Overview

In Angola, RISE supports the Government of the Republic of Angola (GRA) to strengthen its response to priority public health challenges, with a focus on HIV, malaria, and emergency preparedness/Global Health Security. For HIV, RISE supports the GRA in its efforts to end HIV/AIDS as a public health threat by 2030 through high-quality, life-saving community-based HIV service delivery, health system strengthening, and transition towards sustainable integrated programming. The project also provides strategic and technical assistance to strengthen malaria programming and systems and national and subnational capacities for preparedness and response to public health emergencies and infectious disease threats. Across these areas, RISE emphasizes strengthened government leadership, effective use of data, resilient health systems, and sustainable transition to country ownership.

The Technical Director provides strategic and technical leadership for the implementation of life-saving interventions under the RISE project in Angola. S/he will provide technical and programmatic oversight and direction across HIV, malaria, and emergency preparedness/Global Health Security, with a focus on community health programs, health systems strengthening, integrated disease response, and transition towards sustainable government-led programming. S/he is responsible for ensuring that the program follows evidence-based approaches and is aligned with national priorities and donor expectations.

This position reports to the RISE Project Director/Country Program Manager and plays a critical role in guiding the project’s overall technical direction, fostering strong stakeholder relationships, liaising with the Ministry of Health (MoH) and other relevant health departments and agencies, and ensuring integration and synergy across technical areas and with national counterparts.

The Technical Director will also work closely with the Project Director to support overall project management, including liaising with donors, MOH and other stakeholders in the Project Director’s absence; tracking project progress against workplan activities; and ensuring implementation aligns with the approved scope, timeline and budget. The Technical Director will play a critical role as a member of the RISE Project Senior Management Team and contribute to strategic and programmatic decision-making.

Responsibilities

Strategic Leadership & Project Management

  • Provide high-level technical and programmatic leadership and support the Project Director/Country Program Manager in setting the strategic direction for the project across HIV, malaria, emergency preparedness/Global Health Security, and cross-cutting health systems strengthening.
  • Ensure project alignment with MOH and U.S. Department of State priorities, incorporating stakeholder feedback into program design and implementation and ensuring project activities are consistent with USG guidance.
  • Support project planning, implementation, and reporting, ensuring timelines, objectives, and deliverables are met.
  • Support development of annual work plans, budgets, and routine implementation plans across the project’s technical areas.
  • Ensure delivery of required reports and deliverables that meet donor requirements and project objectives.
  • Collaborate closely with finance and project staff to track project budgets and ensure delivery within approved budget, scope, and timelines.
  • Support the Project Director/Country Program Manager in tracking project performance against targets and workplan activities and use adaptive management approaches to adjust project activities as required to meet targets and deliverables.
  • In collaboration with the Senior MEL Advisor, provide technical leadership to the project team in the areas of data use for decision-making and the use of epidemiological and programmatic data to prioritize interventions and activities across HIV, malaria, and public health emergency preparedness and response.
  • Promote integration and coordination across disease-specific and health systems activities to maximize efficiency, sustainability, and government ownership.

Technical Expertise & Quality Assurance

  • Lead the design and delivery of high-quality interventions covering HIV, malaria, emergency preparedness/Global Health Security, infectious disease response, and health systems strengthening, with an emphasis on sustainability and transition to government leadership.
  • Provide overall technical oversight across the project’s portfolio, working closely with technical leads and subject-matter experts to ensure strong technical quality within each program area.
  • Ensure project activities are evidence-based, data-driven, and aligned with relevant international and national standards, policies, strategies, and guidelines.
  • Promote linkages between emergency preparedness/GHS activities and broader health system strengthening, including surveillance, laboratory systems, data systems, supply chain, workforce capacity, and coordination mechanisms, as applicable to the project scope.
  • Oversee and mentor technical and project staff to identify and integrate innovative approaches to strengthen disease prevention, preparedness, detection, and response.
  • Provide technical and programmatic oversight and strategic direction and ensure appropriate technical support for implementation of program activities.
  • Provide overall leadership for data-based decision-making, using adaptive management approaches for prioritization of resources and targeted implementation.

Stakeholder & Partnership Engagement

  • Ensure project activities are coordinated with national, provincial, municipal, and community-level health initiatives, contributing to an integrated and government-led response.
  • Work closely with MOH, including relevant HIV, malaria, epidemiological surveillance/emergency preparedness programs and structures, as well as CSOs, NGOs, FBOs, and other stakeholders to improve coordination, communication, and collaboration.
  • Alongside the Project Director/Country Program Manager, develop and oversee the project’s implementation plans at national, provincial, municipal, and community levels, supporting implementation tracking and ensuring activities are aligned with the workplan and budget.
  • Track project performance indicators, document lessons learned, and adapt strategies as necessary to improve impact and sustainability.
  • Alongside the Project Director/Country Program Manager and senior project team, prepare and submit high-quality reports to the donor detailing project achievements, challenges, and recommended actions.
  • Provide technical oversight and direct support to sub-partners implementing under the project and ensure their activities are evidence-based, data-driven, and aligned with applicable international, national, donor, ethical, and technical standards, including requirements applicable to HIV, malaria, and GHS programming.
  • Represent the program in relevant technical working groups and national, subnational, and community forums related to HIV, malaria, emergency preparedness/Global Health Security, and health systems strengthening, as appropriate.
  • Build and maintain effective working relationships with senior government counterparts and technical partners to strengthen coordination, government leadership, and sustainability.

Team Management & Capacity Building

  • Train and supervise project technical staff, ensuring team members across the project’s technical portfolio have the skills, guidance, and support needed to perform effectively.
  • Provide oversight for required technical mentoring and capacity-building opportunities for technical staff and provincial-based teams and foster a collaborative and supportive working environment.
  • Promote collaboration and integration among technical leads responsible for HIV, malaria, emergency preparedness/GHS, MEL, supply chain, and other cross-cutting areas.
  • Provide leadership and mentorship on data-driven decision-making, including regular data reviews that drive prioritization and implementation.
  • Promote adherence to ethical standards and protocols, ensuring staff safety and community well-being throughout project activities.

Required Qualifications

Required Qualifications

  • Clinical background required (MD or nursing); MPH or other advanced degree in a health-related field preferred.
  • A minimum of 10+ years of relevant experience, including at least 5 years of experience in senior technical leadership positions and managing or providing technical leadership to large-scale USG-funded projects (PEPFAR, DoS, CDC, or similar).
  • Strong leadership, communication, and interpersonal skills; demonstrated ability to work collaboratively with government agencies, donors, technical partners, and community groups.
  • Proven experience in the technical leadership of HIV, malaria, Global Health Security/emergency preparedness, and/or other infectious disease programs, including strategic planning, technical oversight, quality assurance, and performance management. Direct technical expertise in all three areas is not required, but demonstrated ability to provide strategic oversight across multidisciplinary technical portfolios is essential.
  • Experience working with national or subnational disease programs, surveillance and/or emergency preparedness structures, and health system strengthening initiatives strongly preferred.
  • Strong experience in programmatic and operational management, including annual planning, target monitoring, budget oversight, and preparation of technical reports for donors.
  • Proven ability to use programmatic and epidemiological data for strategic decision-making, geographic prioritization, and adaptive management.
  • Experience in monitoring, evaluation, and learning (MEL) applied to continuous quality improvement and programmatic impact.
  • Experience with digital health tools and platforms for data analysis and use is an asset.
  • Strong strategic and technical leadership skills, including supervision of multidisciplinary teams and institutional capacity development.
  • Experience providing technical guidance to teams and implementing partners, ensuring compliance with technical, ethical, and operational standards.
  • Ability to manage multiple technical priorities in complex environments, demonstrating a high level of autonomy, accountability, and results-oriented focus.
  • Strong analytical skills with the ability to interpret and communicate complex data effectively.
  • Excellent organizational and project management skills, with attention to detail.
  • Ability to work in a multicultural environment and build collaborative relationships with diverse stakeholders.
  • Excellent verbal, written, interpersonal, and presentation skills in English and Portuguese.
  • Experience working with senior MOH officials, NGOs, FBOs, CBOs, and other national and international health stakeholders.
  • Demonstrated in-depth understanding of the Angolan health system, including public health policies, institutional structures, national disease programs, and processes for transitioning programs toward government-led ownership.
  • Strong skills in Office 365.
  • Familiarity with USG regulations, compliance requirements, reporting procedures, and systems.
  • Demonstrated ability to work under pressure, with minimal supervision, and manage multiple priorities.
  • Ability and willingness to travel approximately 30% of working time, domestically and internationally as required.
