Overview

Jhpiego is an international, non-profit health organization affiliated with The Johns Hopkins University. For more than 50 years and in over 155 countries, Jhpiego has worked to prevent the needless deaths of women and their families. Jhpiego provides technical support to Ministries of Health across the globe in areas including HIV/AIDS, maternal and newborn health, family planning, health workforce development, cervical cancer prevention, malaria, and IPC/WASH. In Eswatini, Jhpiego is implementing the Reaching Impact Saturation and Epidemic Control (RISE) project. RISE is a multi-country project funded by the U.S. Government to save lives and improve health through integrated, evidence-based approaches to address urgent gaps in lifesaving services. RISE works across all levels of the health system to strengthen the HIV/TB epidemic response, to limit the spread of deadly disease outbreaks through Global Health Security (GHS) programming, and to reduce preventable morbidity and mortality through integrated maternal, newborn, and child health (MNCH), nutrition, tuberculosis (TB), and malaria services. Since 2019, RISE has supported programs in more than 25 countries across Africa, Asia, and Latin America. 

 

Responsibilities

The Laboratory Monitoring & Evaluation (M&E) Advisor will provide strategic and technical leadership for the implementation, monitoring, and evaluation of laboratory information systems and performance management frameworks. The role supports evidence-based decision-making through high-quality data collection, analysis, reporting and utilization, ensuring that laboratory services contribute effectively to national health priorities. The Advisor will work closely with the Eswatini Health Laboratory Services (EHLS), implementing partners, laboratory personnel and program teams to strengthen data quality, promote data use for continuous quality improvement, and enhance laboratory information system interoperability.

 

Key Responsibilities:

 

Strategic Monitoring, Evaluation, and Learning

  • Lead the development, implementation, and periodic review of laboratory M&E frameworks, plans, indicators, and reporting tools aligned with organizational, donor, and national strategic priorities.
  • Support the development and evaluation of laboratory strategic plans and annual operational plans.
  • Develop performance monitoring plans and establish mechanisms for tracking key laboratory performance indicators.
  • Promote a culture of data-driven decision-making and continuous learning across laboratory systems.
  • Participate in internal M&E, program, and technical meetings and provide strategic data-related guidance.

 Data Management, Analysis, and Reporting

  • Provide technical oversight for laboratory data collection, validation, management, analysis, interpretation, and dissemination.
  • Develop and maintain laboratory dashboards and visualization tools to monitor key performance indicators (KPIs), identify trends, and support program decision-making.
  • Lead routine and ad hoc laboratory data reviews to assess program performance and identify areas requiring intervention.
  • Analyze audit, proficiency testing (PT), and other laboratory quality assurance data and prepare summary reports.
  • Contribute to the development of quarterly, annual, and donor reports by ensuring timely availability of high-quality laboratory data.
  • Generate actionable insights and recommendations from data analyses to improve laboratory service delivery and outcomes.

Data Quality Assurance

  • Lead the planning and implementation of Routine Data Quality Assessments (RDQAs) across supported laboratories.
  • Monitor adherence to national and organizational data management standards, policies, and guidelines.
  • Identify data quality gaps and develop corrective action plans to improve data accuracy, completeness, timeliness, and consistency.
  • Provide technical support to facilities and laboratory staff to strengthen data quality management systems.

Capacity Strengthening

  • Design and facilitate laboratory data management, analysis, interpretation, and visualization training programs for laboratory personnel and M&E staff.
  • Conduct regular laboratory M&E on the job support visits to strengthen staff competencies in data collection, reporting, analysis and utilization.
  • Build the capacity of laboratory teams to use data for problem-solving, performance monitoring, and quality improvement initiatives.
  • Develop training materials, standard operating procedures, and other capacity-building resources.

Quality Improvement and Performance Monitoring

  • Collaborate with Laboratory Advisors and facility teams to institutionalize quality improvement (QI) methodologies for laboratory process improvement.
  • Support laboratories in using performance data to identify gaps, implement corrective actions, and monitor improvement initiatives.
  • Provide guidance to laboratory mentors and supervisors on performance monitoring and the interpretation of laboratory indicators.
  • Track and report progress against quality improvement and laboratory performance targets.

Stakeholder Engagement and Coordination

  • Collaborate closely with MoH programs (ENAP, TB, Malaria), including laboratory services, and other relevant departments including CMS, HMIS, to strengthen data management and reporting systems.
  • Represent the organization in national technical working groups, including the MoH M&E Technical Working Group (TWG) and Laboratory TWG.
  • Foster effective partnerships and coordination with government agencies, donors, implementing partners, and other stakeholders to support harmonized laboratory monitoring systems.

Digital Health and Information Systems Strengthening

  • Provide technical oversight for laboratory information systems and electronic reporting platforms.
  • Support laboratory system integration and interoperability initiatives in collaboration with HMIS, Data.Fi, and other digital health stakeholders.
  • Ensure laboratory reporting systems align with national health information system requirements and standards.
  • Support the optimization and utilization of electronic dashboards and data systems to improve reporting efficiency and data accessibility.

 

Required Qualifications

  • Bachelor’s degree in social sciences, Public Health, Information Sciences or Statistics with 6 to 7 years of progressively responsible experience in M&E, health information systems, laboratory programs, or public health data management. An advanced degree in public health, demography, statistics, social sciences or related field is preferable.
  • Demonstrated experience in designing M&E frameworks, performance monitoring plans, and data quality assurance systems.
  • Experience working with laboratory quality management systems, proficiency testing programs, and laboratory audits is highly desirable.
  • Strong data analysis and visualization skills using tools such as Excel, Power BI, DHIS2, Tableau, or similar platforms.
  • Experience supporting donor-funded health programs and reporting requirements.
  • Knowledge of national health information systems and laboratory reporting structures.
  • Excellent verbal, written, and presentation skills in English
  • Familiarity with USG reporting preferred
  • Ability and willingness to travel nationally 30% of time
