Overview

The U4Q (Manyata Bangladesh) initiative aims to improve the quality of maternal and newborn healthcare by adapting the Manyata model. The project focuses on strengthening clinical quality standards, facility readiness, provider capacity, and health systems through training, mentoring, certification, and digital innovations across selected public and private health care facilities. The Senior Technical Manager will provide strategic and technical leadership to ensure high-quality implementation, coordination, and achievement of project outcomes in Bangladesh while contributing to regional learning under the U4Q platform.

The Team Lead will lead the design, implementation, and monitoring of all technical components of the U4Q project. This role requires strong expertise in MNCAH quality of care, health systems strengthening, clinical standards, and capacity building.

 

The incumbent will work closely with government stakeholders (DGHS, DGFP, QIS, Ministry of Health, and Family Welfare), professional bodies for mothers and children, private clinic owner associations, private health care facilities, and regional partners to ensure effective implementation, policy alignment, and sustainability.

 

Responsibilities

Technical Leadership and Program Implementation

  • Lead planning and execution of all MNCH quality improvement interventions under U4Q project.
  • Provide technical oversight for:
    • Facility selection and baseline assessments
    • Clinical training (including ToT and refresher training)
    • Mentorship and supportive supervision systems
    • Establishment and strengthening of (QITs)
  • Facilitate adaptation and implementation of national Maternal Neonatal Child Health care quality standards aligned with Manyata Model and AOFOG frameworks.
  • Guide implementation and strengthening of MPDSR mechanism at selected private and public health care facilities.

 Quality Improvement, Assessment, and Certification

  • Oversee, compliance monitoring with set standards of MNCAH care,
  • Support Quality MNCAH Technical Working Group for certification decisions and certification process.
  • Technical support to health care workforce for adherence to Standard-based protocols and achieving quality benchmarks for MNCAH care.
  • Lead implementation of primary, mid-line, end-line and client satisfaction assessments of the selected health care facilities and interpretation of findings to generate evidence for continuous MNCAH care quality improvement.
  • Technical support for development or implementation of standard quality improvement tools across the selected facilities (need based)

 Data, Monitoring, and Digital Systems

  • Provide leadership in strengthening MNCAH Quality of Care indicators within national MIS systems.
  • Oversee data collection, analysis, and data use for evidence generation and decision-making.
  • Promote digital innovation and data-driven quality improvement. 

Capacity Building and Mentorship

  • Lead development and rollout of training curricula and tools.
  • Supervise and mentor trainers, assessors, and field teams.
  • Strengthen provider competencies and institutional capacity for sustained MNCAH Quality care. 

Policy Engagement and Systems Strengthening

  • Engage with DGHS, DGFP, QIS and other national stakeholders for policy alignment.
  • Support the process of development of MNCH quality accreditations.
  • Facilitate activation of National QoC platforms and committees.
  • Facilitate integration of U4Q approaches into national systems.

Knowledge Management and Learning

  • Oversee development of technical reports, presentations, and publications.
  • Support cross-country learning and regional collaboration with partners.
  • Contribute to dissemination events, learning forums, and advocacy platforms.

Partnership and Stakeholder Coordination

  • Maintain strong collaboration with: Government counterparts, Private health sector facilities, and professional bodies for MNCAH care.
  • Lead donor engagement and project reporting
  • Represent the project in technical working groups and national forums

Sustainability and Scale-Up

  • Lead planning for sustainability and further scale-up of the Manyata model in Bangladesh.
  • Identify opportunities for integration into national programs and financing mechanisms to support the project.
  • Support development of scale-up strategies and investment cases.

 

Any other job related to the function will be allocated as and when required by the Supervisor.

Required Qualifications

  • MBBS required.
  • Minimum 7 years of experience in MNCH related programs. Preference will be given to incumbents with prior experience of working with quality of health care.
  • Prior experience with donor-funded projects preferred.

Preferred Qualifications

  • Master’s degree in public health (MPH) or related field preferred
  • Demonstrated experience in: o Clinical quality improvement approaches
    o Health systems strengthening
    o Training and capacity building
    o Working with government and private sector health facilities

Technical Skills

  • Strong knowledge of MNCH clinical standards and protocols
  • Experience with data systems, MIS, and quality indicators
  • Familiarity with MPDSR, QI methodologies, and facility-based interventions
  • Excellent analytical, report writing, and presentation skills.

Travel Requirements

  • Regular travel to project sites across Bangladesh
