Jhpiego seeks a Chief of Party to provide vision, leadership and direction to ensure the strategic, programmatic, technical, and financial integrity for an upcoming USAID-funded maternal, neonatal and child health (MNCH) project in Mozambique.  The $50+ million project aims to strengthen the efficient and sustainable provision of evidence-based maternal, neonatal, and child health (MNCH) care through the delivery of technical support that increases the capacity of the health management system.  The project will operate over a 5 year-period.   The Chief of Party will have the overall responsibility for leadership and management and reporting of project activities. Chief of Party will be responsible for making key decisions and solving problems in short timeframes while ensuring operational and project quality and integrity. Chief of Party will serve as the project’s main point of contact with USAID on routine and strategic matters. Chief of Party will also ensure effective organizational management and communication with host country governments and key stakeholders at all levels, including international entities.    This position is contingent upon award from USAID. The COVID-19 pandemic exposed huge gaps in the Sierra Leone health system's ability to respond adequately to the situation. The country has been facing several challenges in equipping COVID-19 treatment centers (CTCs) and isolation units with the appropriate equipment, particularly life-saving medicine oxygen. This resulted in the country adopting a reactionary approach to mitigate the short supply of Oxygen during the pandemic instead of putting together a long-term plan to meet Oxygen demand continuously and sustainably. Meanwhile donors and partners such as the Global Fund, FCDO, MSF, WHO, ADB are funding the procurement and installation of PSA plants and other oxygen management equipment including  the procurement and installation of 3 new oxygen plants powered by 50 KVA solar power for 34 Military Hospital, Connaught Hospital and Princess Christian Maternity Hospital (PCMH)/Ola-During Children’s’ Hospital (ODCH); and 50KVA solar power for Kenema and Bo Regional hospitals to support critical care services for COVID-19 and other essential and critical care services.  At the same time, the country has set up a Technical Working Group (TWG) composed of technical partners to support the government in its continuous search for sustainable solutions to close the country’s oxygen gap. In 2021, the MoHS developed an Operational Plan for the expansion of oxygen production capacity in Sierra Leone. Building up from that plan, the MoHS plans to develop a long-term comprehensive strategic plan for the expansion of oxygen production capacity in Sierra Leone for production, logistics management, distribution, regulation, operation, maintenance, and audit at the point of use.    Through C19RM funding from USAID, Jhpiego will recruit a Technical Advisor to provide technical assistance to Medical Oxygen Ecosystem in Sierra Leone       The Technical Advisor will work in close collaboration with MOHS, the Jhpiego team in Sierra Leone, and representatives from different Jhpiego International dased departments to support the successful implementation of the project.

Through this grant, Jhpiego will support Uganda to strengthen surveillance data managing creating a centralized data warehousing, analysis, and visualization at designate national and sub-national levels, develop policies, procedures and relevant MoUs for surveillance systems integration, and implement targeted capacity building to data end-users on how to think about data.   At the end of the project life, CDC and MOH expect centrally available timely data for public health action, improved data access and exchange between systems across the country and a resilient data-intelligent workforce.   Position Purpose:   The Database Administrator will be responsible for managing and maintaining the databases developed by the project in compliance with local law and global best practice.  He/she will ensure the security, availability, and performance of the database to facilitate the smooth operation of data systems developed and managed by the project.   This is a contract position and is renewable annually based on availability of funding and scope of work.

Jhpiego is an international, non-profit health organization affiliated with The Johns Hopkins University. For 40 years and in over 155 countries, Jhpiego has worked to prevent the needless deaths of women and their families. Jhpiego Corporation has been providing technical support to the Ministries of Health in partner countries across the globe for the past 40 years in a variety of technical areas including cervical cancer treatment and prevention, community health, HIV and AIDS, maternal and newborn health, health workforce capacity development (both pre-service and in-service), family planning, malaria, and IPC/WASH. The Global Reach II project is a five-year global HRSA-funded project, which started in October, 2021. It employs an iterative approach based on a country’s needs, informed by clients and beneficiaries, targeting high-priority populations and low-coverage and poor-performing areas to achieve HIV epidemic control. In Sierra Leone, Global Reach II works with government and builds local capacity to identify and implement proven solutions where they exist and develop innovative solutions to overcome persistent barriers that affect HIV services. Global Reach II will develop the capacity of the interdisciplinary health workforce to provide quality, client-centered care, ensuring that individuals will be informed and empowered to access services, receive high-quality care, adhere to treatment and remain in care, ultimately contributing to achievement of HIV epidemic control in Sierra Leone. Job Overview: Jhpiego seeks a Director – Finance and Operations to provide financial and, operational management for the Jhpiego Sierra Leone country program. The Jhpiego country program has multiple projects that work to accelerate reductions in maternal, newborn, and child mortality and morbidity by increasing the capacity of the Government of Sierra Leone institutions and local organizations to introduce, deliver, scale up, and sustain the use of evidence-based, quality maternal, newborn, and child health (MNCH) services, malaria, voluntary family planning (FP), reproductive health (RH) care for adults and the youth, and HIV prevention and treatment.   The Director – Finance and Operations (DFO) will oversee financial, operational and administrative matters within Jhpiego Sierra Leone.  The DFO will supervise financial staff and ensure adherence to Jhpiego and funder policies and procedures.  They will be accountable to perform and ensure management of financial systems, develop budgets for country office operations, generate financial reports, administer subawards, use of information technology, and procurement, including management of vendors, monitor project supply chain and inventory systems and supervise supporting finance staff in remote offices.   The position will play a key role directing program operations, work with local partners to build their capacity, and provide expert sub-grant management.   The Director – Finance and Operations (DFO) will ensure compliance with Jhpiego and Johns Hopkins University operational policies and regulations, as well as compliance with all donor rules and regulations for financial management and reporting.  They will ensure all staff follow United States Government (USG) cost principles, including GAAP accounting rules and grants contract management.  The DFO will serve as the primary finance and operations liaison with the Jhpiego Baltimore office and other partners in the Sierra Leone country program.  As a member of the senior management team the Finance and Operations Director will contribute to the Country Office’s strategic leadership.  Additionally, the Finance and Operations Director will develop, implement and strengthen Jhpiego’s in-country financial and operational processes.

The Care and Treatment Lead will responsible for the technical direction of a CDC-funded HIV project in Mozambique. This large project aims to support the Government of Mozambique’s (GRM) towards achievement of HIV epidemic control by 2030 in provinces where CDC is the primary clinical support partner. It will focus on two priority outcomes to measure this geographically focused support under the COVID-19 context: (1) to reach and sustain a level of at least 95% treatment coverage across all across all age, sex, and risk groups, and (2) to reach and sustain at least 95% viral suppression rates among all people living with HIV receiving antiretroviral therapy. The project will operate over a 5 year period. Responsibilities include providing leadership and technical guidance in the development and implementation of comprehensive and evidence-based prevention, care, support and treatment services within HIV and TB facilities and communities under the leadership of the Principal Investigator/Project Director, as well as annual phasing in of activities. This position will provide guidance in achievement of all project objectives, and in collaboration with the project team and partners, support the design of service delivery, technical assistance and capacity building strategies, based on sound and current scientific evidence.
