Overview

Jhpiego, an international non-profit health organization affiliated with Johns Hopkins University, is seeking an experienced and strategic Director of Finance & Operations to provide leadership and oversight of all financial, administrative, operational, procurement, logistics, and compliance functions for the Government-to-Government (G2G) Health Systems Strengthening Project (TBD) in Liberia.

The Director of Finance & Operations will be responsible for ensuring sound financial management, effective internal controls, compliance with donor requirements, Government of Liberia regulations, and Jhpiego policies and procedures. Working closely with the Ministry of Health Transition Management Unit (TMU), project leadership, and implementing partners, the Director will lead financial planning, budgeting, procurement oversight, grants and contract management, administration, risk management, and operational systems that support effective project implementation.

As a member of the project's senior management team, the Director of Finance & Operations will contribute to strategic planning, organizational development, operational excellence, and stewardship of project resources while promoting accountability, transparency, and value for money.

This position is contingent upon donor award and is for Liberian nationals only.

 

Responsibilities

Financial Management and Budget Oversight

  • Provide strategic leadership and oversight of all project financial management systems, processes, and controls.
  • Develop, implement, and maintain robust financial management systems that ensure compliance with donor regulations, Jhpiego policies, and Government of Liberia requirements.
  • Lead the preparation, monitoring, analysis, and revision of project budgets, forecasts, pipelines, and financial projections.
  • Monitor expenditures against approved milestones
  • Monitor expenditures against approved budgets and proactively identify and address variances and financial risks.
  • Ensure timely and accurate preparation of financial reports for donors, Jhpiego headquarters, and project leadership.
  • Review and approve financial transactions, reconciliations, and supporting documentation to ensure completeness and accuracy.
  • Provide financial guidance to project teams and Ministry of Health counterparts on budgeting, financial planning, and resource utilization.
  • Operations, Administration, and Procurement
  • Oversee project operations, administration, logistics, procurement, and facilities management functions.
  • Ensure procurement activities are conducted in accordance with donor requirements, Jhpiego policies, and applicable national regulations.
  • Oversee contract development, administration, and monitoring, including review of agreements, leases, memoranda of understanding, and vendor contracts.
  • Establish and maintain efficient administrative and operational systems that support project implementation.
  • Ensure proper management of project assets, inventories, equipment, and property.
  • Oversee fleet management, transportation systems, fuel utilization controls, and logistics support services.
  • Compliance, Risk Management, and Internal Controls
  • Develop and maintain strong internal control systems to safeguard project resources and ensure accountability.
  • Ensure compliance with donor regulations, Government of Liberia policies, Jhpiego procedures, and applicable legal requirements.
  • Identify, assess, and monitor operational, financial, compliance, and programmatic risks and implement mitigation measures.
  • Coordinate internal and external audits and ensure timely resolution of audit findings and recommendations.
  • Regularly review financial and operational processes to identify opportunities for strengthening controls and improving efficiency.
  • Lead the development and implementation of corrective action plans related to audit findings, compliance reviews, and risk assessments.
  • Serve as a key advisor to the Country Program Manager on financial, operational, and compliance matters.

Grants and Partnership Management

  • Lead financial oversight and monitoring of sub-awards, subcontracts, and implementing partners.
  • Support partner capacity-strengthening efforts in financial management, compliance, reporting, and internal controls.
  • Review partner financial reports and ensure compliance with applicable award requirements.
  • Ensure timely financial monitoring and documentation of partner activities.

Leadership and Capacity Strengthening

  • Supervise finance, administration, procurement, logistics, and operations personnel.
  • Foster a culture of integrity, accountability, transparency, and continuous improvement.
  • Develop and implement staff capacity-building plans, including mentoring, coaching, and performance management.
  • Support recruitment, onboarding, and professional development of finance and operations staff.
  • Facilitate cross-functional collaboration between finance, operations, compliance, technical, and program teams.

Strategic Management

  • Serve as a member of the project's senior management team and contribute to strategic planning, decision-making, and organizational development.
  • Lead financial component of annual work planning, resource allocation, and project performance management processes.
  • Contribute to organizational learning, knowledge sharing, and continuous improvement initiatives.
  • Perform other duties as assigned by the Country Program Manager or designee.

Required Qualifications

  • Master’s degree in finance, Accounting, Business Administration, Public Administration, Management, or a related field.
  • Professional accounting certification (CPA, ACCA, CIMA, or equivalent) strongly preferred.
  • Minimum of ten (10) years of progressively responsible experience in finance, operations, administration, grants management, or project management, preferably within donor-funded international development programs.
  • At least five (5) years of senior-level management experience overseeing finance and operations functions.
  • Demonstrated experience managing finances and operations for U.S. Government-funded programs or other major international donor-funded projects.
  • Strong knowledge of donor regulations, financial management requirements, and compliance frameworks.
  • Demonstrated expertise in budgeting, financial analysis, forecasting, procurement, administration, logistics, and internal controls.
  • Experience managing fixed-amount, performance-based awards/contracts
  • Experience overseeing audits, compliance reviews, risk management systems, and corrective action planning.
  • Proven experience supervising multidisciplinary teams and building organizational capacity.
  • Strong strategic planning, leadership, and decision-making skills.
  • Excellent analytical, organizational, and problem-solving skills.
  • Outstanding written, verbal, and interpersonal communication skills in English.
  • Demonstrated ability to build and maintain productive relationships with government counterparts, development partners, and project stakeholders.
  • High level of integrity, professionalism, discretion, and accountability.
  • Proficiency in Microsoft Office applications, particularly Excel, Word, PowerPoint, and Outlook.
  • Ability to work effectively in a fast-paced, multicultural environment and manage multiple priorities simultaneously.
  • Willingness and ability to travel nationally to project-supported sites.
