Position Overview

MOMENTUM Country and Global Leadership (MCGL), funded by the U.S. Government, is a global mechanism that saves lives and improves access to quality, integrated health services by distributing life-saving commodities, medicines, and vaccines, and providing critical health care services for pregnant mothers and children under five. The project provides safe childbirth for mothers and babies, vaccinates children, treats deadly illnesses and malnutrition, and controls disease outbreaks.  

The Senior Monitoring, Evaluation and Learning (MEL) Officer will play a key role in ensuring that project data are systematically collected, validated, analyzed, interpreted, and used to track progress, inform adaptive management, strengthen program implementation, and demonstrate results. S/he will work closely with project team, Provincial Ministry of Health/Social Development, Health Directorates, health facilities, and other stakeholders to strengthen MEL systems, data quality and use, documentation, and dissemination of program results.

Monitoring, Evaluation and Data Use

• Under the guidance of the MEL Lead, support implementation of monitoring and evaluation plans, ensuring alignment with approved workplan, donor, and government priorities.
• Oversee timely collection, compilation, validation, analysis, interpretation, and reporting of routine and non-routine indicators.
• Monitor provincial and facility-level performance against targets and milestones; identify data and performance gaps and facilitate timely follow-up with relevant teams.
• Support the QI team in ensuring adherence to QI processes, standards, and activities by hospital teams
• Support provincial and health facility teams to strengthen data quality, completeness, timeliness, consistency, and use of data for decision-making.
• Conduct and/or support data quality assessments, routine data verification, data cleaning, triangulation, and follow-up of agreed data-quality improvement actions.
• Collaborate with technical and provincial teams to analyze trends, identify emerging issues, generate evidence, and develop recommendations for program adaptation and management decisions.
• Promote a strong culture of data use by facilitating data review, interpretation, visualization, and evidence-based decision-making at provincial and facility levels.
• Build the capacity of provincial project team and facility staff in indicator interpretation, data management, reporting, and data-use practices.
• Review provincial performance and MEL outputs, identify recurring implementation or reporting issues, and coordinate timely corrective actions with relevant technical and management teams.
• Use and support appropriate digital and information systems, including Excel, Power BI, Kobo/ODK, web-based MPDSR systems, and HMIS/DHIS2, as relevant to project monitoring and reporting.

Learning and Knowledge Management

• Facilitate and/or support implementation of adaptive management and learning (AML) strategies, including data-for-action meetings, after-action reviews, learning meetings, and other structured learning processes in collaboration with technical and provincial teams
• Identify, document, validate, and disseminate promising success stories, lessons learned, implementation experiences, and program adaptations from MCGL-supported provinces and sites.
• Support development of knowledge products, including learning briefs, success stories, presentations, dashboards, data visualizations, and other products for internal and external audiences.
• Work with technical leads and provincial teams to translate monitoring and evaluation findings into clear messages, stories, and actionable learning for program teams and stakeholders.
• Support dissemination of evidence and learning through coordination meetings, technical forums, presentations, review meetings, reports, and other appropriate channels.

Coordination and collaboration

• Coordinate closely with MCGL technical leads, provincial teams, and relevant government counterparts to ensure timely implementation of MEL and learning activities.
• Engage with Provincial Health Directorates, health offices, health facilities, and other stakeholders to strengthen routine monitoring, reporting, data use, and learning systems.
• Represent Jhpiego/MCGL in relevant MEL, health information, review, learning, and coordination platforms, as delegated.
• Maintain effective communication with the central MEL and technical team and provide timely updates on progress, challenges, data issues, learning, and required follow-up.

• Master’s degree in public health, health informatics, statistics, epidemiology, or a related field.
• At least 3–5 years of progressive experience in monitoring, evaluation, learning, data management, or related roles within health programs, preferably in MNH
• Strong understanding of MEL frameworks, health information systems, indicator development, routine health data, data quality assessment, data analysis, and data use.
• Demonstrated experience in learning, knowledge management, documentation of program results, and development of evidence-based knowledge products.
• Experience working closely with government structures and understanding of provincial and health facility-level health systems and reporting processes.
• Strong analytical, writing, communication, facilitation, and presentation skills, with the ability to synthesize complex information for diverse audiences.
• Confident use of digital tools, including Excel, Power BI, Kobo/ODK, HMIS/DHIS2, and other digital platforms.
• Highly organized, detail-oriented, able to manage multiple timelines, and capable of working independently while collaborating effectively with multidisciplinary teams.
• Willing and able to be based in, and travel at least 50% to, project/program areas.
