About the Program

Jhpiego provides strategic technical assistance to the Government of India's National TB Elimination Program (NTEP) to accelerate TB elimination through health systems strengthening, implementation research, digital innovations, and evidence-based interventions. Working closely with the Central TB Division (CTD), State TB Cells, the National Health Mission (NHM), and development partners, Jhpiego supports the delivery of high-quality, people-centered TB services across the continuum of care.

The program implements several national and multi-state initiatives, including the Pro TB Impact Project, which strengthens TB service delivery at the primary healthcare level by integrating routine TB screening into Ayushman Arogya Mandirs (AAMs) and maternal health services, promoting differentiated care for high-risk TB patients, and establishing learning labs to generate evidence for scalable interventions. Jhpiego also leads the Cough Syrup Sales Surveillance Initiative, an innovative pharmacy and AYUSH-linked surveillance model that leverages digital technologies, community engagement, and referral systems to enable early identification of individuals with presumptive TB and ensure timely linkage to diagnostic and treatment services under NTEP.

About the Position

The Senior Program Officer – Tuberculosis will provide technical and programmatic support for the planning, coordination, implementation, and monitoring of tuberculosis (TB) interventions across intervention districts in both the states. The position will support effective implementation of state- and district-level activities under donor-funded and government-supported projects, ensuring high-quality execution, timely reporting, strong stakeholder coordination, and continuous program improvement.

The incumbent will work closely with the State TB Cell, District TB Centers, health facilities, development partners, and other key stakeholders to strengthen cough syrup sales surveillance activities in alignment with the National TB Elimination Program (NTEP). The role will also support capacity-building of healthcare providers, implementation of innovative interventions, supportive supervision, monitoring and evaluation, data quality assurance, documentation of best practices, and strengthen program performance and generate evidence for scale-up.

The position requires sound technical knowledge of tuberculosis, strong project coordination and stakeholder engagement skills, analytical and problem-solving abilities, and the capacity to manage multiple priorities in a dynamic implementation environment. Regular travel across intervention districts of Odisha and Himachal Pradesh will be required to provide technical assistance, monitor field implementation, facilitate training, and ensure quality program delivery.

The Senior Program Officer – Tuberculosis will report to the Program Manager – Tuberculosis and will work closely with the State TB Cell, district program teams, monitoring and evaluation, finance, procurement, communications, and other cross-functional teams to achieve project objectives and support the state's efforts towards TB elimination.

Responsibilities

  • Support the planning, coordination, implementation, monitoring, and scale-up of the Cough Syrup Sales Surveillance (CSSS) project in intervention districts in Odisha and Himachal Pradesh in alignment with project objectives, donor requirements, and the National TB Elimination Programme (NTEP).
  • Coordinate with the State TB Cell, Drug Control Administration, district health authorities, pharmacists' associations, wholesale distributors, and retail pharmacies to ensure effective implementation of the cough syrup surveillance model.
  • Lead the rollout, implementation, and routine monitoring of the cough syrup surveillance App, ensuring timely registration of pharmacies, reporting of cough syrup sales, referral tracking, and data quality.
  • Coordinate the implementation and monitoring of the Interactive Voice Response System (IVRS)/ call center, including beneficiary engagement, follow-up calls, response monitoring, troubleshooting, and documentation of operational performance to improve referral completion and treatment linkage.
  • Plan and facilitate capacity-building activities, including state-, district-, and block-level trainings, orientations, refresher trainings, supportive supervision, and mentoring for pharmacists, healthcare providers, program staff, and other stakeholders on cough syrup surveillance, digital platforms, referral mechanisms, and TB screening pathways.
  • Conduct regular field visits to pharmacies, health facilities, Ayushman Arogya Mandirs (AAMs), and districts to monitor implementation, provide technical assistance, identify operational bottlenecks, and ensure adherence to standard operating procedures.
  • Coordinate with district TB program teams to strengthen referral mechanisms, ensure timely screening and testing of presumptive TB cases, and facilitate linkage to diagnosis, treatment, and follow-up services.
  • Monitor project performance using routine program indicators, call center/ IVRS analytics, and cough syrup surveillance App dashboards; analyze data, identify implementation gaps, recommend corrective actions, and support evidence-based decision-making.
  • Support the development, adaptation, and dissemination of implementation guidelines, SOPs, training manuals, job aids, IEC materials, digital content, and other technical resources required for project implementation.
  • Coordinate with internal monitoring and evaluation, IT, communications, finance, and procurement teams to ensure timely implementation of project activities, digital platform functionality, reporting, and compliance with organizational and donor requirements.
  • Document implementation experiences, innovations, success stories, lessons learned, and best practices, and support the preparation of technical reports, presentations, donor updates, and project documentation.
  • Build and maintain strong working relationships with government departments, development partners, professional associations, pharmacy networks, and other stakeholders to strengthen the sustainability and scale-up of cough syrup sales surveillance.
  • Perform any other technical or programmatic responsibilities assigned by the supervisor to support successful implementation of the project and achievement of state-level TB elimination goals.

Required Qualifications

  • MBBS/ BDS/ MSC Nursing/ Other allied health sciences/ MPH/ MBA/ Other relevant master’s degree. 
  • Minimum 5  years of progressively responsible experience in public health programs.
