Senior Programme Manager-HIV will work under the Reaching Impact, Saturation, and Epidemic Control (RISE) HIV project and support the critical HIV activities and achieving the national goal of 95-95-95 through HIV testing and integrated care and comprehensive services.

 

 

Jhpiego is seeking highly motivated Program Manager/ Senior Programme Manager (SPM)-HIV based in Mumbai and Telangana for its RISE project. the position will provide technical assistance support in HIV related activities.

Responsibilities

  • Provide strategic and technical leadership for implementation of RISE HIV project activities across Mumbai and Telangana, aligned with the national goal of 95-95-95.
  • Support state teams in planning, implementation, and monitoring of HIV prevention, testing, treatment, and care services.
  • Provide technical assistance for integration of HIV services with other national health programs (NHM, TB, Hepatitis, NCDs).
  • Lead data-driven program management, including analysis of program indicators, identification of gaps, and development of corrective action plans.
  • Strengthen monitoring & evaluation systems, ensuring data quality, reporting, and use of platforms such as SIMS, NACO dashboards, and PEPFAR reporting formats (DATIM).
  • Coordinate with government stakeholders (NACO, SACS, NHM), PEPFAR, and other partners for effective program implementation.
  • Provide capacity building and supportive supervision to healthcare providers, program staff, and implementing partners.
  • Lead documentation, reporting, and dissemination of best practices, success stories, and program learnings.
  • Ensure compliance with donor guidelines, reporting requirements, and programmatic accountability.
  • Support development of annual work plans, budgets, and program reviews.

Required Qualifications

  • Postgraduate degree in Public Health / Community Medicine / Social Sciences / Health Management/ Computer application or related field.
  • Minimum 10 years of experience in the field of HIV/AIDS, with demonstrated expertise in program management.
  • Proven experience working with Government of India Public Health programs at national/state level.
  • Prior experience working on PEPFAR-supported projects and familiarity with donor reporting systems (e.g., DATIM) is highly desirable.
  • Strong understanding of India’s National AIDS Control Programme (NACP), including testing strategies, ART services, and prevention interventions.
  • Experience in program planning, implementation, monitoring & evaluation, and stakeholder coordination.
  • Demonstrated experience in capacity building, supervision, and team management.

  • Strong understanding of health systems strengthening and public health approaches.
  • Ability to work effectively with government officials, donors, and multiple stakeholders.
  • Excellent communication, presentation, and report writing skills.
  • Strong organizational and problem-solving skills with attention to detail.
  • Proficiency in program management tools and reporting platforms.
  • Willingness to travel frequently across project locations.
