Overview

The Reaching Impact, Saturation and Epidemic Control (RISE) project is funded by the Department of State to support malaria prevention, diagnosis, treatment, surveillance, and monitoring and evaluation activities across Mainland Tanzania and Zanzibar. Implemented in close collaboration with the National Malaria Control Programme (NMCP), the Zanzibar Malaria Elimination Programme (ZAMEP), and Prime Minister’s Office Regional Administration and Local Government (PMO-RALG) structures, the project strengthens alignment with national malaria strategies, improves service delivery quality, and enhances health system performance and resilience.

 

The current implementation period (December 2025 to September 2026) requires coordinated, time-bound, multi-region implementation of malaria interventions, with a strong focus on ITN programming (school net program (SNP) and targeted mass campaigns (TMC)) supported by effective planning, supply chain coordination, and performance monitoring.

 

The Coordinator, ITN Systems (CIS) leads the planning, coordination, and performance management of end-to-end ITN programming under the RISE malaria program. This role ensures that ITNs are accurately quantified, efficiently delivered, equitably distributed, safely managed, and effectively used across implementation regions. Based in Dar es Salaam and reporting to the Program Manager, the CIS provides centralized technical oversight while maintaining close engagement with field teams and Government counterparts. The role is responsible for strengthening ITN systems management across planning, supply chain, warehousing, distribution, performance monitoring, reporting and reconciliation ensuring safety, integrity. The CIS works closely with the Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM), NMCP, PMO-RALG, region, and district teams to align national strategies with implementation.

Responsibilities

 

  1. ITN Planning, Quantification, and Forecasting
  • Lead coordination of ITN quantification and forecasting processes in alignment with national strategies and program targets.
  • Oversee validation of planning assumptions, allocation approaches, and regional targets.
  • Ensure quality and completeness of microplanning processes to support accurate targeting and implementation readiness.
  1. Supply Chain and Logistics Coordination
  • Oversee coordination of ITN supply chain processes from regional receipt through last-mile distribution.
  • Serve as a key liaison with GHSC-PSM and relevant partners to track shipments, delivery schedules, and quantities.
  • Ensure timely identification, escalation, and resolution of supply chain and logistics challenges.
  1. Warehousing and Inventory Management
  • Ensure appropriate storage, handling, and security of ITNs across warehouses and distribution points.
  • Oversee inventory tracking, stock management, and reconciliation processes.
  • Monitor stock status, discrepancies, losses, and damages, ensuring timely reporting and corrective actions.
  1. Distribution and Implementation Oversight
  • Lead coordination of ITN distribution across campaign and school platforms in alignment with approved plans.
  • Ensure timely, organized, and efficient implementation across regions and districts.
  • Monitor implementation progress and ensure follow-up on gaps affecting coverage and performance.
  • Ensure proper documentation, verification, reconciliation and reporting of ITNs received and distributed.
  1. Coordination and Stakeholder Engagement
  • Lead coordination with NMCP, ZAMEP, PMO-RALG, region and district teams, and implementing partners to ensure aligned planning and execution.
  • Facilitate collaboration between supply chain and implementation actors to support seamless delivery while adhering to national guidelines and standards.
  • Represent the project in relevant ITN systems technical and coordination forums.
  • Identify and manage risks related to planning, logistics, storage, distribution, and accountability.
  1. Data Use, Monitoring, and Accountability
  • Oversee collection, analysis, and use of ITN data across planning, supply chain, and distribution processes.
  • Monitor coverage, stock status, and key performance indicators to identify gaps and inform action.
  • Reinforce systems for documentation to ensure reconciliation of ITNs received, distributed, and remain in stock.
  • Support implementation of verification approaches, including sample-based end-user confirmation where applicable.

Required Qualifications

  • Bachelor’s degree in public health, Supply Chain Management, Logistics, Environmental Health, or a related field required.
  • At least 6-7 years of progressive experience in large-scale health commodity procurement and distribution programs; ITN programming experience is a strong advantage.
  • Demonstrated experience managing complex, multi-region supply chain operations within government systems, including quantification, forecasting, warehousing, inventory management, and last-mile distribution.
  • Proven experience supporting accountability, reconciliation, and verification processes within existing government systems to ensure commodities reach intended beneficiaries.
  • Field experience coordinating multi-level supply chain operations within government systems, with the ability to manage sensitivities related to commodity quality, allocation, and distribution.
  • Advanced data use skills for planning, performance monitoring, and decision-making, including analysis of coverage, stock, and distribution data to identify gaps and drive corrective action.
  • Familiarity with U.S. Government-funded procurement, compliance, and reporting requirements, including commodity management protocols, documentation, and audit standards.

Preferred Qualifications

 

  • Strong interpersonal, facilitation, and written communication skills in English; fluency in Kiswahili required.
  • Willingness to travel up to 50-60% across Mainland Tanzania.
