Consultant to Update Integrated Vector Management (IVM) Training Modules and Materials

Rwanda Ministry of Health (MoH) and  Rwanda Biomedical Centre (RBC), through Malaria and Other Parasitic Diseases Division (MOPDD), recognize that sustaining malaria control gains and advancing toward malaria elimination require strengthened implementation of Integrated Vector Management (IVM).

 IVM is a comprehensive, evidence-based approach that combines vector control interventions, environmental management, community engagement, and multisectoral collaboration to reduce malaria transmission effectively.

Existing training resources require updating and enhancement to align with current technical guidance, Rwanda Malaria Strategic Plan (NSP) 2027–2030, and adult learning principles, while ensuring the training content remains accessible and relevant to community audiences.

To support the implementation of community-based IVM interventions, there is a need for standardized, user-friendly training materials adapted to the local context and that can effectively strengthen the capacity of Community Health Workers (CHWs), community leaders, local authorities, and other stakeholders involved in malaria prevention and vector control.

Through RISE Malaria Project, Jhpiego, in partnership with  Rwanda Biomedical Centre (RBC), seeks to engage a qualified consultant to review and update a comprehensive IVM training packages comprising the following components:

1. Review and update the existing national IVM training manuals (facilitators and users) and communication materials
2. An audio-visual training package in Kinyarwanda designed to facilitate community learning and engagement; and
3. An illustrated IVM training booklet featuring illustrations, figures, and simplified technical content presented through user-friendly formats, including tables and visual aids, to support community training and supportive supervision.

These materials will contribute to the delivery of standardized, high-quality community education on Integrated Vector Management in malaria hotspot areas, thereby strengthening community participation and supporting Rwanda's efforts toward malaria elimination

1. Objective of the Assignment

The general objective of the assignment is to develop quality, standardized and easy to use IVM training materials to improve community knowledge and support effective implementation of malaria vector control interventions.                                                                                                                                                                                       

• Based on Rwanda Malaria Strategic Plan 2027–2030. Review existing national IVM guidelines, training manuals and communication materials.
• Develop a comprehensive IVM training curriculum and facilitators guide
• Write scripts for the audio-visual training module in Kinyarwanda
• Design and develop an illustrated IVM training booklet.
• Revise and finalize all materials for printing and dissemination

2.Expected deliverables

• Inception report: Detail work plan, Methodology, Timeline and outline of proposed training materials (5days)
• Draft IVM Training Module: Develop and submit the revised draft IVM Guidelines, including the IVM training manual, the facilitator's guide, and the participant training module (10 days).
• Audio- visual training Package in Kinyarwanda: Final script, Training videos produced (10 days)
• Illustrated IVM training Booklet: Key definitions of IVM, Malaria transmission and Mosquito life cycle, Mosquito breeding habits, Larval source management techniques, Environmental management practices, Protection measures, Role of community in vector control, Practical illustration, Photographs, diagrams, table and infographics (10 days)
• Final Implementation report: Final report with importing all feedback (10 days).

3. Duration and Location

This assignment is expected to be completed within 45 working days from the date of contract signature. The consultant will be based in Kigali, Rwanda and work closely with RBC and Jhpiego -RISE Malaria, with possible remote work for consultations and document drafting.

4. Management and Reporting

The consultant will be contracted by Jhpiego Rwanda and will report directly to the Jhpiego RISE Malaria Director, with oversight and technical input from the Rwanda Biomedical Centre (RBC)-Malaria and Other Parasitic Diseases Division.

• Master’s degree or higher degree in Public Health, Medicine, Medical Entomology, Epidemiology, Environmental Health, Communication, Health Education, or a related discipline
• At least 10 years of demonstrated experience in malaria prevention, vector control or Integrated Vector Control Management
• Strong understanding of Rwanda’s malaria control policies, community health systems and vector control strategies.
• Demonstrated experience producing audio- visual education materials, including script writing and coordination of multimedia production.
• Proven experience developing training curricula, adult learning materials and Job aids.
• Demonstrated experience supporting Ministries of Health or other government institutions, international organizations, or development partners is an added advantage
