With deep technical expertise and strong on-the-ground execution, Jhpiego helps design, test, and scale practical solutions and innovations that fit real-world systems across 11 thematic domains (Maternal and Newborn Health, Reproductive Health, Nutrition, Immunization, Comprehensive Primary Health Care, Human Resources for Health, TB and Infectious Diseases, Global Health Security, Women's Cancers, Non-Communicable Diseases, Digital Health).

CPHC will be responsible for leading key functions to support the implementation of Comprehensive Primary Health Care initiatives in Uttar Pradesh

 

The role involves program management, monitoring and evaluation, stakeholder engagement, and strategic planning. The State Program Officer will work closely with government counterparts, donors, and other development partners to ensure the effective delivery of health services under Ayushman Bharat and other state health initiatives.

Responsibilities

Program Management:

  • Oversee the planning, implementation, and operationalization of Health and Wellness Centers (HWCs).
  • Manage project timelines, budgets, and deliverables to ensure alignment with program goals.
  • Facilitate capacity-building initiatives for healthcare providers and program teams.

Program Planning and Implementation:

  • Develop and implement detailed work plans in coordination with state health authorities.
  • Contribute to the development of state-level policies, strategies, and operational plans for CPHC.
  • Support the integration of digital health initiatives, such as telemedicine (eSanjeevani), into primary healthcare delivery.
  • Ensure the delivery of comprehensive health packages, including RMNCH+A, NCDs, and other essential health services.

Program Monitoring and Reporting:

  • Establish and operationalize monitoring and evaluation frameworks to track program performance.
  • Conduct regular field visits to assess program implementation and identify areas for improvement.
  • Use data to guide evidence-based decision-making and adaptive programming.
  • Develop and submit high-quality programmatic reports, presentations, and briefs for internal and external stakeholders.
  • Ensure accurate and timely documentation of program progress, challenges, and best practices.
  • Maintain comprehensive records of program activities and achievements for audits and evaluations.

Relationship Management:

  • Build and sustain relationships with government counterparts and implementing partners.
  • Coordinate with stakeholders to align program activities with state health priorities.

Represent the program in meetings, workshops, and conferences at the state and national levels

Required Qualifications

  • MBBS/BDS/BAMS/BHMS M.Sc Nursing or equivalent preferred with MPH or Post-graduation in Health Management.
  • Up to 5 years’ experience with government public health programs, especially CPHC

Preferred Qualifications

  • Strong technical knowledge of NQAS, CPHC guidelines, IPHS, and national quality initiatives (LaQshya, MusQan, Kayakalp).
  • Sound understanding of Ayushman Bharat, NHM structure, government systems, and key stakeholders.
  • Proven ability to coordinate with multiple stakeholders and manage diverse program objectives.
  • Strong data analysis, reporting, and documentation skills, with proficiency in MS Excel and PowerPoint and ability to meet tight timelines.
