Finance & Administration Director

Jhpiego is an international, non-profit health organization affiliated with The Johns Hopkins University. For 50 years and in over 155 countries, Jhpiego has worked to prevent the needless deaths of women and their families. Jhpiego leads the Reaching Impact Saturation and Epidemic Control (RISE) project; a multi-country project funded by the U.S. Government to save lives and improve health through integrated, evidence-based approaches to address urgent gaps in lifesaving services. RISE works across all levels of the health system to strengthen the HIV/TB epidemic response, to limit the spread of deadly disease outbreaks through Global Health Security (GHS) programming, and to reduce preventable morbidity and mortality through integrated maternal, newborn, and child health (MNCH), nutrition, tuberculosis (TB), and malaria services. RISE supports country governments to strengthen essential data systems, supply chain and commodity management, human resources for health, domestic resource mobilization, and other cross-cutting health system functions to accelerate transition to country ownership and self-reliance.

In Angola, RISE supports the Government of the Republic of Angola (GRA) in its efforts to end HIV/AIDS as a public health threat by 2030. This will be achieved by strengthening the public health system and making measurable progress toward targets across all ages and populations. The project supports the implementation of high-quality, life-saving community-based HIV service delivery, system strengthening and transition towards sustainable integrated programming.

The Finance and Administration Director (FAD) will provide financial and administrative management for the RISE-Angola project. The FAD will oversee all financial, contractual, information technology, and procurement functions for the project.  The FAD will ensure that financial, administrative, and operational systems are sound and aligned with standard accounting practices, and that they comply with all applicable rules and regulations of the USG, Johns Hopkins University (JHU), and Jhpiego.

The FAD will report to the Project Director/ Country Program Manager and will work closely with the Project Director/ Country Program Manager and Jhpiego RISE Financial Core Team to ensure compliance with donor requirements. S/he will provide strategic leadership for the implementation of program financial and administrative procedures and ensure efficient use of program resources in Angola.

The project is seeking a Finance & Administration Director (FAD) in Angola. 

• Ensure accurate financial, contractual and administrative reporting of the project compliant with Jhpiego and USG’s rules and regulations, and terms and conditions of the award
• Oversee day-to-day coordination of financial activities ensuring cost efficiency
• Maintain and administer an on-site financial accounting and bookkeeping system (QuickBooks) required to assure the integrity and effective performance of financial operations and prepare monthly reports
• Manage all sub-grants, ensuring compliance and reporting of sub-awardee, and building their capacity as needed
• Ensure that Jhpiego administrative procedures are in place for the project
• Oversee project’s day-to-day cash needs, payments, procurement, contracts, sub-grants, reviewing/processing invoices, satellite t office start-up and remote management, operation systems, policies and procedures, consultant payments
• Provide guidance to project team members regarding the financial requirements of the project and office operations in compliance with USG, Johns Hopkins University, and Jhpiego procedures and policies
• Lead the development, monitoring, and review of project budgets; review monthly financial analysis and budget vs. expense reports to determine reasonableness of variances and take appropriate actions, as required
• Prepare accurate financial projections and forecasts in close collaboration with program teams and the Project Director/ Country Program Manager.
• Monitor country office banking and cash needs through at least monthly cash flow analysis
• Provide guidance, monitoring and support to project team, including procurement for goods and services, logistical support for local and international travel (including expense reports) for staff and consultants, contracts development and management and maintenance of office inventory
• Facilitate the work of external or internal audits and ensure that financial records are properly maintained and readily available during audits
• Direct and oversee the monitoring and annual auditing of cost-share requirements, tracking and reporting
• Contribute to developing work plans and annual budgets for project activities and local office costs
• Ensure that USG resources are appropriately directed to project priorities and are in line with project work plans
• Provide financial reports, including pipeline analysis, quarterly project reports, as requested by the donor or global RISE team
• Mentor, support, supervise and manage a team of highly qualified staff and align their efforts in concert with project goals to ensure rapid and sustainable results

• Other duties as assigned by the supervisor/ deemed necessary

• Master's degree in business administration, Public Administration, Finance, Accounting or relevant field
• At least 9-10 years of experience managing projects of a similar complexity and budget
• At least 5 years of senior-level work experience with USG or other donor-funded projects
• Experience with financial analysis, financial reporting, cash flow analysis, budget development and forecasting, preferably on international health projects
• Experience providing financial planning and management, logistics, and procurement for projects in Angola
• Previous direct supervisory experience of professional and support staff
• Knowledge of USG cost principles, including USG regulations, GAAP accounting rules and grants contract management
• Knowledge of financing mechanisms - contracts and grants and their relevant terms and conditions
• Experience developing and/or implementing finance and accounting policies, procedures, and systems
• Excellent verbal, written, interpersonal, and presentation skills in English and Portuguese
• Demonstrated grants management experience and leading of a capacity-building approach for CSOs/FBOs, providing capacity building assistance at individual and organizational levels
• Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USG, host-country counterparts, and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
• Excellent skills in facilitation, team building, and coordination
• Ability to coach, mentor and develop financial and administrative capacity of project staff
• In depth knowledge financial software applications, databases and spreadsheets, including QuickBooks Enterprise, and Microsoft Office
• Ability to travel nationally and internationally
