Overview

  • Jhpiego is an international, non-profit health organization affiliated with The Johns Hopkins University. For more than 50 years and in over 155 countries, Jhpiego has worked to prevent the needless deaths of women and their families. Jhpiego provides technical support to Ministries of Health across the globe in areas including HIV/AIDS, maternal and newborn health, family planning, health workforce development, cervical cancer prevention, malaria, and IPC/WASH. In Eswatini, Jhpiego is implementing the Reaching Impact Saturation and Epidemic Control (RISE) project. RISE is a multi-country project funded by the U.S. Government to save lives and improve health through integrated, evidence-based approaches to address urgent gaps in lifesaving services. RISE works across all levels of the health system to strengthen the HIV/TB epidemic response, to limit the spread of deadly disease outbreaks through Global Health Security (GHS) programming, and to reduce preventable morbidity and mortality through integrated maternal, newborn, and child health (MNCH), nutrition, tuberculosis (TB), and malaria services. Since 2019, RISE has supported programs in more than 25 countries across Africa, Asia, and Latin America.  

 

Responsibilities

The MIS Advisor will provide technical oversight of ETL and data warehousing functions under the RISE Eswatini project. Reporting to the Senior Advisor, the MIS Advisor will be responsible for all technical data movement from source systems to analytical environment, including ETL pipelines, database administration, and API integrations. Ensures reliable, timely, and secure data availability for analytics and BI for evidence-based program implementation and HIV epidemic control efforts.

 

Key Responsibilities:

  • ETL (Extract, Transform, Load)
    • Design, build, schedule, and monitor ETL pipelines from multiple sources (National Data Store, mobile data apps, cloud APIs, operational databases).
    • Perform data transformation and cleansing to prepare raw data for analysis.
    • Optimize ETL performance and troubleshoot failed runs.
  • Database Administration
    • Administer analytical databases (e.g., PostgreSQL, SQL Server, MySQL).
    • Manage database backups, recovery procedures, and access controls to safeguard project information.
    • Monitor database performance, query optimization, and storage capacity.
    • Implement data retention and archiving policies.
  • Data Pipelines & API Integrations
    • Build and maintain automated data pipelines using orchestration tools (e.g., Airflow, dbt, Prefect, or custom scripts).
    • Develop and maintain API integrations with external systems (SaaS platforms, government systems, partner databases).
    • Handle API authentication, rate limiting, error handling, and retry logic.
    • Document all pipeline dependencies, schedules, and failure recovery procedures.
  • Reliability & Monitoring
    • Establish pipeline monitoring and alerting (failed runs, data freshness violations, schema changes).
    • Maintain a pipeline run log with success/failure rates and execution times
    • Participate in an on-call rotation for pipeline failures outside business hours (if required).
  •  Collaboration
    • Work with the MIS Officer to ensure transformed data matches dashboard requirements.
    • Work with the Senior M&E Advisor to implement data quality checks at pipeline entry points.
    • Implement disaster recovery and IT related security measures (working with IT Office) to ensure data protection policies are met.
    • Provides technical support to the MOH SID in collaboration with Data.Fi on DHIS2 facility dashboards optimizations, developing and maintaining national SQL scripts for standard datasets, data mining activities from national EMRs and M&E unit data analytics- warehousing support.
    • Provide technical advisory support to regional teams on data management, digital tools, and troubleshooting of field-based challenges.
    • Evaluate and integrate emerging information technologies to enhance project efficiency and align with Jhpiego's digital health strategy.
    • Provide mentorship to the MIS Officer, building their technical capacity and ensuring quality delivery of MIS functions.

Required Qualifications

  • Bachelor's/Master's degree in Computer Science, Information Systems, Software Engineering, or equivalent practical experience
  • 6+ years of experience in data engineering, ETL development, database administration, or a similar role
  • Advanced SQL proficiency (complex joins, window functions, query optimization)
  • Experience with ETL/orchestration tool (SQL Server, SSIS, or custom Python ETL frameworks)
  • Working knowledge of analytical tools including SSAS, and Power BI report server.
  • Strong experience with REST API integration (authentication methods, pagination, error handling)
  • Database administration experience (backups, user management, performance tuning)
  • Strong analytical skills with the ability to translate complex programme needs into effective MIS solutions.
  • Excellent troubleshooting, problem-solving, and communication skills.
  • Experience working with USG-funded health programmes is a distinct advantage.
