Overview

The High-Impact Maternal, Newborn and Child Health (HI-MNCH) Project, funded by the U.S. Department of State, aims to reduce preventable maternal, newborn, and child deaths in Myanmar by delivering a targeted package of proven, lifesaving MNCH interventions. The project strengthens access to quality MNCH services at both community and facility levels through on-the-job training, supportive supervision, direct beneficiary support, and focused technical assistance. HI-MNCH enhances the quality, continuity, and effectiveness of care across the antenatal, birth, postnatal, infant, and child health continuum—contributing to reduced preventable mortality and improved health outcomes for vulnerable populations.

Jhpiego is seeking a Program Officer (PO) to provide technical and programmatic support for the HI-MNCH project. The PO will facilitate project activities, support MNCH training, and assist in implementing and monitoring MNCH and integrated interventions. The PO will ensure timely, high-quality documentation and reporting, and will work closely with program, technical, and operational teams to ensure effective use of resources and smooth implementation across project townships. This position is based in Yangon, requires travel within Myanmar, and reports to the Senior Technical Officer.

Responsibilities

The Program Officer will:

  • Provide technical and operational support to strengthen community access to quality MNCH services through project-supported facilities, together with the Senior technical officer.
  • Contribute to MNCH quality improvement activities at the project-supported facilities.
  • Assist in developing or adapting MNCH learning and training materials.
  • Document and disseminate lessons learned and best practices.
  • Coordinate with key stakeholders, including local professional organizations, to support effective implementation in project townships.
  • Consider political and economic contexts when planning and implementing activities or training.
  • Monitor assigned deliverables and budgets and support the preparation of report and learning products.
  • Ensure all activities follow project and donor policies.
  • Maintain strong working relationships with colleagues, counterparts, and partners to support smooth implementation of project activities.
  • Perform any other duties assigned by supervisors or based on program needs.

Required Qualifications

  • Degree in Health or University degree with health project implementation experiences
  • 3 years’ experience in implementing MNCH related activities
  • Work experience in the development sector/INGOs
  • Demonstrated   experience   contributing   meaningfully   to   the   management   and coordination of donor-funded projects
  • Ability to work in a complex environment with multiple tasks and short deadlines
  • Strong ability to work and communicate within a team, results-oriented and decision-making skills
  • Burmese language proficiency and skills in oral and written English language
  • Ability to work independently and exercise independent judgment
  • Ability to ensure adherence to applicable laws, policies, and regulations
  • Ability to travel frequently for field activities as required
  • Demonstrated ability to exercise confidentiality and professionalism
  • Good communication and coordination skills and sensitivity to work in diverse political economic and multi-cultural contexts
