national and state governments, providing technical assistance in the areas of family
planning, maternal and child health, strengthening human resources for health, and noncommunicable

RTSL, David & Lucile Packard Foundation, Children’s Investment Fund Foundation (CIFF),
MSD for Mothers and others.
The Program Officer (PO) will serve as a key technical contributor for Jhpiego's Digital
Innovation Unit in India, providing technical role in mobile application development
(primarily Android, with secondary focus on Flutter/hybrid frameworks), and stakeholder
collaboration across state and national platforms. This role requires strong technical skills
in native and cross-platform development, problem-solving abilities, effective
communication, and the ability to balance hands-on development with program impact,
sustainability, and innovation.
The PO will anchor Jhpiego's Android and Flutter-based mobile health application
development efforts, engage with state government technical teams and Ministry of Health
stakeholders, serve as technical lead for native and hybrid digital health applications, and
contribute to technical innovation and strategic partnerships to expand Jhpiego's digital
health portfolio in maternal and newborn health programs
Key Responsibilities
Application Development & Maintenance
• Build and enhance native Android applications and Flutter-based hybrid
applications that support public health programs and government initiatives
• Maintain and troubleshoot existing mobile health applications, ensuring stability
and performance
• Develop new features and modules using Android SDK (Java/Kotlin) and Flutter
framework, following current best practices
• Integrate device hardware capabilities, including Bluetooth connectivity for health
monitoring equipment IOT devices
Collaboration & Deployment
• Work closely with state government technical teams to coordinate development
and implementation
• Collaborate with public health experts to translate program requirements into
functional solutions
• Conduct user testing and gather feedback to improve application usability
• Support deployment and rollout activities across different states and health
facilities
Technical Quality & Innovation
• Write clean, maintainable code and perform code reviews
• Technical issues troubleshoot and provide timely resolution
• Stay current with Android platform updates, Flutter framework developments, and
emerging mobile health technologies
• Document technical specifications and development processes
• Bachelor’s degree in computer science, Information Technology, Software
Engineering, or related field
• 2–5 years of hands-on experience in Android application development (mandatory)
or Flutter/hybrid mobile development (considered with strong fundamentals)
• Strong proficiency in Java and Kotlin with solid understanding of object-oriented
programming
• Experience with Android SDK, Android Studio, andFlutter SDK with version control
systems (Git)
• Understanding of mobile UI/UX principles and Material Design guidelines
• Ability to work with APIs, databases, and backend integration
• Strong problem-solving skills and attention to detail
• Excellent communication skills in English and Hindi
Desirable Attributes
• Experience with Flutter framework and cross-platform mobile development (highly
valued for hybrid app development)
• Prior experience developing applications for healthcare, public health, or
government sectors
• Familiarity with Bluetooth Low Energy (BLE) protocols and device integration
• Knowledge of offline first mobile architectures and data synchronization
• Experience with mobile app testing frameworks and quality assurance processes
• Understanding of accessibility standards and inclusive design principles
• Willingness to travel occasionally for field coordination and stakeholder meetings
