The Program Officer will work under the Reaching Impact, Saturation, and Epidemic Control (RISE) HIV project and focus on strengthening the Allied and Healthcare workforce through evidence-based policy development, regulatory standardization, and strategic integration across national health priorities. He/she shall support alignment with the NACHP Act, Sustainable Development Goals, HIV/AIDS Act, Mental Health Act etc. while promoting collaboration with government, academia, and healthcare stakeholders to enhance quality, capacity, and service delivery across health systems.

 

 

The Program Officer will be undertaking policy research, drafting policy briefs, and coordinating multi-stakeholder consultations to guide the development and implementation of Allied and Healthcare workforce strategies.

Responsibilities

  • Conduct desk reviews and synthesize evidence to inform policy recommendations related to Allied and Healthcare Workforce ensuring alignment of outputs with Government priorities and global best practices.
  • Design and draft policies and regulations to standardize Allied and Healthcare education and practice, ensure alignment with national healthcare strategies, compliances to NACHP Act, Sustainable Development Goals, HIV/AIDS Act, Mental Health Act etc. and international Allied Health standards.
  • Review and suggest role of Allied and Healthcare Work force to support strengthening and integration of health services viz. HIV services with TB, SRH, NCD and primary healthcare
  • Collaborate with key stakeholders, including government agencies, Allied and Healthcare regulators, academic institutions, and healthcare providers, to gather insights and build consensus on policy frameworks and organize consultations, roundtables, and workshops to foster stakeholder participation.
  • Advocate for the integration of policies across relevant government departments, academic institutions, and professional bodies and Private Sectors.
  • Prepare briefs, white papers, and reports to inform Government’s decision-making processes.
  • Develop strategies to strengthen the capacity of state-level Allied and Healthcare councils and other government bodies to implement National policies.
  • Establish mechanisms to monitor and evaluate the implementation and impact of national policies.
  • Facilitate the integration of technology for data management, monitoring, and communication within NCAHP frameworks.
  • Frequent travel to the States as per the project and organizational requirements.
  • Perform other activities, as assigned by the supervisor to achieve organizational goals.

Required Qualifications

Qualifications and Experience

  • Graduate in Allied Health Stream with Advanced degree in Public Policy, Health Administration, or a related field.
  • Minimum of 3-5 years of experience in Allied Health ecosystem/ regulatory frameworks, health policy etc.
  • Strong analytical, research, and writing skills, with proven experience in policy development.
  • Ability to manage stakeholder relationships and navigate complex regulatory environments.
  • Knowledge of the NCAHP Act and its implications for Allied and Healthcare Workforce governance is highly desirable
  • Knowledge of international standards in Allied and Healthcare Work force will be desirable

Skills and Competencies

  • Proficiency in project management and familiarity with digital health tools is a plus.
  • Strong technical expertise, good management skills, and extraordinary communication skills are the essentials for this position.
  • Ability to develop productive working relationships with other agencies, development and technical partners and state/ district government counterparts.
  • Proficiency in MS Office and digital communication tools. 
  • Strong multitasking, organizational, and communication skills (English and Hindi).
  • Demonstrated ability to work under tight deadlines and manage competing priorities.
  • Ability to work with diverse technical team.
  • Flexibility to handle a wide range of tasks and travel up to 30% of the time.
