Overview

The Reaching Impact, Saturation and Epidemic Control (RISE) project is funded by the Department of State to support malaria prevention, diagnosis, treatment, surveillance, and monitoring and evaluation activities across Mainland Tanzania and Zanzibar. Implemented in close collaboration with the National Malaria Control Programme (NMCP), the Zanzibar Malaria Elimination Programme (ZAMEP), and Prime Minister’s Office Regional Administration and Local Government (PMO-RALG) structures, the project strengthens alignment with national malaria strategies, improves service delivery quality, and enhances health system performance and resilience.

 

For a period of two (2) months, from July to August 2026, the Special Task- Coordinator, ITN Distribution will provide technical and logistics support to council team during the Targeted Mass Campaign (TMC) for ITN distribution in Lindi Region. This role ensures that ITNs are accurately quantified during household registration, efficiently delivered, equitably distributed, safely managed, and effectively accounted for across distribution points.  Reporting to the ITN Systems Coordinator, the Special Task ITN Distribution Coordinator will support TMC implementation through logistics coordination, and participation in ITN receipt, verification, and distribution activities

Responsibilities

1 . ITN Planning, Quantification, and Forecasting

  • Lead council level coordination of ITN quantification and forecasting processes in alignment with national strategies and program targets.
  • Oversee validation of planning assumptions, allocation approaches, and council targets.
  • Ensure quality and completeness of council microplanning processes to support accurate targeting and implementation readiness.
  1. Supply Chain and Logistics Coordination
  • Oversee coordination of ITN supply chain processes from council receipt through last-mile distribution.
  • Serve as a key liaison with ITN distribution vendor to track shipments, delivery schedules, and quantities in assigned council.
  • Ensure timely identification, escalation, and resolution of supply chain and logistics challenges.
  1. Distribution and Implementation Oversight
  • Lead coordination of ITN distribution across campaign councils in alignment with approved plans.
  • Ensure timely, organized, and efficient implementation across regions and councils.
  • Monitor implementation progress and ensure follow-up on gaps affecting coverage and performance in assigned council.
  • Ensure proper documentation, verification, reconciliation and reporting of ITNs received and distributed in assigned council.
  1. Coordination and Stakeholder Engagement
  • Facilitate collaboration between RISE project and implementation actors to support seamless delivery while adhering to national guidelines and standards.
  • Represent the project in relevant council ITN systems technical and coordination forums.
  • Identify and manage risks related to planning, logistics, storage, distribution, and accountability.
  1. Data Use, Monitoring, and Accountability
  • Oversee collection, analysis, and use of ITN data across planning, supply chain, and distribution processes in assigned council.
  • Monitor coverage, stock status, and key performance indicators to identify gaps and inform action.
  • Reinforce systems for documentation to ensure reconciliation of ITNs received, distributed, and remain in stock across distribution points in assigned council.
  • Support implementation of verification approaches, including sample-based end-user confirmation where applicable in assigned council

Required Qualifications

  • Bachelor’s degree in the area of direct relevance to local government and community engagement including public administration, community development, health systems management, public policy advocacy or lower qualification with 6 years of progressive local government and community engagement experience.
  • At least 5 years’ experience managing activity implementation at council level through local government structures. Experience working with CHMTs and WDCs preferred.
  • At least 3 years’ experience managing donor-funded health programs in Tanzania. Working knowledge of USG is desirable.
  • Experience coordinating facility and community health programs.
  • Experience supporting advocacy and implementing strategies through local government to integrate and sustain donor-funded health programs and services.
  • Field-oriented and comfortable working with, maintaining good relations and influencing local government officials at district and sub-district levels.
  • Excellent written and oral communication and presentation skills in Kiswahili and English.
  • Demonstrated self-management (e.g. motivation, dealing with pressure, adaptability, diplomacy).

Preferred Qualifications

  • Ability to operate a motorcycle and valid riding license or willingness to take lessons to operate a motorcycle and obtain a riding license within three months of appointment.
  • Competency using MS Office (email, Word, PowerPoint).
  • Willingness to live in any district town in the Lindi region.
  • Ability and willingness to travel up to 50% time.
