About the Program

RISE (Reaching Impact, Saturation and Epidemic Control) project, focusing on HIV epidemic control is a global health project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the Department of State. RISE technical priorities include strengthening 95-95-95 cascade in the areas of HIV Prevention Care Continuum for priority population including High Risk and PLHIV  and bringing new innovations and demonstrating new models of service delivery, linkages, and integration including cross cutting area on Health system strengthening, in Mumbai & Telangana. Support will be tailored to address specific gaps and priorities depending on state-specific context.

 About the Position

Jhpiego is seeking a highly motivated Advisor (Operations) based in New Delhi for its RISE project. The Advisor (Operations) will provide strategic and technical leadership to strengthen program operations, partnership management, coordinate with global team and other verticals within the Jhpiego to ensure efficient implementation  of the HIV RISE Project aligned with donor priorities (PEPFAR, CDC, HRSA, GFATM) and national priorities (SACS/ MDACS, NACO/ MoHFW). This position will report to the Associate Director, RISE HIV Project, New Delhi.

Responsibilities

  • Provide strategic direction for operational planning and execution of the RISE HIV project in both the geographies.
  • Support development of work plans, micro-plans and implementation strategies in both the geographies and above site.
  • Ensure alignment of operational activities with organizational goals and donor priorities.
  • Oversee implementation of program activities across geographies, identify operational bottlenecks and recommend corrective actions.
  • Ensure timely achievement of project milestones in discussion with partners
  • Facilitate visit of global team and NACP officials to the implementation geographies.
  • Lead review meetings at national/state level and with the Implementing partners to oversee the progress.
  • Develop technical guidelines in discussion with National/State teams to improve field-level performance, progress of implementing partners etc.
  • Prepare periodic reports, briefs, presentations, quarterly reports/ six monthly reports / any other documents for submission to Global team, donors and NACO/ MoHFW.
  • Develop knowledge products involving innovations to improve efficiency and service delivery.
  • Represent the organization in high-level meetings and technical forums.
  • Ensure compliance with organizational policies and donor requirements.
  • Ensure high-quality documentation of best practices, challenges, and lessons learned.
  • Any other work assigned by supervisor within ambit of the Project.

Required Qualifications

  1. Master degree in Social Sciences, Social Work, Management, Public Health or related field. Preference will be given to PhD holders.
  2. At least 10 years of relevant professional experience of working with state or national HIV/AIDS public health programs.
  3. Excellent written and oral communication, liaison and negotiation skills.
  4. Experience of working with government systems and donor-funded projects (e.g., USAID, Global Fund).
  5. Strong understanding of program management, monitoring frameworks, and field operations.

  • Strong writing, editing, and analytical skills and synthesize complex information into user-friendly formats
  • Self-motivated, with a strong ability and drive to lead project activities independently with minimal supervision.
  • Ability to manage multiple priorities in dynamic environments

 

Reporting Line

The Advisor (Operations) will report to the Country Lead- Policy, Partnerships and Stakeholder Engagement and work closely with technical teams, state teams, and Sub Awardees/ partners.

 

Duration & Location

  • Duration: As per project timeline
  • Location: New Delhi with travel to project Geographies states

Travel Requirements

  • Periodic travel to project Geographies State /districts for documentation, Reporting, and stakeholder engagement.
