Overview

Jhpiego is seeking to hire a Research Data Manager II – to work on Impact Evaluation for C19RM grant alongside the Jhpiego team to focus on Qualitative Analysis, Coordination & Synthesis. H/She will contribute to all qualitative research, field coordination, and integrative synthesis activities for the Impact Evaluation. The role is responsible for ensuring that qualitative inquiry is methodologically sound, field implementation is well-coordinated, and findings are systematically analyzed and synthesized to explain how and why observed changes occurred.

Working closely with the evaluation team, this role will manage qualitative evidence generation, and support coherent interpretation of findings across data sources, translating field-level evidence and stakeholder perspectives into clear analytical narratives that strengthen attribution, contribution, and overall evaluation conclusions.

 

Consultancy Duration: Short-term consultancy (approximately 40 days)

Responsibilities

Qualitative Evaluation Design & Methods

  • Lead the design of qualitative components of the Impact Evaluation, including KIIs, FGDs, Case studies, document reviews, and observation protocols.
  • Develop and refine qualitative data collection tools aligned with evaluation questions and theory of change.
  • Ensure qualitative methods support interpretation of before–after change, contribution, and system-level effects.
  • Establish coding frameworks and analytical approaches in line with evaluation objectives

Field Coordination & Evaluation Operations

  • Lead coordination of all field-based activities for the Impact Evaluation, including scheduling, sequencing, and supervision.
  • Oversee Research Supervisors to ensure consistent application of protocols, ethical standards, and data quality requirements.
  • Coordinate stakeholder engagement at national and state levels for interviews, site visits, and validations.
  • Troubleshoot operational challenges and escalate critical risks to the Team Lead in a timely manner.

Qualitative Data Management & Analysis

  • Oversee transcription, coding, and organization of qualitative data.
  • Conduct or supervise thematic analysis using systematic and transparent analytical approaches.
  • Ensure credibility of findings through triangulation, saturation checks, and documentation of analytical decisions.
  • Identify patterns, explanations, and contextual factors that clarify quantitative results.

Intellectual Synthesis

  • Lead initial synthesis of findings across qualitative streams, identifying key narratives, mechanisms of change, and unintended effects.
  • Support the Team Lead in interrogating assumptions, refining interpretations, and strengthening attribution arguments.
  • Prepare structured analytical memos summarizing emerging findings and implications.
  • Act as the primary intellectual bridge between field evidence, subject matter expert inputs, and quantitative results.

Collaboration & Technical Support

  • Work closely with the Quantitative, MEL & Methods Research Manager to integrate qualitative and quantitative findings.
  • Support triangulation across data sources to ensure coherent and defensible conclusions.
  • Provide inputs into validation workshops and respond to technical feedback related to qualitative findings.
  • Coordinate with the Program Specialist to ensure smooth flow of drafts, reviews, and revisions.

Contribution to Manuscript Development

  • Lead development of qualitative methods and findings sections, including thematic analyses and explanatory narratives.
  • Integrate qualitative insights with quantitative findings to strengthen interpretation and discussion.
  • Support drafting of discussion sections and address reviewer feedback related to qualitative rigor and synthesis.

Supervises

  • Supports Research Supervisors and Interviewers on qualitative components

Other Duties

  • Perform any other duties assigned by the supervisor in line with the Impact Evaluation deliverable.

Required Qualifications

  • Master’s degree or higher in Public Health, Social Sciences, Anthropology, Development Studies, Evaluation Science, or a related field.
  • Minimum of 7–10 years’ experience in qualitative research, evaluation, or learning-focused roles within health or development programs.
  • Demonstrated experience leading qualitative components of large-scale or national evaluations.
  • Proven experience coordinating multi-site or multi-state field research activities.
  • Strong experience synthesizing qualitative evidence for donor-facing impact evaluations.
  • Familiarity with Nigeria’s health system and donor-funded programs is strongly preferred.
  • Proven ability to deliver high-quality analytical outputs under tight timelines.
  • Experience with donor-funded programs and national health systems is strongly preferred.

 

Required Technical Skills & Software Proficiency

 

Evaluation, Analysis & Data Tools

  • Qualitative analysis:
    • NVivo, ATLAS.ti, or equivalent qualitative analysis software
  • Quantitative analysis:
    • STATA, R, SPSS, or equivalent statistical software (conceptual understanding required, hands-on use desirable)

Data Management & Collaboration

  • Microsoft Excel (advanced functions, pivot tables, data validation)
  • Microsoft Teams, SharePoint, or similar collaboration platforms
  • Digital data collection platforms (e.g., ODK, KoboToolbox) – interpretive or operational experience desirable
  • Familiarity with DHIS2, SORMAS and routine health information systems (interpretive level)

Reporting & Knowledge Products

  • Microsoft Word (advanced formatting and track changes)
  • Microsoft PowerPoint (analytic-level presentations)
  • Experience reviewing or guiding development of infographics and visual products in collaboration with designers
  • Familiarity with collaborative platforms (SharePoint, Teams, Google Workspace)

  • High tolerance for ambiguity and pressure in fast-paced evaluation environments.

Key Accountability Statement

The Research Manager II – Qualitative Analysis, Coordination & Synthesis is accountable for the methodological rigor, credibility, and coherence of all qualitative evidence generated for the Impact Evaluation, as well as the effective coordination of field activities. This role is responsible for ensuring that qualitative findings meaningfully explain and contextualize quantitative results and contribute to defensible conclusions on program impact.
