Supply Chain Advisor

The Supply Chain Advisor will be hired to support the Department of State’s Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM) project. The role will focus on ensuring effective coordination and alignment between U.S, Government  and the Ministry of Health through its Public Health Programs, while also ensuring that investments in commodities meaningfully address identified needs. The Supply Chain Advisor will be hired locally to strengthen Department of State (DoS) Global Health Security and Diplomacy (GHSD) malaria and HIV Programs’ supply chain systems and support the country’s transition to self-reliance. The incumbent will be embedded part-time at the National Institute for the Fight Against AIDS (INLS) and the National Malaria Control Program, providing technical guidance, management and oversight of DoS activities for pharmaceutical and commodity quantification, procurement and supply chain management. The Advisor also supports technical and administrative oversight to clinical and community-based malaria and HIV treatment, care and prevention activities. 

This role will focus on strengthening local capacity, national supply chain policies adoption, and promoting sustainable supply chain system optimization. 

The project is seeking a Supply Chain Advisor in Angola. 

• Provide technical advice and strategic guidanceon all matters related to health commodities and supply chain management, including GRA policies and Department of State-supported assistance to public and private sector entities. 
• Review and provide feedback on Implementing Partner work plans, reports, scopes of work, and technical deliverables, ensuring strategic alignment with Angola’s national health priorities and project objectives. 
• Support the development and implementation of sustainable supply chain systems (i.e. eLMIS, site level inventory and management, quantification tools, warehouse management, etc.), focusing on capacity building, institutional strengthening, and reduction of external dependency. 
• Oversee and provide input into activities related to optimize financing, forecasting, procurement, warehousing, distribution, quality assurance, and information management systems. 
• Contribute to the monitoring and evaluationof supply chain performance and support timely, data-driven decision-making at national, provincial, facility community and user levels. 
• Facilitate coordination between INLS, NMCP, the Department of State, and U.S. Government funded Implementing Partners to ensure integrated planning and consistent policy alignment. 
• Attend and observe supply chain and logistics systems technical working groups (TWG) discussion meetings 
• Provide weekly updates and analytical insights to DoS GHSD in-country team. 
• Strengthen the capacity of INLS and NMCP in health commodities management and policy implementation, supporting Angola’s transition to self-reliance and reducing external dependency. 
• Improve the coordination and oversight of GHSC-PSM implementing partner activities, ensuring accountability and alignment with U.S. Government priorities and bilateral agreements. 
• Enhance the performance, efficiency, and transparency of Angola’s supply chain systems, contributing to resilient health systems and sustainable national ownership. 
• Support the increased use of American health innovations, products, and best practices in procurement, warehousing, and distribution of malaria and HIV commodities. 
• Contribute to improved data quality and utilization for supply chain decision-making, supporting performance benchmarks and measurable outcomes. 
• Support greater alignment of U.S. Government and Ministry of Health priorities, resulting in more effective, integrated, and sustainable public health interventions. 
• Coordinate activities to ensure reduced risk of stockouts and wastage of essential health commodities that will protect both Angolan and U.S. interests by containing infectious disease threats at their source. 
• Support activities that will strengthen collaboration and communication among government, implementing partners, and other stakeholders, fostering co-investment and shared responsibility. 
• Help to documented best practices and lessons learned to inform future supply chain strengthening initiatives and support ongoing U.S. leadership in global health. 
• The Supply Chain Advisor does not officially represent the U.S. Government, and in carrying out responsibilities s/he will not speak on the U.S. Government’s behalf in meetings or other official events.

• Bachelor’s Degree in Health Information Management, Health Informatics, Biostatistics, International Development or related field is required. Training or studies in malaria, HIV/AIDS and Supply Chain Management are required.  
• Minimum of 7-8 years of professional experiencein health supply chain management, preferably within international development programs or national health systems. 
• Proven experience in technical assistance, monitoring, and evaluationof implementing partners or donor-funded programs. 
• Familiarity with GHSC-PSM or similar global health supply chain projectsis highly desirable. 
• Strong quantitative and analytical skills, operational and management skills, computer skills including ease and skill in using word processing programs, e-mail, databases and excel spreadsheets; familiarity with computer-based data management software and/or programs, including Microsoft database packages and statistical software packages and data visualization software. 
• Ability to manage more than one activity at a time in the performance of project/activity management and conceptualize both strategically and programmatically. 
• Strong technical understanding of procurement, quantification, warehousing, distribution, and logistics systems. 
• Strong budgeting and financial tracking skills required.  
• Excellent analytical and problem-solving skillswith attention to accuracy and detail. 
• Demonstrated ability to work effectively with government counterparts, international partners, and private sector stakeholders. 
• Written and verbal communication skills in Portuguese and English to present information, analyses, and recommendations. 
• Ability to work productively, independently, and with minimal supervision or guidance with high degree of professionalism, discretion is required.
