Senior Compliance Specialist

Jhpiego, an international non-profit health organization affiliated with Johns Hopkins University, is seeking a detail-oriented and experienced Compliance Specialist to support compliance, risk management, accountability, and governance efforts for the Government-to-Government (G2G) Health Systems Strengthening Project in Liberia.

The Compliance Specialist will ensure that project activities comply with donor requirements, Government of Liberia regulations, Jhpiego policies and procedures, and applicable legal and ethical standards. Working closely with the Ministry of Health Technical Management Unit (TMU), project teams, and implementing partners, the Specialist will monitor compliance across programmatic, financial, procurement, and operational activities; identify risks; recommend corrective actions; and strengthen internal control systems.

The Specialist will support compliance reviews, audits, policy implementation, reporting, and capacity-building efforts that promote transparency, accountability, regulatory compliance, and sound governance. This position reports to the Country Program Manager.

This position is contingent upon donor award and is for Liberian nationals only.

• Acquire and maintain in-depth knowledge of key project implementation and operational documents, including the project award, annual work plans, Quality Assurance and Surveillance Plan (QASP), project charter, policies and procedures, and quarterly and annual reports.
• Develop, implement, and maintain compliance monitoring plans, performance standards, checklists, and risk mitigation measures to ensure project activities and deliverables comply with donor and Jhpiego requirements.
• Orient and support project staff in the use of compliance tools and ensure adherence to donor regulations, project award requirements, and organizational policies.
• Proactively identify compliance, operational, financial, and programmatic risks and recommend strategies to mitigate and manage those risks.
• Conduct routine field visits and spot checks to assess implementation quality and adherence to established policies, procedures, and contractual requirements.
• Monitor implementation fidelity of project activities, including technical assistance quality, responsiveness, timeliness, financial compliance, and operational effectiveness.
• Evaluate internal control systems and processes to ensure compliance with approved plans, policies, procedures, and donor requirements.
• Identify and report deviations from implementation plans, donor regulations, organizational policies, and national laws and regulations.
• Conduct independent compliance reviews, audits, and investigations of project activities, processes, reports, and outputs, and recommend corrective and preventive actions.
• Develop and monitor corrective action plans to address compliance findings and strengthen future adherence to project requirements.
• Coordinate external financial, programmatic, and compliance audits and support project teams in addressing audit findings and recommendations.
• Conduct periodic reviews of procurement, finance, grants, and operational documentation to ensure compliance with applicable regulations and policies.
• Lead efforts to address compliance issues, donor inquiries, audit findings, and review observations from internal and external stakeholders.
• Collaborate closely with finance, operations, technical, and program teams to promote a culture of accountability and compliance.
• Facilitate periodic compliance meetings and provide updates on identified risks, challenges, and corrective actions.
• Support the development and delivery of compliance-related training, mentoring, and capacity-building initiatives for staff and partners.
• Maintain accurate compliance documentation, monitoring records, and audit trails.
• Perform other duties as assigned by the Country Program Manager or designee.

• Bachelor’s degree in accounting, Business Administration, Finance, Management, Law, Public Administration, or a related field. Master's degree preferred.

• Minimum of six(6) to seven(7) years of progressively responsible experience in compliance, audit, internal controls, risk management, grants management, or related functions, preferably on US Government-funded projects.
• Demonstrated expertise in compliance monitoring, programmatic oversight, financial controls, and risk management systems.
• Prior experience with contracts, grants, and grants-under-contract management is required.
• Strong analytical and problem-solving skills, with the ability to assess risks, identify compliance gaps, and recommend practical solutions.
• Experience conducting compliance reviews, audits, investigations, and corrective action planning.
• Knowledge of donor regulations and requirements, particularly those applicable to US Government-funded programs.
• Familiarity with procurement, financial management, and operational compliance requirements.
• Excellent organizational, planning, and presentation skills.
• Strong written, verbal, and interpersonal communication skills in English.
• Proven ability to establish and maintain effective professional relationships with diverse stakeholders, including government counterparts, project teams, and implementing partners.
• High level of integrity, professional judgment, discretion, and attention to detail.
• Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook.
• Ability to work independently and manage multiple priorities in a fast-paced environment.
• Willingness and ability to travel nationally to project-supported sites.
