Jhpiego leads the Reaching Impact Saturation and Epidemic Control (RISE) project; a multi-country project funded by the U.S. Government to save lives and improve health through integrated, evidence-based approaches to address urgent gaps in lifesaving services. RISE works across all levels of the health system to strengthen the HIV/TB epidemic response, to limit the spread of deadly disease outbreaks through Global Health Security (GHS) programming, and to reduce preventable morbidity and mortality through integrated maternal, newborn, and child health (MNCH), nutrition, tuberculosis (TB), and malaria services. RISE supports country governments to strengthen essential data systems, supply chain and commodity management, human resources for health, domestic resource mobilization, and other cross-cutting health system functions to accelerate transition to country ownership and self-reliance.

In Angola, RISE supports the Government of the Republic of Angola (GRA) in its efforts to advance HIV, malaria and other essential lifesaving services. This will be achieved by strengthening the public health system and making measurable progress toward targets across all ages and populations. The project supports the implementation of high-quality, life-saving community-based service delivery, system strengthening and transition towards sustainable integrated programming.

The M&E Officer will provide technical and strategic support for the implementation of routine monitoring, evaluation, and learning activities for the RISE project.  Reporting to the Senior MEL Advisor, S/he will support the collection, management, analysis, storage, use of project data and ensure that lessons learned are integrated into project implementation to continuously improve the quality of interventions and outcomes of the RISE project in Angola.

The project is seeking an M&E Officer in Angola

• Support implementation of a robust project-wide MEL framework, including a performance monitoring plan (PMP), indicators, and data collection tools
• Contribute to the design, implementation and monitoring of capacity building plans in MEL and technical assistance
• Coordinate and carry out data collection, data entry, data quality assurance, analysis, and reporting activities, ensuring accuracy, timeliness, and completeness of all data within DATIM and other MEL systems as required
• With the Sr. MEL Advisor, conduct regular follow ups with project staff, provincial teams, and any local partners to support use of data for program monitoring
• Support the Sr. MEL Advisor to cascade and reinforce technical guidance and support to project staff, regional teams, and any partners on MEL best practices, including data collection methodologies, data analysis, data visualization, and evidence utilization.
• Contribute to the preparation of high-quality project performance reports, including quarterly, annual, and ad-hoc reports for the donor and other stakeholders.
• With the Sr. MEL Advisor, contribute to the development of work plans, budgets, and routine implementation planning for MEL activities
• Participate in data review meetings to discuss and share results, facilitate cross learning and drive impact
• Strengthen data management, analysis, and reporting capacities among local partners and government counterparts.
• Ensure compliance with data governance, data security, and ethical considerations in MEL.

• Other duties as assigned by the supervisor/ deemed necessary.

• Bachelor’s degree in public health, demography, statistics, social sciences or related field or equivalent experience.
• Minimum of 5-6 years of professional experience in implementing, and managing MEL systems,
• Familiarity with the DHIS2 and national health management information systems in Angola
• Experience with statistical analysis software (e.g., SPSS, Stata, R, SAS) and Power BI or other data visualization tools
• Proven ability to work collaboratively in a multidisciplinary team environment and engage effectively with diverse partners and government counterparts.
• Familiarity with data governance, data security, and ethical considerations in MEL
• Experience in malaria and HIV M&E approaches
• Experience with USG funded projects reporting requirements and timelines
• Excellent verbal, written, interpersonal, and presentation skills in English and Portuguese
• Willingness to travel up to 30% of time
