About the Program

Jhpiego provides strategic technical assistance to the Government of India's National TB Elimination Program (NTEP) to accelerate TB elimination through health systems strengthening, implementation research, digital innovations, and evidence-based interventions. Working closely with the Central TB Division (CTD), State TB Cells, the National Health Mission (NHM), and development partners, Jhpiego supports the delivery of high-quality, people-centered TB services across the continuum of care.

The program implements several national and multi-state initiatives, including the Integrated TB–Tobacco Screening and Referral Program, an innovative initiative that integrates tuberculosis screening with tobacco control and cessation services across community and institutional platforms. The program strengthens collaboration between the National TB Elimination Program (NTEP), National Tobacco Control Program (NTCP), National Program for Prevention and Control of Non-Communicable Diseases (NP-NCD), National Oral Health Program (NOHP), and the National Health Mission (NHM) to establish an integrated screening, referral, and follow-up system. Through digital health solutions, blended learning approaches, capacity building, supportive supervision, and strengthened referral pathways, the program aims to improve early TB detection among tobacco users and other high-risk populations while generating scalable evidence to strengthen integrated service delivery within the public health system.

About the Position

The Senior/ Program Coordinator will lead the district-level planning, coordination, implementation, and monitoring of the Integrated TB–Tobacco Screening and Referral Program in intervention districts in Gujarat. The position will work closely with the District TB Centre (DTC), District Health Society (DHS), National Tobacco Control Program (NTCP), National Program for Prevention and Control of Non-Communicable Diseases (NP-NCD), National Oral Health Program (NOHP), Ayushman Arogya Mandirs (AAMs), and other district stakeholders to ensure effective implementation of integrated TB and tobacco interventions.

The incumbent will provide technical and operational support for capacity building, supportive supervision, implementation of digital platforms, monitoring of project performance, stakeholder engagement, documentation, and reporting. The position requires regular field travel to health facilities and community implementation sites to strengthen program quality, ensure timely achievement of project targets, and support the generation of implementation evidence for scale-up.

Program Planning and Implementation

• Lead district-level implementation of the Integrated TB–Tobacco Screening and Referral Program in accordance with approved work plans, project timelines, and donor requirements.
• Develop district implementation plans, monthly activity calendars, and micro plans in coordination with district health authorities.
• Coordinate implementation of project activities across Ayushman Arogya Mandirs (AAMs), District Hospitals, Community Health Centres (CHCs), Primary Health Centres (PHCs), Tobacco Cessation Centres (TCCs), Public Dental Clinics, NCD Clinics, and other designated service delivery points.
• Ensure timely execution of project activities and achievement of district-level targets and deliverables.

Government and Stakeholder Coordination

• Coordinate closely with the District TB Officer (DTO), Civil Surgeon, District Program Management Unit (DPMU), NTCP Nodal Officer, NP-NCD Nodal Officer, NOHP teams, NHM officials, and other government stakeholders.
• Facilitate convergence between TB, Tobacco Control, NCD, Oral Health, and Primary Health Care program.
• Organize and facilitate district coordination meetings, review meetings, technical consultations, and joint supervisory visits.
• Develop and maintain effective working relationships with government departments, development partners, professional associations, and community organizations.

Capacity Building and Supportive Supervision

• Plan and coordinate district-level orientations, trainings, refresher trainings, mentoring sessions, and supportive supervision visits.
• Support rollout and monitoring of Learning Management System (LMS)-based capacity-building activities.
• Mentor healthcare providers on integrated TB and tobacco screening, referral pathways, documentation, and digital reporting systems.
• Ensure availability and appropriate utilization of training materials, SOPs, job aids, and IEC resources.

Implementation of Digital Platforms

• Coordinate district implementation of the TB Mukt Bharat Application and other approved digital platforms.
• Monitor beneficiary registration, tobacco screening, TB screening, referral generation, referral completion, treatment linkage, and follow-up through digital systems.
• Resolve operational issues and improve utilization of digital platforms.
• Monitor dashboard performance and support corrective actions based on program data.

Monitoring, Reporting, and Quality Improvement

• Conduct routine field monitoring visits to health facilities and community implementation sites.
• Review district performance against project indicators and identify implementation gaps.
• Ensure timely collection, validation, compilation, and submission of program reports.
• Support routine data quality assessments and verification of program data.
• Monitor key indicators related to tobacco screening, TB screening, referrals, diagnosis, treatment initiation, and treatment outcomes.
• Prepare monthly, quarterly, and annual progress reports, presentations, and implementation updates.

Operational Coordination

• Coordinate logistics for trainings, review meetings, workshops, supervisory visits, and other project activities.
• Coordinate with finance, procurement, administration, monitoring and evaluation, and communications teams for smooth implementation of project activities.
• Track implementation progress and ensure timely completion of planned activities.

• Master’s in Social Work/ MA/ M.Com/ PG Diploma/ MSc/ Statistics or related fields.
• 0–2 years of relevant experience in public health program implementation, coordination, monitoring, data management and analytics.
• Experience working with NTEP or another large-scale government health program at state, district, or regional level is strongly preferred.
• Demonstrated experience in stakeholder coordination, field implementation, supportive supervision, referral tracking, and preparation of program reports.
• Experience working with Government of India, National TB Elimination Program (NTEP), international NGOs, donor-funded projects, or multilateral agencies will be highly desirable.

Skills and Competencies

• Fluency in the relevant local language, Hindi and English.
• Willingness to travel extensively within assigned districts, approximately 70–80% of the time.
