Jhpiego seeks a Finance and Administration/Human Resources (HR) Officer for the Jhpiego Botswana office and the newly award USAID-funded Comprehensive Community Prevention and Continuum of Care Program – Component C in Botswana. As the technical assistance provider, Jhpiego will strengthen civil society organizations (CSOs) to be able to deliver quality HIV and social services. Jhpiego will also partner with the Government of Botswana (GOB), particularly ministries at the national level and district government offices to prioritize and strengthen their capacity for leadership, coordination of orphans and vulnerable children (OVC) and gender-based violence (GBV) response strategies, and monitoring. The initial period of performance is two years with the possibility of three, one-year renewal periods.
Summary Scope of Work:
The Senior Technical Advisor will work closely with Rwanda Biomedical Center (RBC) team including department heads, division managers, director of unit, hospital leads and health centers heads to identify training needs, develop appropriate programs, and ensure the continuous improvement of staff skills and competencies. The position holder will provide expertise and leadership in the coordination and implementation of training/ capacity building and mentorship activities. The incumbent will also play a crucial role in setting up processes, developing methodologies for data collection, impact assessment and strengthening capacity-building initiatives carried out by RBC.
Reporting to the Senior Human Resource Manager, the Human Resources (HR) Assistant will provide support to Jhpiego Integrated Service Delivery Activity project (ISDA) and other projects staff and activities for effective delivery of human resource services and functions. The HR assistant will provide human resource support in all HR Operations aspects including but not limited to recruitment, performance management, HR administration, employee relations, filling, ensuring compliance with Rwandan labor laws and implementing initiatives in accordance with Jhpiego global policies and standards.

Jhpiego seeks a Senior Monitoring and Evaluation (M&E) Advisor for the newly awarded PEPFAR/USAID-funded Comprehensive Community Prevention and Continuum of Care Program – Component C in Botswana. Jhpiego will also partner with the Government of Botswana (GOB), particularly ministries at the national level and district government offices to prioritize and strengthen their capacity for leadership, coordination of orphans and vulnerable children (OVC) and gender-based violence (GBV) response strategies, and monitoring. The initial performance period is two years with three-one-year renewal periods.
The Senior M&E Advisor will lead project monitoring, evaluation, and project-wide learning and will be accountable for carrying out the project Monitoring, Evaluation and Learning (MEL) plan. This includes supporting development of a project-supported DHIS2 instance to warehouse project data, overseeing project level data collection and systematic review and analysis of data. In addition, they will be instrumental in developing capacity-strengthening strategies and mentoring MEL staff of Component A & B implementers and district health management team (DHMT) staff as well as supporting the development of higher-level MEL frameworks for local CSOs. Priority emphasis will be use of granular data for program monitoring, course correction, and assessment of progress to target. They will oversee the ensure high data quality including regular data quality assessment and verification; Jhpiego has zero tolerance for data fraud and this position will be responsible for overseeing this. The Senior M and E Advisor will develop and oversee project learning agenda drawing on analysis of project generated routinely collected data. They will collaborate closely with in-country stakeholders, including government, implementing partners local CSOs, and USAID to share data from program results, assessments, and lessons learned through regular joint review meetings, pause and reflect sessions, and/or after-action reviews from implementation.
S/he will additionally design strategy and activities to improve capacity on triangulating data from multiple data sources to inform policy and decision-making. s/he will contribute to the design of robust, user-friendly, high-quality interfaces for data visualization and data dissemination to enhance district-led and nationally supported evidence-based programming for improved understanding of HIV burden across interventions (95-95-95 cascade). S/he will additionally provide technical assistance to design and implement strategy to build capacity of M&E systems to oversee data quality and data use for decision making (including capacity building of M&E staff).
In collaboration with the Project Director, the Sr. Capacity Strengthening and Partnership Officer will develop the overall capacity strengthening strategy and oversee the design, initiation, implementation, and monitoring of capacity strengthening and sustainability initiatives related to the project. They will support the Jhpiego Organization Capacity Assessment and Action Plan(JOCAA) assessments and resulting capacity-strengthening activities at the national, district, and project levels to increase the capacity of partners to effectively manage, coordinate, implement, and monitor integrated HIV programs. The Sr. Capacity Strengthening and Partnerships Officer will facilitatepartner organizations in designing tailor-madecapacity development action plans that detail their key technical and/or organizational management capacity gaps; capacity strengthening priorities; and corresponding activities. They organize, coordinate, and support training events and workshops; design and supervise mentorship frameworks; link organizational partners with resources, tools, and subject-matter experts that support their capacity-strengthening priorities, provide supportive supervision and coaching support to organizational partners throughout the JOCAA process, and monitor and evaluate partners' progress against themutually agreed criteria within the key JOCAA topics. This Officer will plan and execute events, and support training (i.e., resource mobilization), as well as the development of joint implementation plans and other partnership agreements in coordination with the COP and partners.

The Senior HIV Technical Advisor will strengthen the technical capacity to provide high-quality integrated HIV services across the continuum of care in communities. They will achieve this by strengthening the technical skills of CSOs responsible for direct service delivery under Components A & B of the Project and providing technical support to deliver integrated quality orphans and vulnerable children (OVC) and DREAMS services and interventions. Technical assistance in OVC care will encompass the full range of service domains, with experience soliciting OVC participation in defining those needs. The Senior Technical Advisor will also be accountable for strengthening primary health care (PHC) at the community level by standardizing and building the capacity of all 16 district health management teams (DHMT) to train and improve the technical skills of community health care workers (CHCW) and PHC providers in integrated community-based health services.
This person will be responsible for leading the design and implementation of the project’s technical capacity-building strategy, bringing evidence-based, proven interventions into practice. They will serve as the key technical liaison with Government of Botswana (GOB) and Ministry counterparts, CSOs implementing direct service delivery under Components A & B, and service providers to ensure capacity-building activities are co-developed, coordinated, and executed with quality. This person will also supervise and mentor both clinical and non-clinical technical staff contributing technical expertise in PHC, OVC, DREAMs, and Gender/GBV.

The Finance and Operations Manager will oversee the project’s financial, operational, and administrative objectives, ensuring compliance with USAID rules and regulations as well as adherence to Jhpiego policies and procedures. They will be responsible for ensuring the management of financial systems, maintaining strong systems of internal controls, developing budgets, generating financial reports and analyses for continued monitoring. The Finance and Operations Manager will play a key role in directing project operations, including working with local implementing partners (IP) and CSOs to build their capacity and provide guidance on all areas of Finance and Operations, including sub-award management. They will also support the assessment and be accountable for co-developing and executing effective capacity-building strategies for local partners in finance and operations. They will be responsible for supervising the Senior Finance/HR Officer and Driver positions.
