Program Officer

Jhpiego, an international non-profit health organization, is seeking a Program Officer to support implementation of a comprehensive maternal, newborn and child program, based in Dakar, Senegal.

The Program Officer will provide day  to day programmatic and operational support to MNCH interventions, including activity planning, coordination, monitoring, documentation, and reporting. The role will work closely with MNCH technical staff, Regional Coordinator and Liaisons, M&E, finance, and operations teams to ensure timely and high quality implementation of MNCH activities aligned with national priorities.

MNCH Program Implementation

• Support implementation of MNCH activities across the continuum of care, including antenatal, delivery, postnatal, newborn, and child health services.
• Assist with coordination of MNCH trainings, supportive supervision visits, mentorship activities, and community outreach initiatives.
• Support implementation of facility‑ and community‑based MNCH interventions in collaboration with MNCH technical teams and regional staff.
• Assist in development, adaptation, and dissemination of MNCH training materials, job aids, and implementation tools.

Coordination and Stakeholder Engagement

• Support coordination with regional and district health authorities, implementing partners, and health facilities to ensure smooth delivery of MNCH activities.
• Assist in organizing meetings, workshops, and learning events related to MNCH programming, including preparation of materials and follow‑up actions.
• Maintain effective working relationships with MNCH stakeholders, including Ministry of Health counterparts and community actors.

Monitoring, Documentation, and Reporting

• Track MNCH activities, deliverables, and timelines against approved work plans.
• Support routine documentation of MNCH activities, site visits, and implementation progress.
• Contribute to preparation of MNCH components of quarterly, annual, and ad‑hoc programmatic reports.
• Document lessons learned, best practices, and implementation challenges related to MNCH activities.

Planning and Operational Support

• Assist in development and monitoring of MNCH work plans, implementation schedules, and activity trackers.
• Support basic tracking of MNCH‑related activity budgets and expenditures in coordination with finance and operations teams.
• Ensure supported MNCH activities comply with Jhpiego policies, U.S. Government donor requirements, and national MNCH guidelines.

Team Collaboration and Support

• Work closely with MNCH technical advisors, Regional Coordinator/Liaisons, and M&E teams to support quality implementation.
• Support cross‑learning and coordination across MNCH service delivery levels (community, primary, and referral facilities).
• Perform other MNCH‑related duties as assigned to support project objectives.

• Bachelor’s degree in Public Health, Nursing, Health Sciences, Social Sciences, or a related field.
• Minimum of five years of relevant experience supporting MNCH program implementation.
• Experience working with donor‑funded health projects, preferably U.S. Government–funded programs 
• Previous experience in the development or NGO sector.
• Strong organizational skills and ability to manage multiple priorities under tight deadlines.
• Ability to work independently and collaboratively in a team setting.
• Strong written and verbal communication skills.
• High level of professionalism, discretion, and ability to maintain confidentiality.
• Willingness and ability to travel to the program implementation regions, as required

• Experience supporting maternal health, newborn health, child health, and/or nutrition programs.
• Familiarity with Senegal’s MNCH policies, strategies, and health system structures.
• Experience contributing to technical reports, learning products, and donor documentation.
• Basic understanding of monitoring and evaluation principles related to MNCH programming
• Fluency in French required, working knowledge of other local languages is an asset.
