Overview

The Hub Human Resources for Health (HRH) Development & Regulation Advisor provides technical leadership, coordination, and implementation support for activities that strengthen Ethiopia's health workforce development and professional regulatory systems within assigned geographic Hubs. The Advisor serves as Jhpiego's principal technical focal person for HRH Development and Regulation within the Hub and translates national HRH strategies into high-quality implementation across Regional Health Bureaus (RHBs), Zonal Health Departments (ZHDs), Woreda Health Offices (WoHOs), Primary Health Care Units (PHCUs), Primary Hospitals, Higher Education Institutions (HEIs), Professional Associations (PAs), regulatory bodies, and other partner institutions.

The project supports the Government of Ethiopia to strengthen Human Resources for Health (HRH) systems, particularly in underserved and fragile settings where shortages of competent health workers, limited institutional capacity, and weak workforce development and regulatory systems continue to affect access to quality primary health care. Working through decentralized government systems and strong partnerships with national and regional stakeholders, the project advances sustainable, country-led HRH reforms that improve workforce competency, professional performance, institutional capacity, and quality of care across PHCUs, hospitals, and community health services.

The Advisor leads implementation of activities related to producing a competent, practice-ready and continuously learning health workforce contributing to other project strategic objectives through integrated workforce development, leadership strengthening, institutional capacity development, digital innovation, quality improvement, monitoring, learning, and government ownership. Working closely with the Hub HRH Coordinator and other Area Implementation Team (AIT) members, the Advisor ensures technically sound, evidence-based, and integrated implementation of HRH interventions across supported institutions.
