Overview

The Reaching Impact Saturation and Epidemic Control (RISE) program is saving lives and improving health by controlling the HIV pandemic and strengthening global health security to limit the spread of deadly disease outbreaks. RISE uses evidence-based practices from over 20 years of PEPFAR implementation to address critical HIV priorities along with global health security (GHS), maternal, newborn, and child health and Nutrition (MNCH-N), tuberculosis (TB), Malaria, data systems, supply chain and commodity management, and other cross-cutting areas. In Burundi, Jhpiego is recruiting a Senior Finance Officer for the MNCH-N project supporting Burundi’s lifesaving MNCH-N services. 

Responsibilities

 

The Senior Finance Officer will support the financial management of the RISE-Burundi MNCH-N project through effective oversight of accounting operations, financial reporting, budget monitoring, and compliance. S/he supervises the Accountant, maintains the integrity of financial records, supports financial planning and analysis, and ensures that financial transactions are processed accurately, timely, and in accordance with Jhpiego policies, donor requirements, and local regulations.

Duty Station: Bujumbura, with possible occasional travel to provinces if operationally required.

Supervises: Accountants

Specific Duties and responsibilities

 

Financial Management

  • Oversee day-to-day accounting operations and ensure compliance with Jhpiego policies, donor requirements, and applicable regulations.
  • Ensure financial transactions are processed accurately, completely, and within established timelines.
  • Ensure expenditures are properly supported, accurately coded, and charged to the appropriate projects and budget lines.
  • Review activity budgets, travel advance requests, and travel expense reports to ensure compliance with approved workplans, budgets, and organizational policies.
  • Monitor outstanding advances, liabilities, and commitments and ensure timely follow-up and resolution.

 

Accounting and Financial Reporting

  • Maintain oversight of financial records in QuickBooks and ensure the accurate recording and classification of financial transactions.
  • Prepare and review journal entries, accruals, reconciliations, projections, and other accounting records as required.
  • Generate, analyze, and maintain financial reports to support management decision-making.
  • Coordinate month-end and other periodic accounting activities, including reconciliations, accruals, financial reports, and supporting schedules.

 

Cash Management, Tax and VAT Compliance

  • Monitor cash balances and support expenditure forecasting and cash flow planning.
  • Ensure timely reconciliation of bank accounts and resolution of outstanding reconciling items.
  • Monitor outstanding travel advances and ensure timely reconciliation in accordance with Jhpiego policies and established timelines.
  • Ensure compliance with Burundian tax laws and statutory reporting requirements.
  • Coordinate VAT exemption, VAT payment, VAT recovery, and refund processes and maintain supporting documentation.

 

Compliance, Internal Controls and Audit Support

  • Ensure compliance with Jhpiego policies, U.S. Government (USG) regulations, and internal control requirements.
  • Identify financial risks, discrepancies, and compliance issues and recommend corrective actions.
  • Coordinate the preparation of financial documentation required for internal and external audits.
  • Ensure financial records are maintained and archived in accordance with organizational and donor requirements.
  • Conduct periodic petty cash spot checks and follow up on any discrepancies or control weaknesses identified.

 

Supervision and Capacity Building

  • Supervise, mentor, and support the Accountant to ensure high-quality financial management and reporting.
  • Strengthen staff capacity in accounting procedures, financial controls, compliance requirements, and financial management best practices.
  • Contribute to the development and continuous improvement of financial procedures, systems, tools, and templates.

 

Other Duties

  • Perform any other duties assigned by the Senior Finance and Operations Manager or Project Director that are consistent with the position’s responsibilities.

Required Qualifications

  • Bachelor’s degree in Accounting, Finance, Business Administration, or a related field.
  • Minimum of six (6) years of progressively responsible experience in accounting and financial management, preferably with an international NGO, development project, or donor-funded program.
  • Demonstrated experience managing financial transactions and compliance requirements under U.S. Government (USG)-funded programs.
  • Experience supervising finance staff.
  • Experience working with QuickBooks or a comparable accounting system.
  • Strong knowledge of accounting principles, financial reporting, budgeting, internal controls, and financial management.
  • Knowledge of Burundian tax laws and statutory reporting requirements.
  • Advanced proficiency in Microsoft Excel and other Microsoft Office applications.
  • Experience supporting internal and external audits.
  • Professional proficiency in French and Kirundi, with working knowledge of English.
