Overview

Jhpiego is an international, non-profit health organization affiliated with The Johns Hopkins University. For 50 years and in over 155 countries, Jhpiego has worked to prevent the needless deaths of women and their families. 

 

Jhpiego leads the Reaching Impact Saturation and Epidemic Control (RISE) project; a multi-country project funded by the U.S. Government to save lives and improve health through integrated, evidence-based approaches to address urgent gaps in lifesaving services. RISE works across all levels of the health system to strengthen the HIV/TB epidemic response, to limit the spread of deadly disease outbreaks through Global Health Security (GHS) programming, and to reduce preventable morbidity and mortality through integrated maternal, newborn, and child health (MNCH), nutrition, tuberculosis (TB), and malaria services. RISE supports country governments to strengthen essential data systems, supply chain and commodity management, human resources for health, domestic resource mobilization, and other cross-cutting health system functions to accelerate transition to country ownership and self-reliance.  

  

In Angola, RISE supports the Government of the Republic of Angola (GRA) in its efforts to end HIV/AIDS as a public health threat by 2030. This will be achieved by strengthening the public health system and making measurable progress toward targets across all ages and populations. The project supports the implementation of high-quality, life-saving community-based HIV service delivery, system strengthening and transition towards sustainable integrated programming.  

 

The Human Resource Manager will provide management with strategic input of HR services, policies, and programs for the Angola Country Office. This includes advising senior leadership on all strategic HR matters, managing country office staff and a large community/provincial level staff team, overseeing country HR functions by implementing and managing HR policies, processes and procedures in accordance with Home Office policy and standards. The HR Manager will also manage staff recruitment and performance evaluation processes. The position reports to the Project Director/ Country Program Manager  with functional reporting to the Human Resources Business Partner.

 

The project is seeking a Human Resources Manager in Angola.

Responsibilities

General Human Resources

  • Determine and prioritize the country’s HR needs and establish specific HR objectives for country office to ensure that HR policy/procedures and standards are met
  • Develop and revise HR policies as required to support the business
  • Lead resolution of compliance issues as it relates to HR best practice and organizational policies
  • Ensure country level management team members are well versed on country-related HR policies and that policies are implemented consistently
  • Advise Project Director/ Country Program Manager and Finance/Admin Director on all HR related issues
  • Facilitate the staff separation/exit processes
  • Liaise with Global Human Resources and Chief Administrative Officer as required
  • Review all HR service contracts, i.e. Medical Insurance, training, pension scheme, GPA/GL/WIBA, etc. for guidance and due diligence
  • Manage the performance management processes including appraisals after probation period, performance improvement plan (PIP) and annual appraisals
  • Lead, in coordination with the Senior Management Team the development of a career progression path for all job categories in Angola office.

Compensation and Benefits

  • Review salary and benefits policies for local nationals to ensure that organization is able to attract and retain highly skilled staff
  • In collaboration with the HQ HRBP, conduct salary survey to ensure competitiveness of salaries against the market and make recommendations on the necessary changes
  • Evaluate jobs and individuals’ pay for internal equity and make recommendations in liaison with HRBP and Finance/Admin Director and Project Director/ Country Program Manager  
  • Provide oversight to performance and annual merit increments

Talent Acquisition/Recruitment

  • Partner with hiring managers and HR Officer(s) to evaluate staffing/business needs and determine specific position responsibilities and requirements to ensure accurate candidate sourcing
  • Draft, review and/or approve job descriptions
  • Oversee placement of job adverts via appropriate channels in Angola
  • Oversee the screening, testing, interviews and selection of candidates, reference checks and analysis and guide the hiring managers as appropriate.

Orientation and Onboarding/ Learning and Development 

  • Oversee the on-boarding process and ensure that the process is effective and comprehensive to ensure enjoyable and all-round orientation of new staff
  • Ensure systems are in place for new staff to undertake the on-line orientation programs
  • Provide guidance and oversight to Human Resources Office (HRO) in collecting, recording and sharing information for learning purposes and investing in people centred knowledge management activities.
  • Use HR data for decision making and for operational efficiency
  • Liaise with Human Resources Offices on training needs analysis
  • Train new supervisors/managers on supervisor and management skills

Employee Relations

  • Work closely with supervisors to address issues affecting staff members
  • Develop and maintain a healthy employee relations environment providing staff a venue to discuss their work-related problems and concerns.
  • Advise and assist staff with disciplinary and grievance issues
  • Mediate in staff conflict situations

Performance Management and support to leadership (if applicable)

  • Provides coaching, guidance and mentorship to direct report(s) where needed
  • Coordinate Jhpiego Performance Management system,
  • Coordinate the Continuous Performance Management model in Angola and reach high and qualitative performance rate.
  • Support Supervisors and Supervisees to sets targets and objectives for assigned area and delivers results
  • Grows team expertise to align with program and organizational direction while continually looking for ways to provide / enhance the value delivered;
  • Strengthen supervisors to lead a high-performing team and provides ongoing feedback and performance reviews
  • Tracks, monitors and effectively addresses and / or rewards performance of team members
  • Manages employees in compliance with all HR policies, procedures, guidelines
  • Shares knowledge, information, skills and subject matter expertise among the team and ensures the timely communication of issues while encouraging good working relationships with other functions / teams
  • Recruits for all hires to ensure a highly diverse, qualified workforce with the necessary capabilities needed to achieve goals

Required Qualifications

  • Bachelor’s degree in human resources or Business-related field
  • Professional Certification in Human Resources Management is an asset
  • HR professional membership with an active practicing certificate by IHRM is an asset.
  • Minimum 6-7 years of progressive experience in HR
  • At least 3 years in management advisory role.
  • Experience in managing human resources functions in a mid-sized organization preferably with an international organization.
  • Knowledge of standard HR practices.
  • In depth knowledge of Angola labor laws and trends
  • Strong experience managing a large team of community and provincial level staff.
  • Knowledge of USG policies and procedures
  • Knowledge and proven experience of HRIS use
  • Strong presentation and communication skills, both oral and written in Englishand Portuguese.  
  • Solid skills in development and implementation of new pay scales
  • Ability to travel up to 15% of the time
