Overview

MOMENTUM Country and Global Leadership (MCGL), funded by the U.S. Government, is a global mechanism that saves lives and improves access to quality, integrated health services by distributing life-saving commodities, medicines, and vaccines, and providing critical health care services for pregnant mothers and children under five. The project provides safe childbirth for mothers and babies, vaccinates children, treats deadly illnesses and malnutrition, and controls disease outbreaks.  

The Finance Officer will contribute to the financial oversight of the MCGL project by tracking project expenditures, monitoring budget performance, and ensuring proper financial documentation is maintained. They will also assist in preparing timely financial reports for submission to Donor, Jhpiego headquarters, and other stakeholders. The Officer oversees the financial aspect of Jhpiego programs in Nepal and ensures that financial systems are sound and compatible with standard accounting practices and follow USG, MCGL, JHU and Jhpiego rules and regulation. This includes assisting day to day financial operations of Nepal Country Office. Implement and maintain an on-site financial accounting and bookkeeping system required to assure the integrity and effective performance of Jhpiego Nepal's financial operations.

Responsibilities

Specific Responsibilities 

  • Review and verify invoices for accuracy, completeness, and proper documentation, ensuring compliance with organizational and donor guidelines. 
  • Ensure all expenditures are within the approved budget and have received the necessary authorization.   
  • Process payment vouchers, checks, and electronic funds transfers (EFT) in a timely and accurate manner. 
  • Monitor expenditures against approved budgets and work plans, providing regular updates. 
  • Follow up on accounts receivable and ensure timely liquidation of staff advances. .   
  • Maintain organized physical and electronic filing systems for accounting records, ensuring easy access and retrieval of documents. 
  • Assist in developing work plans and budgets, participating in ongoing budget tracking and adjustments. 
  • Assist in conducting financial and compliance reviews for program activities, ensuring adherence to donor and internal regulations. 
  • Ensure office financial operations with particular emphasis on implementing and maintaining on-site financial accounting and bookkeeping system.
  • Assists in monthly financial reporting -
  • Reports on obligations and expenditure of the program budgets, including sub-agreement budgets with partner and donor agencies.
  • Maintain and file vouchers, petty cash, payments, and other financial communication and documentation.
  • Coordinate with Province Team esp Admin & Finance Asst/ Provincial Specialist for collecting/recording expenditure on district-based activities and travel expenses.
  • Assist and support & Guide Province- Admin finance team in program activities related to finance (workshop/training) in Centre and in Province
  • Support internal audits, donor reviews, and external audits as required.  
  • Prepare and submit VAT reporting to USG, ensuring accurate and timely reconciliation of VAT claims as per donor requirements.  
  • Perform any additional duties as assigned by the supervisor to support financial and administrative operations.  

Required Qualifications

Qualifications 

  • Bachelor’s degree in Accounting or Finance or related subject.
  • At least 5 to 6 years of directly relevant experience required
  • Demonstrated proficiency in MS office/ Excel in presenting, analyzing and interpreting data.
  • Understanding of Government of Nepal rules, regulations and policies in accounting and finance; and familiarity with I/NGO and donor-supported projects.
  • Excellent communication skills including fluency in spoken and written English
  • Ability to handle a variety of assignments under pressure of deadlines; must be cooperative, hardworking, flexible and dependable.
  • Willingness to travel locally.

Experience and Skills 

  • Proficient in accounting software (e.g., QuickBooks), MS Office, and Excel. 
  • Strong attention to detail and accuracy. 
  • Ability to manage multiple tasks in a dynamic, fast-paced environment. 
  • Excellent interpersonal and teamwork skills. 
  • Strong verbal and written communication abilities.
