IPC Technical Consultant for Rwanda Ministry of Health (MOH) to Review IPC Guideline, SOPs, Training Manuel/Materials, Job Aid and Electronic reporting tool

1.Introction

The Infection Prevention and Control (IPC) is a very important component of quality of services and health facilities’ accreditation program has emphasized this through setting IPC health facility standards. However, healthcare associated infection remains a challenge impinging of quality of services. Therefore, there is a need to enforce IPC measures at all levels of healthcare facilities for improved health outcomes.

In 2018, Ministry of Health conducted a rapid assessment of customer care and IPC in health facilities and one of the recommendations from the assessment was to harmonize the rollout of IPC guidelines to ensure uniformity of implementation at all health facilities and safe, effective high-quality health service delivery.

The Rwanda Ministry of Health has approved a National Infection Prevention and Control Policy, and a National IPC Strategic Plan. Additional to that the MOH has developed IPC guidelines SOPs, Training manual /materials and Job Aid for easy implementation of the approved Policy and its Strategic Plan. These documents are important resources to strengthen IPC and improve the quality and safety of health service delivery through the establishment of evidence-based and decentralized adapted integrated IPC program.

As part of this work, Jhpiego has been working with governments and implementing partners throughout to strengthen IPC Program and practices in health facilities and Community and to support the development of sustainable national IPC programs. The Rwanda Ministry of Health has agreed with Jhpiego to provide technical assistance for the review of the draft of national IPC Guideline, SOPs, Training materials and Job AID for IPC.  

2.Objectives

• Conduct situational Analysis to align existing draft of IPC Guideline, SOPs, Training materiel and Job Aid with current situation
• To deep review, proofread and improve the draft of National IPC Guidelines, (clinical IPC and IPC during VHF).
• To deep review the existing SOPs, Training materiels and Job Aids
• Review and improve IPC in-preservice training curricula
• Review and / or develop IPC facilitators training manual
• disseminate the developed and approved documents
• To establish a monitoring and auditing tools for IPC framework evaluation; including IPC indicators
• Develop a Health Care Associated Infection Surveillance Strategy (HAI)

3.Scope of Work

The Individual Consultant will be expected to work under the overall supervision of the Head of Department Clinical and Public Health Services through Unit of Health Quality Services responsible for oversight of quality improvement including IPC program. He/She will work closely with the Environmental Health Team at the Ministry of Health and other relevant stakeholders.

 4.Expected deliverables

The Individual Consultant will submit the following:

 Inception report describing the approach, methodology, and workplan for the assigned task

1. Conduct a situational Analysis of current IPC Situation
2. Conduct a desk review with Different Stakeholders about current IPC practices.
3. Review and update the draft National IPC Guideline, SOPs, Training materiel and Job Aid at all levels to align with National IPC Policy and WHO Guidelines and submit the first draft to MOH for review and inputs
4. Conduct consultative meetings and validation workshops sessions with key shareholders
5. Develop HCAI indicators and Electronical Reporting tool to be integrated in HMIS
6. Proof ready and Fineturne the IPC Documents: Guideline, SOPs, Training materiel and Job Aids
7. Incorporate inputs and share second draft of IPC guideline, SOPs, training manual and Electronical Reporting tools.
8. Present final drafts of the national IPC guideline, SOPs, training manual, Job Aids and Electronical Reporting tools to the Ministry of Health/department of clinical services.
9. Conduct a validation workshop with MOH-IPC/WASH technical working group   
10. Transfer skills to the EHOs, IPC focal points, MOH and RBC staff IPC technical staff on the new guideline and SOPs during a five-day workshop.

5. Duration, time allocation and reporting 

Technical assistance will be provided for a maximum period of 40 days, starting from the date of contract signing. Under the supervision of the Ministry of Health (MOH), the Individual Consultant will work closely with the Environmental Health Team, Jhpiego, and other key IPC stakeholders to implement and accomplish the tasks and deliverables described above.

6.Requirements

The ideal candidate is expected to meet and/or possess the following qualifications and requirements.

7.Education and training

• Advanced degree (master’s level) in medicine or pharmacy (or other Health related fields) with specialization in microbiology, infectious diseases, infection prevention and control, epidemiology A Master’s degree and experience in public health, with formal post graduate training in infection prevention and control will be considered equivalent.

8.Experience and skills

• • Minimum 10 years’ experience in developing, implementing, and evaluating IPC policies, procedures, tools, and training;
  • Demonstrated ability to write edit or proofread reports, policy documents, clinical guidelines, and training materials targeting international audiences;
  • Experience working in a clinical setting
  • Excellent writing and communication skills in English;
  • Demonstrated experience in training health providers using adult learning methods;
  • Ability to work independently; and
  • Strong organizational and interpersonal skills.

9. Submission documents

The application document should contain the following:

1. A detailed CV outlining relevant experience, including at least 3 references with their contacts and addresses.
2. Motivation letter
3. A technical proposal containing detailed methodology, an understanding of ToRs, a clear timeframe detailing how the deliverables will be achieved,
4. Evidence of the Individual Consultant's experience in a similar assignment: Three Copies of evidence for satisfactory completion of similar assignments.
5. Samples of previous IPC materials developed for similar health-related projects
6. Financial offer that details the unit and total costs associated with the delivery of the requested services.
