Overview

The Program Officer (PO) will support the implementation and coordination of the RISE OVC Program in Mozambique. Under the guidance of the Chief of Party (COP) and Technical Director, the PO will provide cross-cutting support across technical and operational areas, including OVC and HTS programming, finance, administration, procurement, and compliance.

This is a junior-level position focused on strengthening program coordination, ensuring alignment between planning and implementation, and supporting quality assurance of program deliverables. The PO will work closely with provincial teams and sub-partners to track progress against workplans, monitor milestones, and support timely and high-quality reporting.

The PO will also contribute to strengthening internal systems, facilitating communication across teams, and ensuring adherence to Jhpiego and donor requirements.

Responsibilities

  • Program Coordination and Implementation Support
  • Support the development, consolidation, and monitoring of annual workplans, Detailed Implementation Plans (DIPs), and activity trackers.
  • Assist in tracking implementation progress across technical and operational teams and follow up on action items.
  • Work with technical leads and provincial teams to ensure alignment between planned activities and field implementation.
  • Support identification and resolution of implementation bottlenecks.

  • Sub-Partner Management and Coordination
  • Support the coordination and monitoring of sub-partners to ensure compliance with agreed scopes of work and timelines.
  • Review sub-partner narrative and financial reports for completeness, accuracy, and quality.
  • Track milestones, deliverables, and reporting schedules for sub-awards.
  • Support documentation and follow-up of partner performance actions.

  • Finance, Administration, Procurement, and Compliance Support
  • Liaise with Finance, Administration, and Procurement teams to support planning and implementation of program activities.
  • Assist in tracking expenditures against budgets and monitoring burn rates.
  • Support the development and follow-up of procurement plans in coordination with technical teams.
  • Ensure activities are implemented in compliance with Jhpiego and USG rules and regulations.

  • Reporting and Documentation
  • Support the preparation, consolidation, and quality review of internal and donor reports.
  • Assist in editing, formatting, and ensuring completeness of program deliverables.
  • Maintain organized filing systems for program documents, ensuring accessibility and compliance.
  • Contribute to the development of success stories, briefs, and other communication products.

  • Monitoring, Evaluation, and Learning (MEL) Support
  • Work with the M&E team to track program indicators, targets, and deliverables.
  • Support data review processes and ensure alignment between implementation and reporting.
  • Assist in tracking progress against contractual milestones and deliverables.

  • Internal Coordination and Systems Strengthening
  • Support coordination of regular team meetings, including agenda preparation and action tracking.
  • Facilitate information sharing across technical, finance, and operations teams.
  • Support strengthening and use of internal systems, tools, and trackers for program management.

  • Stakeholder Engagement
  • Support engagement with provincial teams, sub-partners, and other stakeholders.
  • Participate in meetings and assist in documenting key discussions and action points.
  • Other Duties
  • Perform any other tasks as assigned by the Chief of Party or Technical Director.

Required Qualifications

  • Bachelor’s degree in public health, Marketing and Communication, Business Administration, or a related field required
  • Project Management and leadership professional training or equivalent) preferred
  • Minimum of 2–4 years of relevant experience in program coordination, project management, or public health programs
  • Experience supporting multi-partner or multi-sectoral programs preferred
  • Experience with USG-funded programs is an added advantage
  • Demonstrated experience in report writing, coordination, and tracking of activities
  • Basic understanding of OVC, HIV/AIDS, or public health programming
  • Familiarity with USG rules and regulations preferred
  • Understanding of project management processes (planning, tracking, reporting)
  • Basic financial and budget tracking skills
  • Strong organizational and time management skills
  • Excellent written and verbal communication skills in English
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, SharePoint)
  • Ability to work effectively in a team-oriented and multi-cultural environment
  • Ability to manage multiple priorities and meet deadlines
  • Willingness and ability to travel within Mozambique
  • Ability to travel to field locations and provincial sites as required.
