Overview

Jhpiego is an international, non-profit health organization affiliated with The Johns Hopkins University. For more than 50 years and in over 155 countries, Jhpiego has worked to prevent the needless deaths of women and their families. Jhpiego provides technical support to Ministries of Health across the globe in areas including HIV/AIDS, maternal and newborn health, family planning, health workforce development, cervical cancer prevention, malaria, and IPC/WASH. In Eswatini, Jhpiego is implementing the Reaching Impact Saturation and Epidemic Control (RISE) project. RISE is a multi-country project funded by the U.S. Government to save lives and improve health through integrated, evidence-based approaches to address urgent gaps in lifesaving services. RISE works across all levels of the health system to strengthen the HIV/TB epidemic response, to limit the spread of deadly disease outbreaks through Global Health Security (GHS) programming, and to reduce preventable morbidity and mortality through integrated maternal, newborn, and child health (MNCH), nutrition, tuberculosis (TB), and malaria services. Since 2019, RISE has supported programs in more than 25 countries across Africa, Asia, and Latin America.  

 

Responsibilities

The Grants Officer will provide support to the RISE Eswatini project in strengthening the financial management systems of sub-awardees funded by Jhpiego. Working under the direction of the Grants Manager, the Grants Officer will work closely with all sub-grantees across active awards and projects, ensuring compliance with donor regulations, timely financial reporting, and the ongoing capacity development of sub-awardee staff.

Key Responsibilities:

Sub-Awardee Assessment & Eligibility

  • Conduct pre-award assessments of prospective sub-awardees to determine their eligibility to receive U.S. Government (USG) funding, including review of organizational, financial, and compliance systems..
  • Assess prospective partners' technical and operational capacity to implement the proposed scope of work and achieve agreed milestones.
  • Review and verify required compliance certifications, representations, and disclosures prior to award execution, ensuring adherence to USG regulations and organizational policies.
  • Monitor the implementation of corrective actions identified during pre-award assessments where applicable.

Sub-Award Management & Compliance

  • Coordinate the preparation, review, execution, amendment, and close-out of Fixed Amount Awards (FAAs), Technical Service Contracts (TSCs), and other sub-agreements.
  • Ensure all award packages are complete and include the required pre-award documentation, approvals, risk assessments, and compliance certifications prior to execution.
  • Monitor achievement of contractual milestones and deliverables to support milestone verification and payment processing.
  • Follow up and reconcile invoices from sub-grantees during sub-award implementation, ensuring prompt settlement in line with agreed terms and internal approval protocols.
  • For sub-grantees with cost-reimbursable contracts, ensure that periodic financial reports, bank reconciliations, and supporting documentation are received on time and accurately reflect sub-grantee operations.
  • Ensure that all sub-grantee activities are in line with contractual obligations and agreements with respective grant funders.
  • Maintain adequate and well-organised filing systems for each sub-grantee's operations, ensuring records are audit-ready for third-party reviews at all times.
  • Support internal and external audits by providing complete award documentation and responding to audit queries.
  • Ensure compliance with applicable USG regulations including 2 CFR 200, and organizational procurement and grants management policies, as applicable
  • Verify compliance with mandatory certifications including SAM registration, Unique Entity Identifier (UEI), terrorism financing certifications, debarment and suspension checks, and other donor-specific requirements.

Monitoring & Reporting

  • Conduct periodic field visits to sub-grantee offices for financial monitoring, supportive supervision, and compliance verification.
  • Provide regular updates to the Grants Manager on compliance issues, risks, and findings identified during field visits.
  • Maintain tracking tools for award implementation, milestone achievement, payment status, and contract performance.

Other

  • Support other Jhpiego financial management functions as assigned by the supervisor.
  • Support the development and continuous improvement of grants and contracts management tools, templates, standard operating procedures (SOPs), and checklists.

 

Required Qualifications

  • Bachelor's degree in Business Administration, Finance, Accounting, or a related field.
  • Minimum of 3 to 5 years of experience in grants management for donor-funded organisations. Experience with USG-funded grants management systems is highly preferred.
  • Good knowledge of donor regulations, including USG requirements and other international donor compliance frameworks.
  • Understanding of ledger entries, bookkeeping principles, and bank reconciliation processes.
  • Knowledge of Generally Accepted Accounting Principles (GAAP) and internal controls.
  • Computer skills including proficiency in spreadsheets and/or accounting software packages.
  • Strong attention to detail with the ability to follow, apply, interpret, and explain instructions and guidelines.
  • Excellent interpersonal skills with the ability to effectively engage with staff at all levels and with external partners.
  • Good oral and written communication skills, with the ability to clearly communicate findings and analysis.
  • Ability to handle sensitive issues with discretion and maintain a high level of confidentiality at all times.
  • High level of integrity and a strong sense of professional ethics.
  • Cooperative, hardworking, flexible, and dependable.
  • Proficiency in written and spoken English; knowledge of siSwati is an advantage.
