Community Program Manager, HIV (National)

Jhpiego leads the Reaching Impact Saturation and Epidemic Control (RISE) project; a multi-country project funded by the U.S. Government to save lives and improve health through integrated, evidence-based approaches to address urgent gaps in lifesaving services. RISE works across all levels of the health system to strengthen the HIV/TB epidemic response, to limit the spread of deadly disease outbreaks through Global Health Security (GHS) programming, and to reduce preventable morbidity and mortality through integrated maternal, newborn, and child health (MNCH), nutrition, tuberculosis (TB), and malaria services. RISE supports country governments to strengthen essential data systems, supply chain and commodity management, human resources for health, domestic resource mobilization, and other cross-cutting health system functions to accelerate transition to country ownership and self-reliance.

In Angola, RISE supports the Government of the Republic of Angola (GRA) in its efforts to end HIV/AIDS as a public health threat by 2030. This will be achieved by strengthening the public health system and making measurable progress toward targets across all ages and populations. The project supports the implementation of high-quality, life-saving community-based HIV service delivery, system strengthening and transition towards sustainable integrated programming.

The Community Program Manager will support RISE-Angola Project Director/ Country Program Manager and Technical Director (TD) to implement community-based HIV services in RISE supported geographies, with a focus on coordination and oversight of Provincial Community Service Officers and Lay Community Counselors at provincial level. The Community Program Manager will work in close collaboration with stakeholders to provide comprehensive and integrated community-based services with a focus on improving HIV case identification, access and linkage to quality integrated family-centered life-saving HIV health services, improving adherence and continuity in care, and supporting staff at national, provincial, and local levels to ensure provision of life-saving activities and leverage locally led solutions. S/he will provide programmatic support for community-based services for priority populations including pregnant and breastfeeding women, newly diagnosed PLHIV, those with unsuppressed viral load, and those experiencing IIT in communities supported by RISE. S/he will also support the National HIV Program (INLS) to further expand and institutionalize HIV community policies, service guidelines, empowerment, leadership and health systems.

The project is seeking a Community Program Manager (HIV) in Angola. 

• Support the Project Director/ Country Program Manager, Technical Director, and RISE Angola team to ensure effective, lifesaving community-based services across project-supported geographies
• Coordinate and manage community-based HIV services in Angola and outreach activities, overseeing and coordinating the work of Provincial Community Service Officers and Lay Community Counselors to oversee and ensure quality implementation of RISE-Angola activities  
• With the Project Director, TD, Sr. MEL Advisor and other RISE-Angola staff, support joint planning and data review meetings with stakeholders, MOH and donor to align targets, address gaps, and share progress
• Oversee program implementation in communities ensuring alignment with national standards and compliance with donor requirements.
• Collaborate with the Strategic Information (SI) and M&E team to support routine use of data for decision making, and support data quality assessments (DQA) and implementation of corrective actions to improve data quality and program performance
• Maintain implementation tracker to monitor progress against workplan milestones and adjust plans based on performance and contextual changes,
• Prepare high-quality monthly, quarterly, annual and ad hoc reports highlighting achievements, challenges and corrective actions.
• Contribute to annual work planning, and work collaboratively with other project team members to ensure necessary project planning, development, resource availability and management activities function smoothly and efficiently
• Cultivate strategic relationships with donor, FBOS, CBOs, government, MOH and other stakeholders.
• Promote and support the dissemination of project best practices and lessons learned among the project team, key stakeholders
• Act as the main focal point and liaison with INLS, ensuring ongoing coordination, communication and alignment with the RISE Project
• Conduct supervisory visits to the provinces to verify and monitor the implementation of activities, provide training, and propose measures to improve the department's programmatic results.

• Minimum 6-7 years of experience implementing or supporting community-based HIV program.
• Degree in Health Sciences and/or Social Sciences (Public Health, General Medicine, Social Work, Sociology, Anthropology, etc.)
• Proven experience in community–clinical integration, referral systems, linkage to care, and follow-up.
• Demonstrated experience implementing community-based HIV programing in Angola with a focus on case identification, continuity in care, adherence support, and engagement with local health system stakeholders
• Experience coordinating with CBOs, FBOs, MOH and community health workers.
• Demonstrated experience in workplan development, activity budgeting, and implementation tracking.
• Strong background in reporting, writing activity and technical summaries, and contributing to donor reports.
• Excellent systems management and organizational skills
• Demonstrated self-management (i.e. motivation, dealing with pressure, adaptability)
• Excellent written and oral communication and presentation skills in English and Portuguese
• Availability for regular travel to other provinces in the country
