The AFGHS project is funded by the U.S. Department of State (DoS) to support the delivery of lifesaving, comprehensive maternal, newborn and child health (MNCH) and malaria services across Mainland Tanzania and Zanzibar. It aims to improve service and data quality, strengthen health-system integration and resilience, facilitate effective transition, and promote local ownership and accountability for sustained health outcomes.
Jhpiego works closely with the Ministries of Health in Mainland Tanzania and Zanzibar, the Reproductive and Child Health Section (RCHS), the National Malaria Control Programme (NMCP), the Zanzibar Malaria Elimination Programme (ZAMEP), and Regional Administration and Local Government (RALG) structures to align implementation with national priorities and strengthen locally led implementation and oversight.
Position Summary
The ITN Systems Coordinator leads the planning, coordination, implementation, and performance management of end-to-end insecticide-treated net (ITN) programming under the AFGHS malaria component. The role ensures that ITNs are accurately quantified, efficiently delivered, equitably distributed, safely managed, and fully accounted for across implementation regions. The ITN Systems Coordinator is responsible for strengthening ITN systems across planning, supply chain management, warehousing, distribution, performance monitoring, reporting, and reconciliation, while ensuring safety, accountability, supply chain integrity, and alignment with existing government systems and structures.
Working closely with the Senior Program Officer, the ITN Systems Coordinator oversees day-to-day field implementation of ITN activities, provides on-site technical and operational oversight, addresses implementation bottlenecks, and ensures achievement of approved project milestones, targets, and payment-linked deliverables. The role maintains close engagement with government counterparts and serves as a key point of contact with the U.S. Government ITN Procurement and Supply Management (PSM) partner, the National Malaria Control Programme (NMCP), PMO-RALG, and regional and council teams to align national strategies, supply chain requirements, and implementation timelines. S/he will monitor implementation progress, identify and address performance gaps, and support timely documentation, verification, and achievement of project milestones.
A key responsibility of the ITN Systems Coordinator is to advance sustainability and transition by strengthening government leadership, ownership, and institutional capacity to independently plan, coordinate, manage, monitor, and account for ITN distribution and supply chain operations. S/he will work with NMCP, PMO-RALG, and regional and council counterparts to progressively institutionalize ITN quantification, logistics management, distribution planning, inventory control, reporting, and reconciliation within existing government systems and processes. The coordinator will support the progressive transition of operational oversight, supply chain management, performance monitoring, and accountability functions to government structures through capacity strengthening, joint implementation, and the development of sustainable systems and standard operating procedures, ensuring continuity, efficiency, and accountability of ITN programming beyond project support.
