Overview

Jhpiego seeks a Short-Term Consultant to provide technical assistance in surveillance system strengthening, capacity building, technical writing, monitoring and evaluation, project implementation, and national coordination.  He/She will work closely with the Jhpiego Philippines Immunization Team, as well as other Jhpiego technical directors and experts on immunization in other Jhpiego Offices, for the successful implementation of the CDC Gabay Bakuna Project in the identified project sites.

 

The consultancy will be spread across 6 months from Jan 15, 2026, to June 30,2026.  

 

Assignment Location: Manila, Phillipines Country Office

Responsibilities

  • Facilitate Measles Outbreak Preparedness and Response Plan in Region IV A and NCR
  • Facilitate the piloting and implementation of the standardized SS visits using standardized approved checklist
  • Facilitates the Training of Trainers to pilot-test Supportive Supervision Tool and Training Modules for Clinicians
  • Facilitate the Clinicians Trainings on VPD Surveillance focusing on mentorship, updated measles protocols and skill reinforcement via follow-up using Learning Resource package
  • Facilitate the Localized Measles Risk Assessment using multi-indicator analysis (e.g. population immunity, surveillance quality, program performance & threat/susceptibility). Utilize standardized risk scoring matrix
  • Convene Technical Working Group to finalize the Localized Measles Risk Assessment
  • Co-facilitate/host multisectoral meetings, validate findings and identify specific issue and resource gaps
  • Support to MR SIA from preparatory phase to implementation and Post Implementation Phase in coordination with DOH NIP, CDC Philippines and other key stakeholders

 

Required Qualifications

  • Bachelor's degree in a health-related field required
  • Master's degree in public health, public health management, development management, public administration, public policy, epidemiology, biostatistics, or other relevant course in health sciences from a recognized institution
  • Experience in the structure and operation of DOH/DOH CHD IV-A, or other DOH CHDs
  • Knowledge of the Philippines’ Expanded Program on Immunization / National Immunization Program
  • Knowledge of the Philippines’ health system, health and immunization service delivery, health human resources, logistic management, health information systems, devolved set-up, etc
  • Strong experience in leading the development and implementation of monitoring and evaluation (M&E) systems for community based surveillance, including designing frameworks, assessing information systems, developing data collection tools, overseeing data collection and analysis, and supporting reporting.
  • With experience on strategic partnerships with local and regional entities, including US FAS, US CDC, WHO, UNICEF, and World Bank

  • Analytic Skills: Proficient in utilizing statistical programs (STATA, SAS, R) and Microsoft Office suite (Word, Excel, PowerPoint, Power BI) to generate insights and drive informed decision-making
  • Competency on Mentoring and Coaching
  • Systematization and document review capacity
  • Ability to write technical reports
  • Ability to adapt to changing and highly demanding environments
  • Ability to work as part of a team
  • Good interpersonal relations
  • Adequate availability to perform functions during the consultancy period.

    Total consultancy fee will be based on the experience & country of hire
