To assess the organizational capacity of top state-level health-related agencies in Ebonyi,FCT and Kebbi States, focusing on leadership, accountability, andFCT and Kebbi States, focusing on leadership, governance, accountability, and responsiveness of senior officials and decision makers. The assessment will also include a Capacity Index Survey targeting mid-level stakeholders to provide a balanced and evidence based picture of institutional performance.
