Overview

Jhpiego is an international, non-profit health organization affiliated with The Johns Hopkins University. For more than 50 years and in over 155 countries, Jhpiego has worked to prevent the needless deaths of women and their families. Jhpiego provides technical support to Ministries of Health across the globe in areas including HIV/AIDS, maternal and newborn health, family planning, health workforce development, cervical cancer prevention, malaria, and IPC/WASH. In Eswatini, Jhpiego is implementing the Reaching Impact Saturation and Epidemic Control (RISE) project. RISE is a multi-country project funded by the U.S. Government to save lives and improve health through integrated, evidence-based approaches to address urgent gaps in lifesaving services. RISE works across all levels of the health system to strengthen the HIV/TB epidemic response, to limit the spread of deadly disease outbreaks through Global Health Security (GHS) programming, and to reduce preventable morbidity and mortality through integrated maternal, newborn, and child health (MNCH), nutrition, tuberculosis (TB), and malaria services. Since 2019, RISE has supported programs in more than 25 countries across Africa, Asia, and Latin America.  

 

Responsibilities

The Procurement and Logistics Manager is responsible for providing procurement and logistics support to Jhpiego Eswatini. This includes developing, establishing and implementing procurement operational systems in line with Jhpiego procurement policies and ensuring that these systems are regularly reviewed and updated to ensure optimal functioning of the procurement function.

Key Responsibilities:

Procurement Management

  • Develop, establish, and/or implement standard procurement operational procedures in accordance with Jhpiego's Procurement Manual, ensuring all procurements are conducted in a fair and competitive manner while securing good quality goods and services at the most competitive prices.
  • Ensure timely procurement based on purchase requests received, with regular updates provided to Project Directors and other office staff.
  • Negotiate and maintain contracts with suppliers in conjunction with the contracts and finance teams.
  • Conduct annual reviews of common goods and services and lead the prequalification and preferred vendor processes; conduct regular reviews of preferred vendors and adjust as necessary. Establish preferred vendors for Jhpiego based on a competitive tendering process, in conjunction with the selection committee, Baltimore office, and Finance department as required.
  • Review the basis for vendor selection, Local Purchase Orders (LPOs), and procurement records on a regular basis. Ensure all procurement records are well documented and correctly filed.
  • Coordinate with programme managers for procurement projections. Solicit regular input from Jhpiego staff to improve the quality of goods and services and the timeliness of procurement.
  • Coordinate with Baltimore staff on procurement approvals, shipments, customs clearance, and deliveries to the office.
  • Prepare VAT exemption forms for items shipped internationally and locally.
  • Mentor and train Procurement Officers in Jhpiego procurement policies and procedures.

Logistics and Supply Chain Management

  • Strategically plan and manage procurement, inventory, distribution, and transportation processes; track quality, quantity, stock levels, delivery times, transport costs, and efficiency.
  • Arrange and manage the warehouse, catalogue goods, process receipts and shipments, and plan transport routes to ensure timely and cost-effective delivery of project supplies.
  • Meet cost, productivity, accuracy, and timeliness targets in line with the project work plan and budget.

Asset Management

  • Responsible for tagging, cataloguing, and maintaining an inventory of all Jhpiego-owned and managed assets countrywide, in accordance with Jhpiego's global asset management policy.

Required Qualifications

  • University degree in Supply Chain Management, Procurement, Business Administration, or a related field. A postgraduate diploma in Supply Chain Management or a related discipline is required.
  • An MBA or equivalent postgraduate qualification will be an added advantage.
  • Minimum of 5 years of relevant working experience, of which at least 3 years should be in a similar or senior procurement and logistics position.
  • Must be a registered member of a recognised procurement or supply chain management professional body.
  • Demonstrated knowledge of donor procurement regulations, including source and origin requirements and prior approval processes.
  • Experience working with international NGOs or donor funded programmes is an advantage.
  • Strong negotiation, analytical, and vendor management skills.
  • Excellent organisational skills with the ability to manage multiple priorities and meet deadlines.
  • High level of integrity and commitment to transparency and accountability in procurement processes.
  • Proficiency in Microsoft Office products including Word, Excel, and PowerPoint.
  • Fluency in English and siSwati or other local languages is an advantage given the operating environment in Eswatini.
