Jhpiego leads the Reaching Impact Saturation and Epidemic Control (RISE) project; a multi-country project funded by the U.S. Government to save lives and improve health through integrated, evidence-based approaches to address urgent gaps in lifesaving services. RISE works across all levels of the health system to strengthen the HIV/TB epidemic response, to limit the spread of deadly disease outbreaks through Global Health Security (GHS) programming, and to reduce preventable morbidity and mortality through integrated maternal, newborn, and child health (MNCH), nutrition, tuberculosis (TB), and malaria services. RISE supports country governments to strengthen essential data systems, supply chain and commodity management, human resources for health, domestic resource mobilization, and other cross-cutting health system functions to accelerate transition to country ownership and self-reliance.
In Angola, RISE supports the Government of the Republic of Angola (GRA) in its efforts to end HIV/AIDS as a public health threat by 2030. This will be achieved by strengthening the public health system and making measurable progress toward targets across all ages and populations. The project supports the implementation of high-quality, life-saving community-based HIV service delivery, system strengthening and transition towards sustainable integrated programming.
The Technical Director provides strategic and technical leadership for the implementation of life-saving interventions under the RISE project in Angola. S/he will provide technical and programmatic oversight and direction in the areas of HIV and infectious disease response with a focus on community health programs, health systems strengthening and transition towards sustainable integrated programming. S/he is responsible to ensure the program follows evidence-based approaches and it is aligned with national priorities and donor expectations. This position reports to the RISE Project Director/ Country Program Manager and plays a critical role in guiding the project's technical direction, fostering strong stakeholder relationships, liaising with Ministry of Health (MoH) and other health departments/ agencies, and ensuring integration and synergy across technical areas and with other national counterparts.
The Technical Director will also work closely with the Project Director to support overall project management for the project including liaising with donors/MOH/stakeholders in the Project Director’s absence, tracking project progress towards the workplan activities, and ensuring the project implementation aligns with the approved scope, timeline and budget. The Technical Director will also play a critical role in partnering with the RISE Project Senior Management Team in strategic decision-making.
