Jhpiego seeks a Clinical Advisor Consultant to serve as the clinical lead on the Safer Births in Crisis project in South Sudan for the duration of the project. The position will be based in the project’s office in Juba, with frequent and extended travel to project sites in Upper Nile State. The Clinical Advisor consultant will work in coordination with Jhpiego’s Senior Regional Clinical Advisor and the International Medical Corps South Sudan Medical Coordinator, and consortium partner focal persons.

 

The Safer Births in Crisis (SBC) Project, led by the International Rescue Committee, together with Jhpiego, International Medical Corps and UNFPA, is a multi-country initiative to Increase the capacity of crisis-affected health systems to expand access to new and underutilized medicines and supplies to address the leading cause of maternal mortality worldwide - postpartum haemorrhage (PPH). In South Sudan, the SBC project will work at both facility and community levels to demonstrate and generate evidence on how to effectively introduce and support implementation of a core package of evidence-based interventions for PPH prevention, detection and treatment within existing maternity care services and humanitarian health programs.

 

Project Goal: Improve maternal survival in South Sudan by increasing equitable access to key PPH prevention and treatment tools, strengthening the health system’s ability to deliver quality care, and generating evidence that guides.

 

Targeted project outcomes:

  1. Improved availability and appropriate use of new and underutilized PPH commodities (e.g., heat-stable carbetocin, tranexamic acid, calibrated drapes).
  2. Strengthened facility-level readiness for obstetric emergencies through improved provider training, clinical mentoring, and supervision.
  3. Operational models demonstrating PPH prevention and treatment in crisis-affected facilities, adaptable for scale within both humanitarian and government structures.
  4. Evidence and learning that influence national RMNCAH policy, including integration into essential medicines lists, procurement pathways, and clinical guidelines.
  5. Enhanced community–facility linkages, improving timely care-seeking and early recognition of complication.

 

Project Duration: January 2026 –July 2027.

 

The application deadline will close on March 4, 2026 and shortlisting will be done on a rolling basis.

 

Responsibilities

  • Clinical Capacity Building: Leading the planning and implementation of all clinical capacity strengthening activities including facilitation of master trainings, onsite whole-team facility-based trainings, low-dose high-frequency mentorship, and supportive supervision to improve facility-level readiness for obstetric emergencies
  • Providing Policy and Advocacy Support: Support engagement with the Ministry of Health (MOH) and other stakeholders to integrate the E-MOTIVE guidelines into national health policies.
  • Generating and Analyse Evidence for Project Learning: Contribute to documentation, analysis and dissemination of learning about how to effectively introduce and support implementation of the latest PPH prevention and treatment guidance through participation in program monitoring, data review and implementation research activities conducted in collaboration with consortium partners and local research consultants.

 

Activities to be conducted in Juba and the Upper Nile:

  1. Gain familiarity with the latest evidence-based World Health Organisation (WHO) recommendations, clinical capacity building and implementation support materials within 90 days of joining the SBC project.
  2. Strengthen Training and Capacity Building:
      • Support project leadership to orient new project staff and stakeholders on the project approaches and clinical activities.
      • Contribute to site readiness assessments, identifying areas where tailored
      • Support the implementation of WHO-recommended PPH prevention, detection and treatment protocols at project sites.
      • With support from the Sr. Regional Technical Advisor, organize the training cascade using the Bleeding After Birth (BAB) modules, starting with master trainers and county-level trainers.
      • Coordinate onsite BAB training at project facilities using the low-dose, high-frequency (LDHF) approach.
      • Collaborate with project-supported trainers to select practice coordinators at sites who will implement bi-weekly practice sessions.
      • Conduct periodic post-training mentorship and external follow-up until project completion
      • Conduct refresher training at facility level after one year and as needed at sites with high staff turnover
      • Conduct initial onsite readiness assessment of staffing and supplies
      • Conduct quarterly support supervision with the Ministry of Health (MOH) in each project site
      • Conduct quarterly- clinical case review / data review meetings at the sites
      • Support monthly provider capacity building sessions on client referral, Infection prevention and control and safe birth
      • Support the quantification, procurement and distribution of medical supplies, data collection and reporting tools across project sites, as needed
      • Ensure all sites have clinical job Aids on safe birth, infection prevention and BAB- action plan 1 and 2 placed in all labour wards.
  1. Policy, Advocacy and Coordination
      • Represent Jhpiego, as a member of the SBC Consortium, in relevant health sector technical working groups and forums.
      • Collaborate with the MOH technical working group (TWG) to align SBC practices with WHO recommendations.
      • Advocate for the inclusion of SBC practices in annual MOH operational plan and budgets.
      • Collaborate with nursing/midwifery councils/association to embed SBC modules into pre-service training.
      • Define an approved product list and supplier framework.
      • Support counties to integrate SBC priorities into their annual plans.
  1. Evidence Generation
      • Contribute to development of implementation research protocols to ensure data collection and analysis plans are tailored to project implementation plans and operational realities.
      • Support coordination of implementation research activities led by local research consultants, in collaboration with the US-based Principal Investigator and SBC partner focal points for MEAL / research.
      • Ensure clinical team participation in routine program monitoring, data review, learning exchange and research activities.
      • Contribute clinical, programmatic and contextual insights to implementation strategy costing and scenario planning exercises.
      • Contribute to the development of presentations, reports and technical briefs showcasing evidence generated through implementation research.

 

Required Qualifications

  • A doctor, nurse or midwife with an advanced degree in public health, social sciences, health administration, international health or a related field.  South Sudanese national strongly preferred.
  • Minimum 10 years of experience in public health, maternal and neonatal health, especially in crisis-affected regions.
  • Management, training or clinical background in maternal, newborn and child health, reproductive health, care and treatment, or health systems strengthening.   
  • Proven track record in advocacy, coordination with government stakeholders, policy development on healthcare, and evidence generation.
  • Experience participating in or leading quantitative, qualitative or mixed-methods implementation research Experience working with international partnerships, NGOs, and health departments.
  • Strong knowledge of South Sudan's health sector challenges and contexts
  • Familiarity with maternal health approaches (e.g., E-MOTIVE, safer birth interventions such as use of the labour care guide, essential newborn care and neonatal resuscitation).
  • Experience in developing communication tools and generating reports.
  • Fluent in written and spoken English 
  • Ability to travel nationally
