention and Continuum of Care Program – Component C in Botswana. As the technical assistance provider, Jhpiego will strengthen civil society organizations (CSOs) to be able to deliver quality HIV and social services.  Jhpiego will also partner with the Government of Botswana (GOB), particularly ministries at the national level and district government offices to prioritize and strengthen their capacity for leadership, coordination of orphans and vulnerable children (OVC) and gender-based violence (GBV) response strategies, and monitoring. The initial performance period is two years with three-one-year renewal periods.   The Senior M&E Advisor will lead project monitoring, evaluation, and project-wide learning and will be accountable for carrying out the project Monitoring, Evaluation and Learning (MEL) plan. This includes supporting development of a project-supported DHIS2 instance to warehouse project data, overseeing project level data collection and systematic review and analysis of data. In addition, they will be instrumental in developing capacity-strengthening strategies and mentoring MEL staff of Component A & B implementers and district health management team (DHMT) staff as well as supporting the development of higher-level MEL frameworks for local CSOs.  Priority emphasis will be use of granular data for program monitoring, course correction, and assessment of progress to target. They will oversee the ensure high data quality including regular data quality assessment and verification; Jhpiego has zero tolerance for data fraud and this position will be responsible for overseeing this.   The Senior M and E Advisor will develop and oversee project learning agenda drawing on analysis of project generated routinely collected data.  They will collaborate closely with in-country stakeholders, including government, implementing partners local CSOs, and USAID to share data from program results, assessments, and lessons learned through regular joint review meetings, pause and reflect sessions, and/or after-action reviews from implementation.   S/he will additionally design strategy and activities to improve capacity on triangulating data from multiple data sources to inform policy and decision-making. s/he will contribute to the design of robust, user-friendly, high-quality interfaces for data visualization and data dissemination to enhance district-led and nationally supported evidence-based programming for improved understanding of HIV burden across interventions (95-95-95 cascade). S/he will additionally provide technical assistance to design and implement strategy to build capacity of M&E systems to oversee data quality and data use for decision making (including capacity building of M&E staff).

In collaboration with the Project Director, the Sr. Capacity Strengthening and Partnership Officer will develop the overall capacity strengthening strategy and oversee the design, initiation, implementation, and monitoring of capacity strengthening and sustainability initiatives related to the project. They will support the Jhpiego Organization Capacity Assessment and Action Plan(JOCAA) assessments and resulting capacity-strengthening activities at the national, district, and project levels to increase the capacity of partners to effectively manage, coordinate, implement, and monitor integrated HIV programs. The Sr. Capacity Strengthening and Partnerships Officer will facilitatepartner organizations in designing tailor-madecapacity development action plans that detail their key technical and/or organizational management capacity gaps; capacity strengthening priorities; and corresponding activities. They organize, coordinate, and support training events and workshops; design and supervise mentorship frameworks; link organizational partners with resources, tools, and subject-matter experts that support their capacity-strengthening priorities, provide supportive supervision and coaching support to organizational partners throughout the JOCAA process, and monitor and evaluate partners' progress against themutually agreed criteria within the key JOCAA topics. This Officer will plan and execute events, and support training (i.e., resource mobilization), as well as the development of joint implementation plans and other partnership agreements in coordination with the COP and partners.
