Health System Technical Advisor

Jhpiego, an international non-profit health organization affiliated with Johns Hopkins University, is seeking an experienced Health Systems Technical Advisor to provide strategic and technical leadership for the Government-to-Government (G2G) Health Systems Strengthening Project in Liberia. The project supports implementation of key activities under the Government-to-Government Memorandum of Understanding between the Government of Liberia and the United States Government, including strengthening the national Laboratory Specimen Transportation Network, supporting surveys and evaluations, and providing operational support to the Ministry of Health Technical Management Unit (TMU).

The Health Systems Technical Advisor will lead efforts to strengthen health systems, improve service delivery, enhance accountability and quality, and support the integration of project-supported interventions within national health structures. Working closely with the Ministry of Health, County Health Teams, District Health Management Teams, implementing partners, and other stakeholders, the Advisor will provide technical oversight, program leadership, and strategic guidance to ensure sustainable and effective health system interventions. This position reports to the Country Program Manager.

This position is contingent upon donor award and is for Liberian nationals only.

Health Systems Strengthening Leadership

• Provide technical leadership and support to government counterparts and implementing partners to strengthen the national Laboratory Specimen Transportation Network and related laboratory systems.
• Ensure project-supported interventions are aligned with Ministry of Health policies, national health priorities, and donor requirements.
• Provide technical oversight and operational support to the Technical Management Unit (TMU) and contribute to effective coordination of G2G activities.
• Support the planning, implementation, monitoring, analysis, and dissemination of surveys, assessments, evaluations, and operational research activities.
• Facilitate coordination among stakeholders to strengthen integration of project-supported activities within government systems and structures.
• Provide technical guidance to improve governance, accountability, quality assurance, and sustainability of supported health systems.
• Represent Jhpiego in relevant technical working groups, coordination meetings, and stakeholder engagement forums.

Project Oversight and Management

• Provide overall technical and managerial leadership for implementation of project activities.
• Ensure timely planning, coordination, monitoring, reporting, and achievement of project deliverables and results.
• Oversee project reporting requirements and ensure compliance with donor and organizational standards.
• Monitor progress against project work plans, targets, milestones, and performance indicators.
• Promote adaptive management through the use of data, assessments, lessons learned, and evidence-based decision-making.

Team Leadership and Capacity Strengthening

• Provide direct supervision, mentorship, performance management, and technical oversight to project staff.
• Foster a collaborative and high-performing team environment that promotes accountability and quality.
• Support staff development and capacity strengthening through coaching, mentoring, and technical guidance.
• Coordinate multidisciplinary teams to ensure effective implementation and achievement of project objectives.

Stakeholder Coordination and Partnership Management

• Build and maintain strong working relationships with the Ministry of Health, County Health Teams, District Health Management Teams, implementing partners, donors, and other stakeholders.
• Support government leadership and ownership of project activities to strengthen sustainability and local capacity.
• Facilitate stakeholder engagement, communication, and coordination to maximize project impact and alignment with national priorities.
• Contribute to strategic planning and partnership initiatives that strengthen health systems and service delivery.

Quality Assurance and Compliance

• Ensure project activities are implemented in accordance with donor requirements, Jhpiego policies, and Government of Liberia regulations.
• Promote quality improvement, accountability, and continuous learning across project activities.
• Ensure proper documentation, reporting, and compliance with project management standards.
• Perform other duties as assigned by the Country Program Manager or designee.

• Medical Doctor (MD) or master’s degree in public health, Health Systems, Health Policy, Nursing, International Development, or a related field.
• Minimum of seven (7) to eight (8) years of progressively responsible experience in health systems strengthening, public health programming, health service delivery, or related fields.
• Demonstrated experience supporting health systems strengthening initiatives in low-resource settings.
• Experience working with government health systems, Ministries of Health, and institutional stakeholders.
• Experience providing technical assistance, capacity strengthening, and mentorship to multidisciplinary teams.
• Strong understanding of health systems, governance structures, service delivery models, and public health programs.
• Experience supporting laboratory systems strengthening, specimen referral networks, and diagnostic systems.
• Experience conducting or overseeing health sector assessments, surveys, evaluations, and operational research.
• Experience with quality improvement initiatives, supportive supervision systems, and health workforce development.
• Experience supporting health supply chain management systems.
• Experience working with donor-funded programs and government-led implementation mechanisms.
• Experience supporting sustainability, transition, localization, or institutional capacity-strengthening initiatives.
• Demonstrated experience managing multidisciplinary technical teams and coordinating with senior government officials, donors, and development partners.
• Strong analytical, problem-solving, organizational, and project management skills.
• Excellent facilitation, mentoring, coaching, presentation, and stakeholder engagement skills.
• Proficiency in Microsoft Office applications and project reporting tools.
• Excellent written and verbal communication skills in English.
• Willingness and ability to travel frequently throughout Liberia, including to project-supported counties and districts.
