Senior Program Officer - UTTRAKHAND

 Jhpiego has been working in India since the 1980s in close partnership with national and state governments. With deep technical expertise and strong on-the-ground execution, Jhpiego helps design, test, and scale practical solutions and innovations that fit real-world systems across 11 thematic domains (Maternal and Newborn Health, Reproductive Health, Nutrition, Immunization, Comprehensive Primary Health Care, Human Resources for Health, TB and Infectious Diseases, Global Health Security, Women's Cancers, Non-Communicable Diseases, Digital Health).

The project aims to provide technical assistance to the national and 11 state governments with higher-than-average maternal mortality ratios to reduce MMR in the states . The position will be responsible for providing technical and functional support in respective states and districts towards high quality MNCH services. S/he will work closely with the government officials, stakeholders, and district teams to ensure effective implementation of maternal and newborn health initiative. The position will report to Lead PMU.

• Implementation support for maternal and newborn health programs
  • Provide technical input and support the design and implementation of all MNCH project activities to achieve desired results.
  • Initiate, build, and strengthen relationships with various stakeholders in the state to achieve MNCH program objectives.
  • Work in coordination with program stakeholders such as State and District officials, partner organizations, representatives of state and district level professional associations to develop, implement, monitor, and report on MNCH program activities including work plans, Monitoring and Evaluation (M&E (Monitoring & Evaluation)) framework and reports.
  • Travel to the program intervention districts to support implementation and monitoring as needed.
• Technical support
  • Provide State level technical support to the Maternal Health divisions and district clinical and administrative teams for implementing quality improvement processes and systems as per the program strategy.
  • Provide support and in organizing clinical training, workshops, and on-site coaching in the intervention districts. This would also include planning training schedules, identifying trainers, monitoring training, and conducting post-training follow-up visits to the districts.
  • Assist in the development of training materials, performance standards and job aids to support the strengthening of maternity services in the State.

  • Establish systems for tracking progress, indicators, and deliverables according to agreed work plans and prepare program reports for department officials.
  • In collaboration with the monitoring and evaluation team, generate evidence for appropriate revision to workplans and program activities.
  • Prepare the data analysis report, presentations, and briefs as per the requirements
• Program Management support:
  • Work with team members to develop and produce learning resource packages, documents, reports, proposals, and presentations according to program and Jhpiego / government guidelines for internal and external dissemination.
• Perform or assume other duties as assigned by the supervisor.

• MBBS/BAMS/Nursing graduate with Post Graduate Degree/Diploma in Public Health/Social Work/Pediatrics/Obstetrics/.
• 5 years and above of experience of working with public health programs, especially in Reproductive and Child Health and managing program implementation, is desirable. Specific experience in large programs related to maternal & newborn health/ childbirth care/ quality of care will be preferred.
• Experience of working with the National Health Mission at the project or State level is desirable.
• Experience of conducting training, managing programs, and providing clinical support to public health workers.
• Good knowledge of the health sector and maternal and child health programs is essential.
• Technical knowledge and field experience in health programs in maternal and newborn health.
