Overview

Jhpiego is an international, non-profit health organization affiliated with The Johns Hopkins University. For more than 50 years and in over 155 countries, Jhpiego has worked to prevent the needless deaths of women and their families. Jhpiego provides technical support to Ministries of Health across the globe in areas including HIV/AIDS, maternal and newborn health, family planning, health workforce development, cervical cancer prevention, malaria, and IPC/WASH. In Eswatini, Jhpiego is implementing the Reaching Impact Saturation and Epidemic Control (RISE) project. RISE is a multi-country project funded by the U.S. Government to save lives and improve health through integrated, evidence-based approaches to address urgent gaps in lifesaving services. RISE works across all levels of the health system to strengthen the HIV/TB epidemic response, to limit the spread of deadly disease outbreaks through Global Health Security (GHS) programming, and to reduce preventable morbidity and mortality through integrated maternal, newborn, and child health (MNCH), nutrition, tuberculosis (TB), and malaria services. Since 2019, RISE has supported programs in more than 25 countries across Africa, Asia, and Latin America.  

Responsibilities

The Senior Clinical Advisor is a self-motivated individual who is responsible for providing strategic direction and technical expertise to the Eswatini National AIDS Program (ENAP) in the area of HIV care and treatment, including pediatric HIV. The Senior Advisor will be responsible for developing and implementing strategies to improve access to HIV prevention, care and treatment services for children, adolescents, and adults living with HIV to meet the 95-95-95 target and achieve epidemic control. The Senior Clinical Advisor will work closely with other government agencies, non-governmental organizations, and all the other key HIV care and treatment stakeholders to ensure that the needs of PLHIV are met.

 

Key Responsibilities:

 

  • Supports the national-level TWGs and task teams to provide technical assistance in the development of policies, guidelines, and other key strategic documents
  • Provides leadership and guidance to the ENAP in the development, implementation, and monitoring of annual work plans for HIV care and treatment services
  • Develops and maintains relationships with key stakeholders, including government agencies, non-governmental organizations, and other relevant partners to achieve and sustain epidemic control.
  • Leads the development and implementation of strategies to improve access to HIV services for children, adolescents, and adults living with HIV.
  • Supports ENAP to coordinate and will participate in regular meetings of all HIV care and treatment services programmers in the country
  • Ensures the monitoring and evaluation of the implementation of national HIV policies and programs related to HIV care and treatment.
  • Assists in the analysis and review of national HIV care and treatment data and in the identification of new interventions to measure uptake and/or improvement of HIV care and treatment services
  • Coordinates and supports the training of MOH mentors and health care workers on HIV care and treatment as requested
  • Assists in the compilation of the national HIV report, donor reports, and other internal reports as guided by the Technical Director
  • Coordinates the implementation of HIV care and treatment services by JHPIEGO to ensure national standards are maintained
  • Works with the Regional Health Management Team (RHMT) to build their capacity in managing health care workers to provide clinical support in HIV prevention, care, and treatment
  • Works closely with Regional Health Management Teams (RHMTs), Regional Mentoring Teams and health facilities to ensure smooth implementation and monitoring of HIV care and treatment services
  • Participates in the site improvement through monitoring system (SIMS) visits and works with MOH mentors and facility supervisors to develop remedial actions as needed
  • Performs quarterly site visits with members of the RHMT to ensure quality HIV services are implemented at facility level
  • Works with RHMT to map regional stakeholders for smooth coordination of HIV care and treatment services in the region
  • Works with mentors and facility supervisors in supported facilities to document and share successes and strategies in strengthening HIV care and treatment
  • Participates in regional and national review meetings and works with facility supervisors to develop remedial action plans as needed

Required Qualifications

 

  • A degree in Medicine or a Bachelor’s Degree in Nursing or Midwifery is required. In addition, a postgraduate diploma in Public Health, Health Policy, Health Administration, or a related field is required. A Master’s degree in any of these areas will be considered an added advantage.
  • Good knowledge and understanding of HIV Prevention, HIV care and treatment issues in Eswatini
  • At least 5 years of experience in implementing and managing HIV and TB prevention, care, and treatment services, including PMTCT services, Cervical Cancer services in Eswatini
  • At least 2 years of experience in managing or coordinating people and programs
  • Well-versed with the national health system
  • Good interpersonal skills are essential
  • Strong written and verbal skills
  • Strong analytical skills.
  • Ability to effectively manage others and work as part of a team
  • Ability and willingness to undertake frequent in-country travel
  • Fluency in English and SiSwati is required
  • Computer literacy, including use of basic Microsoft packages (Word, Excel & PowerPoint) and statistical packages
