Senior IPC MNCH Technical Advisor

 Reporting to the Chief of Party, the Senior IPC/MNCH Technical Advisor will provide strategic leadership and technical oversight for Infection Prevention and Control (IPC), Ebola Virus Disease (EVD) preparedness and response, continuity of Maternal, Newborn, and Child Health (MNCH) services, and health systems strengthening under the MCGL BEVD Project.

The incumbent will serve as Jhpiego's senior technical focal point supporting the Ministry of Health, Rwanda Biomedical Centre (RBC), Public Health Emergency Operations Center (PHEOC), district authorities, referral hospitals, district hospitals and health centers platforms in strengthening readiness for Ebola and other emerging infectious disease threats. The position will lead the design, implementation, quality assurance, monitoring, and continuous improvement of preparedness strategies that ensure safe delivery of essential maternal, newborn, child health services during disease outbreaks and public health emergencies.

The Senior IPC/MNCH Technical Advisor will work at national and sub-national levels to strengthen health facility resilience, infection prevention capacity, health workforce competencies, emergency preparedness systems, surveillance linkages, emergency obstetric and newborn care readiness, and continuity of lifesaving MNCH services during Ebola preparedness and response efforts.

1. Technical Leadership for Ebola Preparedness and IPC

• Serve as lead technical advisor on Ebola preparedness, IPC, and health facility readiness.
• Provide strategic guidance to MOH, RBC, PHEOC, district authorities, and health facilities on Ebola preparedness and response planning.
• Lead development and implementation of evidence-based IPC strategies aligned with WHO, Africa CDC, MOH, and RBC guidelines.
• Guide risk-based preparedness planning for Bundibugyo Ebola Virus Disease and other viral hemorrhagic fevers.
• Support establishment and strengthening of treatment pathways, triage systems, isolation infrastructure, and referral mechanisms.
• Lead preparedness assessments and readiness reviews across supported districts and health facilities.
• Support development and testing of emergency response plans through drills, simulations, and after-action reviews.
• Provide leadership in healthcare worker safety programs, PPE preparedness, occupational health measures, and infection risk reduction. 

2. Leadership for Maternal, Newborn and Child Health During Public Health Emergencies

• Lead the integration of IPC and Ebola preparedness measures into maternal, newborn, child health services.
• Ensure continuity of essential MNCH services during outbreak preparedness and response.
• Strengthen infection prevention measures in:
• Maternity wards
• Labor and delivery units
• Neonatal intensive care units
• Newborn care corners
• Pediatric wards
• Antenatal and postnatal care services
• Support implementation of safe childbirth practices during infectious disease outbreaks.
• Strengthen preparedness for management of pregnant women, newborns, and children presenting with suspected Ebola infection.
• Develop and disseminate guidance for maternal and newborn care in emergency and outbreak settings.
• Support emergency obstetric and newborn care (EmONC) services to maintain quality and safety during outbreaks.
• Ensure mothers and children remain protected from disruptions in access to life-saving services.
• Collaborate with MNCH health programs to build resilient service delivery systems.

3. Health Systems Strengthening and Capacity Development

• Build national and district capacity for sustainable IPC and outbreak preparedness systems.
• Lead development of national and district-level technical guidance, SOPs, tools, and quality assurance frameworks.
• Design and implement competency-based training programs for healthcare workers.
• Strengthen mentorship systems for facility leaders, IPC focal persons, maternity managers, pediatric teams, and district supervisors.
• Support institutionalization of IPC quality improvement initiatives across the health system.
• Develop learning agendas and facilitate knowledge management to improve preparedness approaches. 

4. Technical Oversight and Quality Improvement

• Lead implementation of quality improvement initiatives focused on IPC and outbreak readiness.
• Oversee routine assessments using:
• WHO IPCAF
• IPC/WASH FIT
• HERO CAPE
• Safe Childbirth Checklists
• Emergency Preparedness Assessment Tools
• Analyze readiness gaps and develop corrective action plans.
• Ensure effective monitoring of preparedness indicators and IPC performance standards.
• Promote data use for decision-making and adaptive management.

5. Government and Stakeholder Engagement

• Serve as principal technical liaison between MCGL and:
• Ministry of Health
• Rwanda Biomedical Centre (RBC)
• Public Health Emergency Operations Center (PHEOC)
• International and local implementing partners
• Participate in national technical working groups related to IPC, health security, maternal and child health, emergency preparedness, and outbreak response.
• Support alignment of project interventions with Rwanda's health security and epidemic preparedness priorities.
• Represent Jhpiego and MCGL in high-level technical forums and partner coordination meetings.

6. Monitoring, Evaluation, Learning and Research

• Provide technical leadership in program monitoring, evaluation, learning, and knowledge management.
• Lead analysis of preparedness, IPC, and MNCH service continuity indicators.
• Document and disseminate best practices, innovations, success stories, lessons learned, and implementation research findings.
• Contribute to technical publications, conference abstracts, case studies, and donor reports.
• Support operational research related to health security, IPC, and MNCH resilience during outbreaks.

Education

• Master's degree required in one of the following: Public Health, Epidemiology, Health Systems Management, Maternal and Child Health, Global Health
• Medical doctor preferable

Professional Experience

• Minimum 10 years of progressively responsible experience in public health programs.
• At least 7 years of technical leadership experience in:
• Infection Prevention and Control
• Outbreak preparedness and response
• Health systems strengthening
• Maternal, Newborn and Child Health
• Demonstrated experience supporting Ebola, Marburg, COVID-19, or other health emergency preparedness and response programs.
• Proven experience working with Ministries of Health, donors, and international organizations.
• Experience managing technical teams and overseeing complex multi-level health programs.
• Demonstrated expertise in quality improvement and health workforce development.
