Jhpiego leads the Reaching Impact Saturation and Epidemic Control (RISE) project; a multi-country project funded by the U.S. Government to save lives and improve health through integrated, evidence-based approaches to address urgent gaps in lifesaving services. RISE works across all levels of the health system to strengthen the HIV/TB epidemic response, to limit the spread of deadly disease outbreaks through Global Health Security (GHS) programming, and to reduce preventable morbidity and mortality through integrated maternal, newborn, and child health (MNCH), nutrition, tuberculosis (TB), and malaria services. RISE supports country governments to strengthen essential data systems, supply chain and commodity management, human resources for health, domestic resource mobilization, and other cross-cutting health system functions to accelerate transition to country ownership and self-reliance.
In Angola, RISE supports the Government of the Republic of Angola (GRA) in its efforts to end HIV/AIDS as a public health threat by 2030. This will be achieved by strengthening the public health system and making measurable progress toward targets across all ages and populations. The project supports the implementation of high-quality, life-saving community-based HIV service delivery, system strengthening and transition towards sustainable integrated programming.
The Community Program Manager will support RISE-Angola Project Director/ Country Program Manager and Technical Director (TD) to implement community-based HIV services in RISE supported geographies, with a focus on coordination and oversight of Provincial Community Service Officers and Lay Community Counselors at provincial level. The Community Program Manager will work in close collaboration with stakeholders to provide comprehensive and integrated community-based services with a focus on improving HIV case identification, access and linkage to quality integrated family-centered life-saving HIV health services, improving adherence and continuity in care, and supporting staff at national, provincial, and local levels to ensure provision of life-saving activities and leverage locally led solutions. S/he will provide programmatic support for community-based services for priority populations including pregnant and breastfeeding women, newly diagnosed PLHIV, those with unsuppressed viral load, and those experiencing IIT in communities supported by RISE. S/he will also support the National HIV Program (INLS) to further expand and institutionalize HIV community policies, service guidelines, empowerment, leadership and health systems.
