Research Officer

Jhpiego, an international non-profit health organization affiliated with Johns Hopkins University, is seeking an experienced Research Officer to support the Government-to-Government (G2G) Health Systems Strengthening Project in Liberia. The project supports implementation of key activities under the Government-to-Government Memorandum of Understanding between the Government of Liberia and the United States Government, including strategic assistance for health systems strengthening, surveys, assessments and performance monitoring, Technical Management Unit (TMU) implementation support, and development of an integrated specimen transport system.

The Research Officer will provide technical and operational support for the planning, implementation, analysis, documentation, dissemination, and utilization of surveys, assessments, evaluations, learning activities, and performance monitoring efforts under the project. Working closely with the Ministry of Health, Technical Management Unit (TMU), County Health Teams, and other stakeholders, the Officer will strengthen the generation and use of evidence for decision-making, improve program performance, support adaptive management, and contribute to health systems strengthening efforts across Liberia.

This position is contingent upon donor award and is for Liberian nationals only.

Surveys, Assessments, and Evidence Generation

• Contribute to the design, planning, implementation, and coordination of surveys, assessments, evaluations, and learning activities aligned with project objectives and Ministry of Health priorities.
• Coordinate in the development of assessment methodologies, data collection tools, implementation plans, and survey protocols as required.
• Manage and support field data collection activities while ensuring adherence to established quality assurance standards and procedures.
• Manage baseline, midline, endline, and special assessments conducted under the project.
• Participate in health systems assessments, operational reviews, performance assessments, and other evidence-generation activities.
• Ensure assessment activities are conducted in accordance with approved methodologies, ethical standards, and donor requirements.

Data Analysis, Reporting, and Performance Monitoring

• Monitor and support data collection, verification, quality assurance, management, analysis, and interpretation of survey, assessment, and monitoring data.
• Analyse and synthesize quantitative and qualitative information from multiple sources to generate actionable recommendations for program improvement.
• Support routine performance monitoring and tracking of project indicators, milestones, and deliverables.
• Guide the monitoring and evaluation staff to strengthen reporting systems and promote data quality.
• Develop technical reports, assessment summaries, briefing materials, dashboards, presentations, and other information products for project leadership and stakeholders.
• Contribute to quarterly, semi-annual, annual, and ad hoc reporting requirements.

Learning, Documentation, and Knowledge Management

• Document lessons learned, promising practices, innovations, challenges, and recommendations arising from project implementation.
• Support development of learning products that facilitate knowledge sharing and continuous improvement.
• Assist with dissemination of assessment findings and performance results to government counterparts and stakeholders.
• Support project learning events, data review meetings, reflection sessions, and dissemination workshops.
• Collaborate with technical teams to strengthen knowledge management and evidence-use systems.

Technical Assistance and Capacity Strengthening

• Provide technical assistance and mentorship to Ministry of Health, TMU, and County Health Team staff on data collection, analysis, interpretation, and use of findings.
• Support strengthening of government capacity in surveys, assessments, performance monitoring, and evidence-based decision-making.
• Facilitate training sessions, workshops, and learning activities related to data use and performance improvement.
• Promote institutionalization of evidence-based planning, monitoring, and decision-making processes within government systems.
• Support government ownership and sustainability of monitoring, assessment, and learning functions.

Coordination and Stakeholder Engagement

• Collaborate with the Ministry of Health, TMU, County Health Teams, implementing partners, and other stakeholders to coordinate assessment and learning activities.
• Participate in technical working groups, stakeholder meetings, assessment reviews, and learning forums.
• Build and maintain productive working relationships with government counterparts and partner organizations.
• Support coordination of project-supported surveys, assessments, and performance monitoring activities across implementation levels.

Quality Assurance and Compliance

• Ensure data quality, integrity, confidentiality, and compliance with project, donor, and national requirements.
• Maintain organized records of assessment activities, datasets, reports, and supporting documentation.
• Support implementation of quality assurance processes for surveys, assessments, and monitoring activities.
• Perform other duties as assigned by the Country Program Manager or designee.

• Bachelor’s degree in public health, Epidemiology, Statistics, Biostatistics, Monitoring and Evaluation, Health Systems, Social Sciences, Health Informatics, or a related field.
• Minimum of five (5) years of progressively responsible experience in surveys, assessments, monitoring and evaluation, health systems strengthening, performance monitoring, data analysis, or related public health programs.
• Demonstrated experience supporting surveys, assessments, evaluations, data collection, and analysis activities.
• Experience working with government institutions, preferably the Ministry of Health, County Health Teams, or other public sector institutions.
• Strong understanding of health systems strengthening, public health programs, and performance monitoring approaches.
• Demonstrated experience in quantitative and qualitative data analysis, interpretation, and synthesis.
• Experience developing technical reports, assessment reports, presentations, briefs, and other information products.
• Strong knowledge of monitoring, evaluation, learning, and performance measurement methodologies.
• Experience supporting capacity strengthening, technical assistance, mentorship, and institutional development initiatives.
• Strong analytical, organizational, project management, and problem-solving skills.
• Excellent communication, facilitation, presentation, and report-writing skills.
• Ability to translate data and assessment findings into practical recommendations for decision-makers.
• Ability to work independently and collaboratively within multidisciplinary teams.
• Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook.
• Familiarity with statistical software, data visualization platforms, and electronic data collection systems is an advantage.
• Willingness and ability to travel throughout Liberia, including to project-supported counties and health facilities as required.
